HELD TUESDAY EVENING, APRIL 20, 1943
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and
President Godfrey, (5) , were noted present. Absent: None.
Mayor Godfrey welcomed Councilmen Osborn, Howe and Jones as members of the
Council for their ensuing terms.
MINUTES:
1. The minutes of the regular meeting held April 6, 1943, were approved as
transcribed.
2. The Council then proceeded to reorganize. Councilman Branscheid moved
that President Milton C. Godfrey be nominated and appointed Mayor and President
of the Council of the City of Alameda for the next two years. President Godfrey
requested Councilman Howe to put the motion, and it was so done. The motion was
seconded by Councilman Jones and on roll call carried by the following vote.
Ayes: Councilmen Branscheid, Howe, Jones, Osborn (4) . Noes: None. Not Voting:
President Godfrey, (1). Absent: None.
President Godfrey then executed his oath of office as President of the Council.
Councilman Howe moved that Councilman W. J. Branscheid be nominated and
appointed Vice - President of the.Council of the City of Alameda for the next two
years. The motion was seconded by Councilman Osborn and on roll call carried
by the following vote. Ayes: Councilmen Howe, Jones, Osborn and President
Godfrey, (4). Noes: None. Not Voting: Councilman Branscheid, (1). Absent:
None.
Councilman Branscheid then executed his oath of office as Vice- President of the
Council.
ORAL COMMUNICATIONS:
4`. The City Manager reported on a meeting held April 19 of City Officials in
the Bay area with a Sub - Committee of the Senate Military Affairs Committee at
which was reported and discussed conditions relative to housing, transportation,
employment, sanitation, policing, fire prevention, health, recreation and schools.
The acute situation caused by the restrictions on restaurants in procuring food
was particularly stressed and a later meeting was arranged by the Office of
Price Administration to see what could be done in this regard.
From these conferences there is definite reason to believe that satisfactory
results will be attained toward alleviating the problems now confronting this
area.
5. The City Manager also reported on the meeting held April 20 before a Sub -
Committee of the House of Representatives, Public Buildings and Grounds Commit-
tee, at which the City of Alameda particularly stressed the damage being done to
streets in Alameda by trucking in connection with construction activities due to
the war effort.
6. Mr. Frank Gottstein addressed the Council with regard to the installation
of public lavatories and drinking fountains.
7. Mayor Godfrey informed the Council that he has appointed a Alameda Health
Study Committee consisting of seven persons, in addition to which there will be
a member of the Alameda Chamber of Commerce and of the Housing Authority of
Alameda, which committee will be requested to bring in recommendations to assist
in solving the general health problems of the City.
REPORTS OF COMMITTEES:
8. From the City Manager, stating that upon information received from City
Engineer George Sperbeck it has been established that the anchorage where the
Sea Scout boat is now moored, off shore in the Fernside District, is on property
owned by the United States Government.
There being no objections, it was requested that the Sea Scouts be so informed.
From the Public Utilities Board, requesting permission from the Council to
retain in the Bureau of Electricity Fund, all earnings of the Utility for the
fiscal year ending June 30, 1943, with the exception of the pledged dividends
amounting to $242,341.56, thereby waiving the application of formula covering
this subject outlined in the Charter of the City of Alameda.
Councilman Branscheid moved the request of the Public Utilities Board be granted.
The motion was seconded by Councilman Howe and unanimously carried. The City
Attorney was requested to prepare a resolution to be presented at the next regu-
lar meeting of the Council, in which the Council's permission will be more fully
set forth.
10. From the City Manager, recommending that Lieutenant Lloyd Wendland of the
Police Department be authorized to attend a meeting of the F. B. I. National
Police Academy Associates, California Chapter, to be held in Fresno on April 24
and 25, 1943, and that a sum not to exceed $30. be appropriated to cover his
expenses.
Councilman Jones moved the recommendation of the City Manager be approved and
that Lieutenant Lloyd Wendland attend the above meeting as specified and that
a sum not to exceed $30. be allowed for his expenses. The motion was seconded
by Councilman Osborn and on roll call carried by the following vote. Ayes:
Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5) . Noes:
None. Absent: None.
11. From the Office of the Building Inspector, reporting further upon the plans
which had been submitted for its investigation by Richardson's, Realtors, per -
taining to a certain Uni -wall type of low -cost housing and stating that this type
of construction would be satisfactory if confined to the "A -1" or "B" Zoning Dis-
tricts, provided an outer layer of rustic were applied horizontally to the verti-
cal planking. This additional provision is not shown on the plans now on file in
the Building Inspector's Office.
There being no objections, the communication was ordered filed, with the request
that a copy of the Building Inspector's report be forwarded to Richardson's.
NEW BUSINESS:
12. Councilman Branscheid addressed the Council with regard to the general traffic
hazard at the intersection of Fernside Boulevard and High Street, approaching
High Street Bridge. Several traffic phases are now involved - it is a boulevard
stop for traffic coming into Alameda off the bridge and parking is now permitted
on both sides of High Street north of Fernside Boulevard, which seemingly makes it
difficult for motorists to see the stop sign in its present location.
There being no objections, the City Manager and the Chief of Police were instructed
to investigate the situation and report back at the next regular meeting of the
Council.
1'3. Councilman Branscheid also inquired about what progress is being made on the
repairing of the Alameda Belt Line tracks along Clement Avenue.
The City Manager stated this work was now under way and the street would be proper-
ly repaired.
14. Councilman Branscheid asked about the recent report that numerous persons were
being bitten by dogs in this City.
The City Manager stated he was confident this condition would soon be improved.
15. Councilman Jones inquired about the practice of garbage men in emptying gar-
bage cans and why grass and shrubbery clippings should not be carried away when
placed in the cans with other garbage.
The City Manager explained the handicaps under which the garbage association is
now operating.
16. Councilman Howe asked whether or not there was a requirement that bicycle
riders have bells on their bicycles to warn pedestrians of their approach. He was
informed there is no ordinance making this stipulation. It was suggested that the
City Attorney investigate this situation.
Councilman Osborn suggested the Alameda Times -Star give some publicity to the fact
that bicycle riders should carry bells or some other means of warning of their
approach.
RESOLUTIONS:
17. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2548
Creating Position of Janitress in the Administrative
Office of the City Manager in the City Hall of Alameda."
The motion to adopt said resolution

March 31, 1943.
19. State of California Assembly Resolution, ratifying Charter Amendments.

20. An itemized List of Claims against the City of Alameda and the several
departments thereof in the total amounts as follows, were presented to the
City Council: General Departments, $7,362.29; Civilian Defense Department,
$1,272.44; Police Department, $1,210.43; Civil Service Department, $7.25;
Pound Department, $43.14; Fire Department, $2,259.75; Street Department,
$1,336.61; Health Department, $288.14; Recreation Department, 444.88;
Park Department, $720.47; Golf Course Department, $576.28; Store Depart-
ment, $290.29; Social Service Department, $87.52; Street Improvement Fund,
$148.06; Garbage Disposal Fund, $181.60.
Councilman Branscheid moved the bills and claims against the City in the amounts
listed and itemized in the List of Claims filed with the City Clerk on April 20,
1943, and presented to the Council at this meeting, be allowed and paid. The
motion was seconded by Councilman Howe and on roll call carried by the following
vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey,
(5). Noes: None. Absent: None.
ADJOURNMENT:
21. There being no further business to come before the meeting, the Council
adjourned to assemble in regular session on Tuesday evening, May 4, 1943, at
8:00 p. m.
