1943-05-18 Regular CC Minutes17 REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, MAY 18, - - - 1943 MINUTES: WRITTEN COMMUNICATIONS: 2. • From Assemblyman Edward J. Carey, with regard to a bill before the State Legislature making it unlawful to carry a knife with a blade longer than three inches except under certain conditions. As this bill was not passed, Mr. Carey suggested that this matter be solved by the adoption of local ordinances. There being no objections, the communication was ordered filed. 3. • From the Alameda County Council of Defense , signed by Judge Frank M. Ogden, Chairman of the Juvenile Delinquency Committee, submitting a copy of recommenda- tions adopted by that c ommittee which outline definite steps to be taken by local recreation departments and other public and private agencies dealing with present youth problems. There being no objections, this matter was referred to the Committee of the Whole. REPORTS OF COMMITTEES: 4. From the Mayor, City Manager and City Auditor, submitting a report on the Count of Money held May 12, 1943, and stating there was in the City Treasury on that date the sum of $946,473.50. There being no objections, the report was ordered filed. I v/ 5. From the City Planning Board, recommending the denial of petition filed by Theophilus Reichard for the reclassification of certain property lying on the south line of Central Avenue between Sixth and Eighth Streets, more particularly described in the petition, from the "A" One-family Dwelling District to the "C" Multiple Dwelling District, to permit conversion of an existing structure thereon into multiple family use. This decision was made after the War Housing Center had advised the Board that upon further investigation of the structure it had deemed it inadvisable to pro- ceed with the contemplated conversion. Councilman Branscheid moved the recommendation of the City Planning Board be accepted and the re quested reclassification of the above described property be denied. The motion was seconded by Councilman Osborn and unanimously carried. 6. • From the City Planning Board, recommending the denial of petition to reclassify certain property comprised of approximately fifteen acres of tidelands lying edi- ately east of lots in the "A-1" District on the east side of Fernside Boulevard, beginning a short distance south of the extreme eastern end of Central Avenue and running thence northerly to a short distance north of the eastern end of Garfield Avenue. The meeting convened at 8:00 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5), were noted present. Absent: None. 1. The minutes of the regular meeting held May 41943, , were approved as transcribed. The property is proposed to be reclassified from the "A" One-family Dwelling Dis- trict to the "C" Multiple Dwelling District, for the purpose of developing a resi- dential subdivision. This petition was filed by Edgar A. Jones, National-Pacific Tank and Mill Company and Louise H. Reed. Numerous persons appeared personally in protest against this re-zoning and a peti- tion of protest containing 292 signatures was also filed. Requests were received and presented from Judge E. J. Silver and Mr. H. H. Gregg, Jr., Vice President of the Syndicate Mortgage Company, that action by the Council on this matter be postponed until the next regular meeting to be held June 1, 1943. Mr. Gregg personally addressed the Council in further explanation of the request for postponement. Councilman Branscheid moved the request for the postponement of this matter until the next regular meeting to be held June 1, 1943, be granted. The motion was seconded by Councilman Osborn and unanimously carried. V 7. From Mayor Godfrey, nominating Thomas J. Craig as member of the Public Utilities Board for a term commencing July 1, 1943, and expiring June 30, 1947. There being no objections, the matter was referred to "Resolutions." 8. From Mayor Godfrey, nominating The Reverend Ralph Conard as member of the Social Service Board of the City of Alameda for a term commencing July 1, 1943, and expiring June 30, 1946. There being no objections, the matter was referred to "Resolutions." 9'' From Mayor Godfrey, nominating Mrs. Ellen Godfrey as member of the Social Service Board of the City of Alameda for a term commencing July 1, 1943, and expiring June 30, 1946. There being no objections, the matter was referred to "Resolutions." y/ 10. From Mayor Godfrey, nominating S. Chesley Anderson, Chairman of Industrial Resources and Production Committee of the Alameda Defense Council, for a term commencing June 11, 1943, and expiring June 10, 1944. Councilman Osborn moved the nomination of Mayor Godfrey be approved and S. Chesley Anderson be so appointed. The motion was seconded by Councilman Howe and unani- mously carried. 11. From Mayor Godfrey, nominating Al. J. Mathebat, Chairman of Human Resources and. Skills Committee of the Alameda Defense Council, for a term commencing June 11, 1943, and expiring June 10, 1944. Councilman Branscheid moved the nomination of Mayor Godfrey be approved and Al. J. Mathebat be so appointed. The motion was seconded by Councilman Howe and unanimously carried. 12. From Mayor Godfrey, nominating William G. Paden as Chairman of Committee on Health, Welfare and Related Defense Activities of the Alameda Defense Council for a term commencing June 11, 1943, and expiring June 10, 1944. Councilman Howe moved the nomination of Mayor Godfrey be approved and William G. Paden be so appointed. The motion was seconded by Councilman Branscheid and unanimously carried. 13. From Mayor Godfrey, nominating R. A. Wondolleck as member of the Civil Service Board of the City of Alameda for a term commencing July 1, 1943, and expiring June 30, 1948. There being no objections, the matter was referred to "Resolutions." 1 . Councilman Branscheid offered a motion that the Mayor be requested to send a letter of commendation to Assemblyman Randal F. Dickey for his activities on behalf of the City of Alameda before the State Legislature. Councilman Jones seconded the motion and it was unanimously carried. NEW BUSINESS: 1 Councilman Osborn brought to the attention of the Council the matter of establishing a War Housing Center Committee for the purpose of working with the War Housing Center in matters pertaining to the conversion of homes into multiple use. Councilman Branscheid then moved the Council establish such a War Housing Center Committee to consist of five members, and that the Mayor be requested to submit names of prospective members at the next regular meeting of the Council. The motion was seconded by Councilman Jones and unanimously carried. RESOLUTIONS: 16. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 2850 Appointing Member of Retirement Board." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following motion: Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 17. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2851 Appointing Member of Public Utilities Board." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote: Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 18. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 2852 Appointing Member of Social Service Board." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 19. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 2855 Authorizing Execution of Offer to Accept in United States vs. 69.448 acres, etc., City of Alameda, etal." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and. President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 22. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2856 Designating Certain Lands Dedicated for Street Purposes as "Woodstock Lane." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 23. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 2857 Resolution of Intention to Order the Vacation of Woodstock Lane in the City of Alameda." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 24. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2858 Adopting Specifications for Furnishing One (1) Portable Self Propelling Maintenance Roller to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). An itemized List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $5,318.89; Civilian Defense Department, $981.52; Police Department, $1,128.01; Civil Service Department, $54.98; Pound Department, $61.79; Fire Department, $2,050.18; Street Department, $1,515.60; Health Department, $347.14; Recreation Department, $75.93; Park Department, S659.12; Golf Course Department, $897.25; Store Depart- ment, $177.26; Social Service Department, $29.35; Initiative Relief Fund, $12.50; Street Improvement Fund, 3,183.43; East Bay Municipal Utility District, $4,798.74. Councilman Branscheid moved the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on May 18, 1943, and presented to the Council at this meeting, be allowed and paid.
