Councilman Branscheid moved the recommendatior . of the City Manager be adopted;
that all bids received for furnishing gasoline be rejected and checks be returned
to the bidders; that in the opinion of this Council. Non-premium and. Ethyl Gaso-
line in accordance with said Specifications can be purchased in the open market
at a 3owor price than the lowest price submitted. and the City Manager is author-
ized to purchase said gasolino in the open market without contract or further
call for bids. The motion was seconded by Councilman Howe and unanimously carried.

Councilman Howe moved. the recommendation of the City Planning Board be uphelg
and the property specifically described therein be reclassified from tne
One-family Dwelling District to the "IS" Two-to-four Family. Dwelling District.
Ths motion was seconded by Councilman Branscheid and unanimously carried. The
matter was thon referred to "Ordinances for Introduction".

10. Councilman Branscheid introduced the following ordinance, after which it was
laid over under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Repealing Chapter I, of Title XIIT, of the
Alameda Municipal Code and Adding to the Alameda Municipal
Code in Lieu Thereof a New Chapter Providing for Licensing
for Revenue of Various Businesses, Professions, Trades,
Callings and Occupations; Fixing Penalties for the Viola-
tion Thereof; and Repealing all Ordinances and Parts of
Ordinances in Conflict BIerewith."
At this time, Mayor Godfrey inquired of Mr. P. Arnold Anderson, representative of
the Municipal License Tax Association, if he wished to speak on the subject
covered by the ordinance just introduced.
Mr. Anderson thanked the Council for the consideration it had given this matter
and for making certain changes in accordance witu . suggestions made at the last
meeting when this matter had been. discussed. He also stated that he regretted
the principie of discrimination. in the business license could not have been
entirely eliminated.
11. Councilman Howe introduced the following ordinance, after which it was laid
over under provision of Lou and the Charter:

13. The matter of the proposed reclassification. of property lying east of Fern-
side Boulevard, approximately between. Central and Garfield Avenues, from. the "A"
One-family Dwelling District to the "C" Multiple Dwelling District, was presented.
This matter had been continued from the regular rn of the Council, held
June 1, 1943.
A letter was read from Judge Edward J. Silver, representing the proponents in this
Proposed rezoning, recussting that the hearing on. this matter be postponed until
the next regular meeting of the Council, to be held July 20, 1943.
There being no objections, further hoaring was set for the next rogular meeting
of the Council on. july 20, 1943.
14. The City Manager stated he would like permission to buy in the open market
the automobiles needed for the City and thought it probable that we could get at
least a portion of the desired number Councilman Branscheid stated he believed
it necessary to keep up the City ohnipment.

23. At this time, the City Manager spoke about the City taking part in the
celebration of "Maritime Day" on Saturday, July 10, and asked what tne pleasure
o the Council was in this respect.
Councilman Branscheid moved that as a proot of advertising and publicizing the
City of Alameda, the City join with the United. States Maritime Service, the
County of Alamada and City organizations in celebrating "Maritime Day" and in
Lie dedication of the Maritime Service Officers' School in Alameda and that the
sum. of 300. , or so much tdereof as may be necessary, is hereby appropriated out
of the General Fund of the City for the purpose of defraying the cost of street
decorations and other necessary expenditures in. connection with. said celebration.

25. Councilman cones expressed regret at the death of William B. Saylor, one
of Alameda's outstanding citizens, and moved that when this Council adjourn
it do so out of respect to the memory of TAr. Saylor. The motion was seconded
by Councilman Rowe and unanimously carried.
