HELD TUESDAY EVENING, AUGUST 17, 1943
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and
President Godfrey, (5), were noted present. Absent: None.
MINUTES
1. The minutes of the regular meeting held August 3, 1943, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
`"2 From Mrs. William B. Saylor and her sons, Bill Jr. and Albert, expressing
appreciation to the Council for adjourning its meeting of August 3, in memory
of her late husband. The communication was ordered filed.
3: From Mr. James McCauley, requesting the refund of a fee of $1.00 which was
paid for a plumbing permit contemplated to be used in the improvement of property
at 1312 High Street, which improvement was not made.
Councilman Osborn moved the request for the refund of $1.00 paid for this plumb -
ing permit be denied. The motion was seconded by Councilman Howe and unani-
mously carried.
4. An invitation was presented from the American Legion, Alameda Post No. 9,
to attend the joint installation of its officers to be held Friday evening,
August 27, 1943. The invitation was noted and ordered filed.
5'. From Mr. R. A. and Mrs. Edith Pick, requesting permit to move a one -story
dwelling from property known as 2425 Harrison Avenue to the southwest corner of
Eagle Avenue and Broadway. This request was accompanied by a recommendation
from the Building Inspector thatthe permit be granted.
Councilman Osborn moved permit to move the house in question to the location
designated in the application be granted, provided that all ordinances of the
City pertaining to house moving be adhered to and that the matter in general
meets the approval of the City Manager. The motion was seconded by Councilman
Howe and unanimously carried.
REPORTS OF COMMITTEES:
6. From the City Manager, recommending that Fire Chief Thomas M. Lane be
granted permission to attend the Conference of the Pacific Coast Association
of Fire Chiefs to be held in Reno, Nevada, on August 25 and 26, and that an
amount not to exceed $40. be appropriated to cover his expenses.
Councilman Howe moved the recommendation of the City Manager be approved and
that the Fire Chief be authorized to attend this Conference and a sum not to
exceed $40. be appropriatedto defray his expenses. The motion was seconded by
Councilman Jones and on roll call carried by the following vote. Ayes: Coun-
cilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None.
Absent: None.
7. Mayor Godfrey called the Council's attention to the Conference of the
International City Managers' Association to be held September 10 to 14, 1943,
inclusive, in Chicago, Illinois and suggested that if it meets with the pleasure
of the Council, the City Manager be authorized to attend this Conference and
that a sum not to exceed $200. be appropriated for expenses entailed.
Councilman Branscheid moved the City Manager be authorized to attend the above
mentioned Conference and that the amount of $200. be allowed to defray his
expenses. The motion was seconded by Councilman Jones and on roll call carried
by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and
President Godfrey, (5). Noes: None. Absent: None.
8✓` From the City Manager, recommending that contract be awarded to Peterson
Tractor & Equipment Co., Hayward, for furnishing one new crawler type diesel
tractor to the City of Alameda, at its bid price of $5,024.24. Bids for this
tractor were opened at the regular meeting of the Council held July 6, 1943.
Councilman Branscheid moved the recommendation of the City Manager be approved
and contract be awarded to Peterson Tractor & Equipment Co., Hayward, at the
price of $5,024.24 and that checks be returned to the unsuccessful bidders. The
motion was seconded by Councilman Osborn and on roll call carried by the follow-
ing vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President
Godfrey, (5). Noes: None. Absent: None.
9. From the City Attorney, stating there is no need for any Council action on
that certain petition filed with the City Clerk by the Veterans' Welfare Board
of the State of California, dated July 19, 1943, requesting cancellation of taxes
presumably assessed to Joseph P. and Catherine Leonard for the year 1928-1929.
The reason for this is because at this time the land in question is owned by the
State and therefore is not subject to assessment for general taxes. The report
was ordered, filed.
10. From the City Attorney, statin he had received and deposited with the City
Treasurer a aheck in the amount of 2,725., representing the City's share of the
moneys which were deposited in court at the time of the commencement of that cer-
tain action entitled, "UNITED STATES v. 7.66 acres, etc., CARLO CARLEVARO, et al.,
No. 22133-W." Under said stipulation the City was to receive $14,740. and the
balance of $12,016. will be paid in due course.
There being no objections, the communication was ordered filed.
ORDINANCES FOR INTRODUCTION:
11. Councilman Branscheid introduced the following ordinance, after which it was
laid over under provision of law and the charter:

An Ordinance Modifying Terms and Conditions of
Lease to the United States of America of Por-
tions of the Alameda Municipal Golf Course."
12. Councilman Osborn introduced the following ordinance, after which it was laid
over under provision of law and the Charter:
"Ordinance No.

An Ordinance Amending Section 17-431 of the Alameda
Municipal Code by Adding Subdivision (20) Thereto."
UNFINISHED BUSINESS:
13. A communication dated August 13, 1943, and addressed to the City Manager, was
presented from Wallace B. Boggs, County Surveyor of Alameda County, in reply to a
letter from the City Manager, dated August 10, 1943, with reference to tow car ser-
vice at the Posey Tube.
Mr. Boggs stated he is endeavoring to devise a method for full time service of the
County taw car in the Tube, if it is possible so to do, in order to expedite the
clearing up of any traffic jams due to accidents where a tow car is required. The
communication was ordered filed and the City Manager was requested to report on
any further developments at a later date.
NEW BUSINESS:
14. The City Manager reported on the informal bids received for the purchase of
eight automobiles used by the City of Alameda, the highest bidders for which are
as follows:

Since both of these individuals bid the same amount, the car will be sold
to either one by arrangement with the City Manager.
After information had been presented by the City Manager, Councilman Branscheid
moved the City Manager be authorized to sell and dispose of the above eight cars,
the first seven to the highest individual bidders and the motor in Chevrolet 6,
Engine No. 2886044 to be removed and installed in the Alameda City Pound to be
used for the disposal of animals. The motion was seconded by Councilman Osborn
and on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None.

15. Mayor Godfrey referred to the printing in pamphlet form of Ordinance No.
834, New Series, and the advisability of making a nominal charge for copies to
the public.
Councilman Osborn moved that Ordinance No. 834, New Series, regulating business
licenses in the City and which is being printed in pamphlet form, be sold at ten
cents per copy. The motion was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn
and President Godfrey, (5). Noes: None. Absent: None.
RESOLUTIONS:
16. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 2902
Transferring $35,000. from the Cash Basis Fund
to the General Fund."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There-
upon the Mayor declared said resolution duly adopted and passed.
17. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:

Authorizing Execution of Lease Between the Roman
Catholic Archbishop of San Francisco and. City of
Alameda."

19. The following resolution was introduced by Councilman Osborn, who moved its

Authorizing the City Manager of the City of Alameda
to Make Application to the Federal Works Agency for
the Construction and. Installation of Traffic Actuated
Signals at the Intersection of Webster Street and.
Atlantic Avenue in the City of Alameda."

20. The following resolution was introduced by Councilman Jones, who moved its

Authorizing the City Manager of the City of Alameda

Authorizing the Execution of a Stipulation for
Judgment Reserving Certain Easements to the City
of Alameda in Lands Subject of Condemnation
Proceedings."

departments thereof in the total amounts as follows, was presented to the City

Councilman Branscheid moved the bills and claims against the City in the amounts
listed and itemized in the List of Claims filed with the City Clerk on August
17, 1943, and presented to the Council at this meeting, be allowed and paid.

ADJOURNMENT:
33. There being no further business to present, the Council adjourned to
