1943-05-04 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, MAY 4, 1943 The meeting convened at 8:00 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting held April 20, 1943, were approved as transcribed. WRITTEN COMMUNICATIONS: 2. From the Board of Education, offering to the Recreation Department of the City of Alameda all of its school facilities for the summer vacation period to take care of the increased number of children in the City, with the understanding that there will be someone in charge during the entire day in each of the school centers. There being no objections, the matter was referred to the Committee of the Whole for further consideration. y/ 3. From the League of California Cities, advising of the friendly relations it has enjoyed with Senator Arthur H. Breed, Jr. during this session of the Legisla- ture and commending Senator Breed's attitude toward the cities' problems - in the event that the City of Alameda desires to express its appreciation for his efforts on behalf of this City. Councilman Howe moved Mayor Godfrey be requested to forward a letter to Senator Breed, expressing the Council's appreciation for his fine efforts. The motion was seconded by Councilman Branscheid and unanimously carried. REPORTS OF COMMITTEES: 4. From the Alameda Municipal Civil Service Employees' Association, petitioning the Council in the form of a resolution which had been adopted by that organization on April 30, 1943, to revise the wage and salary scales of all employees of the City of Alameda as living costs and maintenance expenses have advanced. There being no objections, the matter was referred to the Committee of the Whole for future consideration. 5. From the City Manager, recommending that the contract of McGuire & Hester for the cleaning of the vitrified iron sewer pipe in Eighth Street from Central Avenue to the northside sewer be accepted, as the work has been performed in accordance with plans and specifications. A certificate of acceptance from City Engineer George Sperbeck was attached to the City Manager's recommendation. Councilman Jones moved the recommendation of the City Manager be adopted and con- tract of McGuire & Hester for the work as stated above be accepted. The motion was seconded by Councilman Osborn and unanimously carried. 6" Mrs. Geraldine T. Leydecker, Supervisor of Playground Directors of the Recreation Department, requesting waiver of compliance of Section 2-5311, Chapter 5, Article 3 of the Alameda Municipal Code, pertaining to sick leave. Owing to the fact that medical aid was not available during a recent illness of Mrs. Leydecker, strict adherence to the requirements of this section could not be met. Mrs. Leydecker was present. Councilman Jones moved the Council waive strict compliance with the regulations of the Alameda Municipal Code with regard to sick leave, as more particularly set forth in Mrs. Leydecker's letter and that she be allowed this sick leave with pro- portionate salary, as it is acknowledged that she made every effort to comply with the regulations. The motion was seconded by Councilman Howe and on roll call car- ried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. 7. From Mr. Belden Sanderson, Laborer in the Street Department, requesting waiver of compliance of Section 2-5311, Chapter 5, Article 3 of the Alameda Municipal Code, pertaining to sick leave. Owing to the fact that medical aid was not available during a recent illness of Mr. Sanderson, strict adherence to the requirements of this section could not be met. Mr. Sanderson was present. Councilman Branscheid moved the Council waive strict compliance with the regulations of the Alameda Municipal Code with regard to sick leave, as more particularly set forth in Mr. Sanderson's letter and that he be allowed this sick leave with propor- tionate salary, as it is acknowledged that he made every effort to comply with the regulations. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and. President Godfrey, (5). Noes: None. Absent: None. 8. From Lt. Victor Dalmas, of the Fire Department, requesting waiver of compli- ance of Section 2-5311, Chapter 5, Article 3 of theAlameda Municipal Code, per- taining to sick leave. Owing to the fact that medical aid was not available dur- ing a recent illness of Lt. Dalmas strict adherence to the requirements of this section could not be met. Lt. DalMas was present. Councilman Howe moved the Council waive strict compliance with the regulations of the Alameda Municipal Code with regard to sick leave, as more particularly set forth in Lt. Dalmas' letter and that he be allowed this sick leave with propor- tionate salary, as it is acknowledged that he made every effort to comply with the regulations. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and. President Godfrey, (5). Noes: None. Absent: None. Mr. D. Bruce Greenwade, Executive Secretary of the Civil Service Board, ex- plained the details of these cases. RESOLUTIONS: 9. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2849 Authorizing Public Utilities Board to Retain Earnings in Excess of Amounts Provided in Section 12-6 of the Charter." The motion to adopt this resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. FILING: 10. Financial Statement - Goodell, Byers & Henry - Bureau of Electricity, as of March, 1943. 11. Auditor's Balance Sheet - Month ending April 30, 1943. BILLS: 12. An itemized List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: Store Department, $30.25. Councilman Branscheid moved the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on May 4, 1943, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None.
