1943-09-07 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, SEPTEMBER 7, - - 19/0 The meeting convened at 8:00 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting held August 17, 1943, were approved as transcribed. WRITTEN COMMUNICATIONS: vl 2. From Mr, Frank Fencl, requesting a permit to move a certain dwelling from 24171 Harrison Avenue to property known as 1579 Pacific Avenue. This request was accompanied by a recommendation from the City Manager that the permit be granted. Councilman Branscheid moved permit be granted to Mr. Fencl to move the house speci- fied above in accordance with the recommendation of the City Manager, such move to comply with all restrictions of City ordinances pertaining thereto. The motion was seconded by Councilman Jones and unanimously carried. ORAL COMMUNICATIONS: 3. Mayor Godfrey quoted from the City Manager's written report to the Council dated September 3, 1943, with regard to the maintenance of a tow car near the Oakland entrance of Posey Tube in order to facilitate speed in clearing up any accidents within the Tube. The County Surveyor has now obtained the necessary personnel and is stationing a tow car at the Tube entrance during the times when the County garage is not fully manned. 4. Mr. Frank Gottstein addressed the Council concerning the hazard in the event explosives are transported through the Tube. REPORTS OF COMMITTEES: 5. From the Building Inspector, requesting that permission be granted Mr. A. R. Cranston, Plumbing Inspector, to attend the annual convention of the Pacific Coast Plumbing Inspectors' Association, to be held in Long Beach, October 13, 14 and 15, 1943. Councilman Jones moved the Plumbing Inspector be authorized to represent the City at the above mentioned convention and that a sum not to exceed $60. be appropriated to cover his expenses. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. From the Mayor, City Manager and Auditor, submitting report on the Count of Money held August 18, 1943, at which time there was found to be chargeable to and under control of the City Treasurer, the amount of $856,180.44. There being no objections, the report was ordered filed. NEW BUSINESS: v/ 7. Mayor Godfrey stated that due to the absence of City Manager Don. C. McMillan, who is now attending the annual convention of the International City Managers' Association in Chicago, it is necessary to appoint an Acting City Manager. Councilman Branscheid then moved City Attorney H. Albert George be appointed as Acting City Manager during the absence of Mr. McMillan. The motion was seconded by Councilman Osborn and unanimously carried. RESOLUTIONS: 8. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2914 Authorizing Stipulation in the Case of United States of America, Plaintiff, v. Certain Land in the City of Alameda, etc., Adolph Camisa, et al., Defendants." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 9. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 2915 Instructing the Mayor and City Manager to Protest to the Office of Price Administration at Washington, Our Congressmen and United States Senators, the Disrupting of the Local Ration Board Administration." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There- upon the Mayor declared said resolution duly adopted and passed. 10. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 2916 Approving and Adopting a Budget for the Fiscal Year 1943- 1944; Appropriating Certain Moneys for the Expenditures Provided in Said Budget for Said Fiscal Year; and Ratify- ing Certain Expenditures Heretofore Made." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 11. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2917 Fixing the Rate and Levying a Tax on All Real and Personal Property in the City of Alameda for the Fiscal Year 1943-1944 and Apportioning the Same Among the Several Funds of the City." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 12. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 2918 Authorizing Execution of Contract with Alameda Chamber of Commerce for Advertising for the Fiscal Year Ending June 30, 1944 and Appropriat- ing 3,000.00 for Such Purposes." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There- upon the Mayor declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 13. "Ordinance No. 837, New Series An Ordinance Amending Section 17-431 of the Alameda Municipal Code by Adding Subdivision (20) Thereto." Councilman Branscheid moved the ordinance be adopted as read. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. 14. "Ordinance No. 838, New Series An Ordinance Modifying Terms and. Conditions of Lease to the United States of America of Portions of the Alameda Municipal Golf Course." Councilman Jones moved the ordinance be adopted as read. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. FILING: 15.
