HELD TUESDAY EVENING, JULY 20, 1943
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, 0 born and
I esident Godfrey, (5) , were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held July 6, 1943, were approved as
transcribed.
WRITTEN COMMUNICATIONS:

2. From Mr. Bart J. Coffin, requesting the Council to investigate the hazardous
condition of the planking on the roadbed of the Fruitvale Avenue Bridge.
There being no objections, this matter was referred to the City Manager for dis-
position.
3. From Mrs. Edwin M. Otis and her daughter, Mrs. Arthur W. Carlson, thanking
the Council for its expression of sympathy at the time of the death of Judge
Edwin M. Otis. The communication was ordered filed.
4: From Mr. David D. Oliphant, Jr., Attorney, presenting a petition. from J. H.
Baxter & Co. and Pacific Coast Engineering Company, concerning the abandonment of
portions of Blanding and Atlantic Avenues and Mulberry and Walnut Streets.
After the City Attorney explained the present status of the closing proceedings
which had already been accomplished, the matter was referred to the City Manager
for complete investigation and report.
REPORTS OF COMMliTEES:
5. From Mr. Joseph M. Long, submitting his resignation as a member of the Alameda
Defense Council, as he is in the City an insufficient portion of the week to pro-
perly discharge his duties in this capacity.
Councilman Branscheid moved the resignation of Mr. Long be accepted. The motion
was seconded by Councilman Osborn and unanimously carried.
6. From Mr. F. J. Croll, Auditor and Assessor, submitting the assessment figures
of the City of Alameda for the year 1943. An increase of ,11,010,705. is shown -
being largely derived from the shipbuilding industries now located in this City
and in spite of the loss of ,T013,540. in the assessed valuation of property which
has been taken over by the United States Government. The total assessment is
35,623,955. The report was accepted and ordered filed.
UNFINISHED BUSINESS:
7. Application of Thomas J. Callan for a permit to transport garbage through the
streets of Alameda from Government owned and operated property within the City to
disposal points, was again postponed until an adjourned regular meeting of the
Council to be set for July 27, 1943. This matter was first presented to the Coun-
cil at its regular meeting held July 6, 1943.
S. The matter of the requested rezoning of certain property lying immediately
east of lots on the east side of Fernside Boulevard now in the "A-1" One-family
Dwelling District, situated between the eastern ends of Central and Garfield
.Avenues and -comprising approximately 15 acres of tidelands, was again presented
for hearing. This matter had been heard on regular petition before the City
Planning Board to be reclassified from the "A" One-family Dwelling District to
the "C" Multiple Dwelling District. This proposed rezoning had first come before •
the Council at its regular meeting held May 18, 1943, by recommendation from the
City Planning Board that the petition be denied. The recommendation was again read.
Judge Edward J. Silver, representing the proponents of this petition, addressed the
Council and, as the discussion disclosed that the present desire of the petitioners
was to reclassify this property into the "B" Two-to-Four Family Dwelling District
instead of the "C" Multiple Dwelling District as originally set forth, Mayor
Godfrey informed Judge Silver that the status of the matter was now changed by the
request for a different reclassification and the matter should be presented to the
City Planning Board. Such change is not within the jurisdiction of the Council at
this time.
Mr. Randal F. Dickey, representing the opponents of the reclassification, filed
with the City Clerk a petition containing 28 signatures, protesting against the

rezoning of the property into any other than its present classification. The
petition was addressed jointly to the City Planning Board and the City Council.
Mr. Dickey asked that this petition be considered by both the Planning Board and
the Council, if and when another application for rezoning should be filed.
Councilman Branscheid then moved the recommendation of the City Planning Board
be sustained and the property in question not be rezoned from the "A" One-family
Dwelling District to the "C" Multiple Dwelling District. The motion was seconded
by Councilman Jones and unanimously carried.
RESOLUTIONS:
J. The following resolution was introduced. by Councilman Howe, who moved its
adoption:
"Resolution No. 2890
Providing for the Amount Per Diem for Officers and.
Employees of the City of Alameda for Traveling Expenses."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5) . Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
10. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 2891
Authorizing Execution of Agreement for Exchange
of Fire Fighting Equipment Between the City of
Alameda and the City of San Leandro."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and. President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 2892
Authorizing Stipulation in the Case of United States
of America, Plaintiff v. 7.66 Acres of Land, More or
Less, in Alameda County, California, Carlo Carlevaro,
et al, Defendants."
The motion to adopt said resolution was seconded. by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5) . Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
12. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2893
Transferring 500. from the Cash Basis Fund to the
Initiative Relief Fund."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
-call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
Establishing Certain Positions of Employment in the City
of Alameda and Fixing the Salaries and Rates of Compensa-
tion for Such Positions and for All Charter Offices and
Positions Under the Jurisdiction of Said City."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.

Councilman Branscheid moved the bills and claims against the City in the amounts
set forth and itemized in the List of Claims filed with the City Clerk on July
20, 1943, and presented to the Council at this meeting, be allowed and paid.
The motion was seconded by Councilman Jones and on roll call carried by the
following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President

21. At this time, Mr. Clint Price addressed the Council protesting against the
still existing traffic hazard at the intersection of Versailles and Lincoln
Avenues.
This matter was referred to the City Manager for investigation.

At this point, Mr. Robert L. Rumsey requested that a letter be read from
the Regional Office of the National Housing Agency with further reference to
the proposed rezoning of that certain property previously discussed by the
Council under "Unfinished Business". This communication explained the attitude
of the National Housing Agency with regard to such building projects as is con-
templated to be constructed should this area be rezoned. The letter was
ordered filed.
Lt. Comdr. Hess, representing Captain F. R. McCrary, Commanding Officer of the
United. States Naval Air Station at Alameda, addressed the Council making incuiry
as to the future determination of any action of the City Planning Board and/or
the City Council with regard to the rezoning of property lying at the eastern
end of Alameda - previously discussed under "Unfinished Business".
Lt. Comdr. Hess was informed that all requirements of zoning procedure must be
adhered to and there is no way in which the matter can be expedited other than
to comply with all regulations of the City ordinances.
ADJOUHNIIEMT:
23. There being no further business to transact, Councilman Jones moved the
Council adjourn to assemble in adjoirned regular session on Tuesday evening,
July 27, 1943, at S:00 p. m. The motion was seconded by Councilman Howe and
unanimously carried.
