1943-03-16 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, MARCH 16, 1943 The meeting convened at 8:00 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Howe Jones, Maurer and President Godfrey, (4), were noted present. Absent: Councilman Branscheid, (1). iaINUTES: 1. The minutes of the re ular meeting held March 2, 1943, and the adjourned regular meeting held Larch 9, 1943, were approved as transcribed. ; WRITTEN COMMUNICATIONS: 2. From Richardsons, Realtors, with regard to the present housing shortage in this City and calling attention to a certain type of low-cost housing construc- tion that could be built if City ordinances were amended to permit this type of dwelling. There being no objections, the communication was referred to the office of the Building Inspector with the request that a written report be submitted as to its findings and to also report on what other Bay area cities are doing toward allow- ing this particular construction. 3. From the Alameda Council No. 1658, Knights of Columbus, submitting a motion adopted at a recent meeting, urging that, a proclamation be issued stressing the importance of "Good Friday Observance". This matter was referred to the Mayor for further attention. 4. From the Board of Supervisors of Alameda County, requesting consent of the Council to the sale of two parcels of property described as follows: In New Map of Woodstock, Lots 1, 2 and 3 and 28 to 32, at the minimum bid of N,96. and respectively. The City Clerk advised that the City Assessor had determined the amounts to be received from this sale will cover all outstanding City taxes. Councilman Howe moved the Board of Supervisors be notified that the Council con- sents to the sale of this property at the prices designated. The motion was seconded by Councilman Maurer and unanimously carried. v' 5. From Mr, Benjamin Evans, requesting a gratuitous license to sell linoleum in the City of Alameda on the grounds that he is an honorably discharged. World War- Veteran. There being no objections, this request was referred to the City Manager for his recommendation. ORAL COMMUNICATIONS: 6. At the request of Mayor Godfrey, the City Manager reported on the problem of the increased negro population, which is a result of the influx of shipyard workers in the City of Alameda, and the housing shortage attendant thereto. Mr. McMillan stated the City, with the cooperation of the Alameda Housing Authority, would endeavor to control as much as possible the numbers of negroes wishing to reside within the City within the limitations which are set forth by Government Acts and regulations. Mayor Godfrey stated this matter would receive the unceasing vigilance of the Council and the Alameda Housing Authority and with the cooperation that is assured, it is believed the problem will not grow to be as serious as rumor has implied. 7. At this point, a report from the City Manager was read with regard to the general traffic situation, particularly as it pertains to the bus system operating in and out of Alameda. This report sets forth in detail what contacts Mr. McMillan has made with persons in the transportation picture and what progress has been made in the investigation to date. vr 8. MT. Frank Gottstein addressed the Council concerning a meeting of the Board of Equalization, to be held in Oakland, at which will be discussed present problems pertaining to liquor and the increasing crime wave. He requested the Council to petition the Board to make its rules restricting the sale of liquor - particularly to those persons already under the influence of liquor - as strict as possible. • .// 9. Mr. Guy Thorne addressed the Council regarding the influx of negroes in this City. -UNFINISHED BUSINESS: V 10. The Council then proceeded to canvass the ballots of the General Municipal Election, held. Tuesday, March 9, 1943. RESOLUTIONS: 11. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2839 Rescinding Resolution No. 2803 and Resolution No. 2804." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Maurer and. President •Godfrey, (4) . Noes: None. Absent: Councilman Branscheid, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 12. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 2840 Authorizing Compromise and Settlement in United States of America vs. 7.66 Acres of Land, etc., Carlo Carlevaro, etal." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Maurer and. President Godfrey, (4). Noes: None. Absent: Councilman Branscheid, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 13. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2841 Authorizing the Execution of an Agreement of Compromise Between the City of Alameda and Kate G. Pedersen, Indi- vidually and as Executrix of the Estate of Lars A. Pedersen, Deceased, with Respect to the Respective Interests of Said Parties in the Award to be Made in Certain Condemnation Proceedings Instituted by the United States of America." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Maurer and President Godfrey, (4). Noes: None. Absent: Councilman Branscheid, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2842 Adopting Specifications for Furnishing One (1) Business Coupe or Sedan Automobile to the City of Alameda, Calling for Bids and. Directing the City Clerk to Advertise the Same." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Maurer and. President Godfrey, (4) . Noes: None. Absent: Councilman Branscheid, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 15. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2843 Declaring Result of General Municipal Election Held in the City of Alameda on March 9, 1943." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Maurer and President Godfrey, (4). Noes: None. Absent: Councilman Branscheid, (1). Thereupon the Mayor declared said resolution duly adopted and passed. FILING: 16. Specifications - For furnishing one Business Coupe or Sedan to City of Alameda. BILLS: 17. An itemized List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $9,506.39; Civilian Defense Department, $1,503.25; Police Department, $638.91; Civil Service Department, $58.21 Found Department, $54.90; Fire Department, $865.29; Street Department, $730.99; Health Department, $421.08; Recreation Department, $29.89; Park Department, $545.71; Golf Course Department, $298.62; Store Department, $627.52; Social Service Department, 0101.30; Initiative Relief Fund, $25. Street Improvement Fund, $1,037.61; East Bay Municipal Utility District Fund, $4,796.83. Councilman Jones moved the bills and claims against the City, in the amounts listed and itemized in the List of Claims filed with the City Clerk on March 16, 1943, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Maurer and President Godfrey, (4). Noes: None.
