1943-09-21 Regular CC Minutes57 REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, SEPTEMBER 21, - - - 1943 The meeting convened at 8:00 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Branscheid, Osborn and President Godfrey, (3) were noted present. Absent: Councilmen Howe and Jones, (2). MINUTES: 1. The minutes of the regular meeting held September 7, 1943, and of the special meeting held September 15, 1943 were approved as transcribed. ORAL COMMUNICATIONS: 2. Ens. Jivers, U. S. N., addressed the Council and introduced Mr. E. B. Cook, President of the Island City Revolver Club. Mr. Cook spoke as the representative of the Revolver Club and the farmers and vegetable growers on Bay Farm Island who are concerned with the broken levee and flood conditions on the Island. Mr. Cook asked the Council if there was anything it could do to give some relief in this situation, either temporarily or permanently. Mayor Godfrey stated that the Council was and has been for some time familiar with the situation. It is sympathetic with the problems on this regard and is trying to help in any way it can. The Mayor then City Manager to report on what the City had endeavored to accomplish ating the problem and what the City had done in specific directions. then made his report. past thoroughly the Island in requested the toward allevi- Mr. McMillan Councilman Branscheid stated the seriousness of this matter is fully recognized by the Council and, if there is no objection, he believes the City Manager should continue his efforts toward some satisfactory solution along the lines already instigated, and at the next regular meeting of the Council, he should submit a further report on the status of the negotiations up to that time. Mayor Godfrey confirmed the statement of Councilman Branscheid and the City Manager was requested to continue his efforts as originally formulated and to make a report at the next regular meeting of the City Council, Mr. Frank Gottstein addressed the Council with regard to the levee conditions in general. REPORTS OF COMMITTEES: v7 3. From the Public Utilities Board, pointing out the hazards caused by the palm trees on Burbank and. Eighth Streets through interference with the line and power wires carried on poles interspaced between these trees. There being no objections, the matter was referred to the City Manager for his investigation with the understanding that it is the sense of the Council that while it gives first consideration to the protection of life and property, it would like to have some way devised to solve this problem whereby these trees could be saved and before any definite steps are taken, the property owners along these two streets be contacted and the situation explained to them. NEW BUSINESS: 4. The City Attorney requested permission to take his annual two weeks' vacation, beginning September 27, 1943. Councilman Branscheid moved the City Attorney be granted permission to take his annual vacation as requested. The motion was seconded by Councilman Osborn and unanimously carried. RESOLUTIONS: 5. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 2919 Annulling Resolution No. 2917." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Osborn and President Godfrey, (3). Noes: None. Absent: Councilmen Howe and Jones, (2). Thereupon the Mayor declared said resolution duly adopted and passed. 6. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2920 A Resolution Providing for the Acquisition and Accepting Conveyance of Certain Real Property in the City of Alameda." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Osborn and. President Godfrey, (3). Noes: None. Absent: Councilmen Howe and Jones, (2). Thereupon the Mayor declared said resolution duly adopted and passed. 7. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 2921 Acceptance and Consent to Recordation." The motion to adopt said resolution was seconded by Councilman Branscheid, and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Osborn and President Godfrey, (3). Noes: None. Absent: Councilmen Howe and Jones, (2). Thereupon the Mayor declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 8. "Ordinance No. 839, New Series An Ordinance Fixing the Rate and Levying a Tax on All Real and. Personal Property in the City of Alameda for the Fiscal Year 1943-1944 and Apportioning the Same Among the Several Funds of the City." Councilman Branscheid moved the ordinance be adopted as read. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Osborn and President Godfrey, (3). Noes: None. Absent: Councilmen Howe and Jones, (2). BILLS: 9. An itemized List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, with the deletion of the bills listed under the heading of "Defense Department", was presented to the City Council: General Departments, $6,723.56; Police Department, $2,016.57; Civil Service Department, $27.45; Pound Department, $39.39; Fire Department $452.36; Street Department, $762.70; Health Department, $199.50; Recrea- tion Department, $46.32; Park Department, $638.29; Golf Course Department, $535.27; Store Department, $152.39; Social Service Department, $167.88; Initiative Relief Fund, $20.00; Garbage Road Fund, $751.63; East Bay Muni- cipal Utility District Fund, $4,801.16. Councilman Branscheid moved the bills as itemized in the List of Claims, with the exception of those under the "Defense Department", filed with the City Clerk on September 21, 1943, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Osborn and President Godfrey, (3). Noes: None. Absent: Councilmen Howe and Jones, (2). 10. At this time the City Manager spoke of oil having been deposited along certain sections of the south shore and stated that it would soon be cleaned up. ADJOURNMENT: 11. There being no further business to be presented, the Council adjourned to assemble in regular session on Tuesday evening, October 5, 1943, at 8:00 p. m.
