REGULAR LBEETING OF THE COUKCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVEKTHG AUGUST 1943
The meeting convened at 8:00 p. m- with President 'odfror residing.

1. The minutes of the adjourned regular meeting held - n10 27, 1943, were -

ORAL COMUNICATIONS:

Mr. Frank Gottstein addressed the Council. with reference to the tow car used
by tne County, for breakdowns in the Posey Tube, being kept in the County garage
at Thirteenth and Madison. Streets, Oakland, instead of at some location nearer the
Tube which would facilitate the clearing of the Tube more quickly.

3. From Chief of Police George R. Doran, writing on behalf of the mombers of the
Police Department, extending appreciation to the Council for the recant salary in-

creases. The Chief also GO 10( the support that his department had receivod
from the City Manager and mombers of the Council and expressed his desire to ren-
er to the City the department's very best efforts.
This communication was received. with. appreciation and ordered filed.
4\ From the City Attorney, recommending that he be authorized. to Dare and
file an answer on behalf of the City in that certain action entitAI, "UNITED
STATES OF AMERICA, Plaintiff, vs. 1.5000 Acres, etc., THE HECTETTTS OF THE ENT=
Sin,' CALIFORNlA, ET AL., Defendants, No. 22606-S." This answer will set forth
and. pray for a reservation of the City easements involved in said property and
for severance damages in the ammamt of 02,600. in the event that said easements
are not reserved.
Councilman Osborn... moved L recommendation of the 00; t.--c ray be approved and
that he be authorized to file an. answer in. the above entitled action, and as more
specifically stated above. The motion was seconded. by Councilman Jones and unani-

From. the City manager, roeo .. ±:Ldi 0 hat an easement be secured fram the
Federal Government for the right to dispose of surface drainage into the storm
sewer running through the trailer park now being erected by the Government on
land generally known, es the "Vowinkle" property.
Councilman. Branscheid moved the recom..mandation of the City Manager be approved
and that the City Attorney be authorized to negotiate with the United States
Government for an easement as above stipulated. The motion was seconded by en Howe and 'oninimeulfl carried.
o. From the City Manager, recommending that the City proceed with the abandon-
ment of portions of Blanding and. Atlantic Avenues and MUTherry and Walnut Streets
as requested by J. H- Baxter Co. and. Pacific Coast Engineering Company, provided
the necessary sanitary and storm sewer easements are retained by the City.
/. From the City Manager, reporting on the condition of Fru.inie Avenue Bridge,
stating that this bridge is now under operation and maintenance of the United
States Government and the condition of the roadway has been brought to the atten-
tion of the Chief of Ergineers of the United States Army.

lanes at the intersection of Versailles and Lincoln Avenues have been repainted
and a police officer has been stationed at this location during the peak hours.
This report was in response to a complaint brought to the attention. of the City
Council at its regular meeting held July 20, 1943.

City Attorney requested authority to prepare and file an answer in that certain
action. entitled, 'UNITED STATES OF AMERICA, Plaintiff, vs. Certain Parcels, etc.,
ALAMEDA BELT LINE, a corporation, at al, Defendants, No. 22676-G," setting forth
the City's liens for taxes and special assessments involved in this case.
At that time, no action wa,s taken on the City Attorney's request as discussion
bD,ought forth the question as to whether or not there was an existing sewer through
the property involved.
This question having been definitely clarified, Councilman Branscheid moved the
recommendation of the City Attorney be approved and that he be instructed to file
an answer on behalf of the City of Alameda, setting forth the City's liens for
taxes and special assessments. The motion 'as seconded by Councilman Howe and
unanimously carried.
RESOLUTIONS:
10. The following resolution was introduced by Councilman Branscheid who moved
its adoption:
"Resolution Lo 2900
Relating to the Administration of the Current
Tax Payment Act of 1943."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen yrcnscheid, Howe, ,Ions,
Osborn and President Godfrey, (5) . Noes: hone. 4bsent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman 3-ones, who moved its
adoption:
"Resolution ho. 2901
Authorizing the City Manager el' the City of Alameda
to Make Application to Federal Works Agency for
Contribution for Providing Community Services in •
the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: CounciLuen rllS CJ Howe, Jones,
Osborn and President Godfrey, (5) . Noes: hone. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed-
12. Auditor's Balance Sheet - Month Ending July 31, 1943.
13. Annual Report .of the Secretary to Board of Publdc Utilities -
Fiscal year ending June 30, 1943,

14. There being no further business to transact, Councilman Branscheid moved the
Council adjourn to assemble in regular session on Tuesday evening, August 17,
1943, at 8:00 p. m. The motion was seconded by Councilman Howe and unanimously
carried,
