_HELD TUESDAY EVENING, OCTOBER 5, - 7 - 1943
The meeting convened at 8:00 0. m. with President Godfrey presiding.
r ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, JoneS and President
Godfrey, (4) , were noted present. Absent: Councilman Osborn, (1).
MINUTES:
1. The minutes of the regular meeting held September 21 1943, were approved
as transcribed .
WRITTEN CO=NICATIMT, :
2. From the State Department of Public Health, requesting the City of Alameda
authorize its Health Officer to attend the annual meeting of the Department of
Health Officers of the League of California Cities and the California Health
Officers' Association, to be held in Sacramento, October 19, 20 and 21, 1943.
At this time the City Manager stated it was his recommendation that the City
Physician, Dr. James F. Brady, attend this convention if he feels he will be
able to leave the City for that period of time.
It was also the City Manager's recommendation that the City Attorney, City Clerk,
Auditor, or his Deputy, and the City Manager himself, be authorized to attend this
conference of the League of California Cities and that a sum not to exceed $200.
be appropriated to cover the expenses of all representatives.
Councilman Branscheid then moved the City Manager, City Attorney, City Clerk,
Health Officer and the Auditor, or his Deputy, be authorized to attend the con-
vention of the League of California Cities to be held in Sacramento on above men-
tioned dates and that a sum not to exceed $200. be allowed to defray expenses.
The motion was seconded by Councilman Jones and on roll call carried by the fol-
lowing vote. Ayes: Councilmen Branscheid, Howe, Jones and President Godfrey,
(4) . Noes: None. Absent: Councilman Osborn, (1).
3. From the State Department of Public Works, giving notice that the recent
construction work done under its contract with the City of Alameda and known as
its project No. DA-NR 35, Road IV-Ala-Atlantic Ave., Contract 44ANC8, has been
completed and it is now the obligation of the City of Alameda to maintain this
street at its own expense.
There being no objections, the communication was ordered filed.
4. From the secretary of Longfellow Parent-Teachers' Association, calling
attention to the dangerous traffic situation now existing at the intersection
of Fifth Street and. Pacific Avenue.
There being no objections, this matter was referred to the City Manager and Chief
of Police for study and report.
REPORTS OF COMMITTEES:
5. From John Parker, tendering his resignation as a member of the Board of Edu-
cation, effective immediately.
Councilman Jones moved that Mr. Parker's resignation be accepted with sincere
regret. The motion was seconded by Councilman Howe and unanimously carried.
6. From Mayor Godfrey, nominating Rix Maurer as a member of the Board of Educa-
tion to fill the unexpired term of John Parker, resigned. This term will expire
June 30, 1947.
The matter was referred to "Resolutions".
7. From the Public Utilities Board, submitting copy of proposed ordinance spon-
sored by the Pacific Coast Electrical Association which would regulate the sale
of unsafe electrical appliances.
It is the recommendation of this Board that the Council give consideration to the
adoption of such an ordinance. There being no objections, the matter was referred
to the City Attorney for study and to draft a similar ordinance suitable for the
needs of the City of Alameda. The Council will then consider its adoption.
8. From Mayor Godfrey, informing the Council that he has reappointed Colonel
A. Hubbard Moffitt, Jr. to the office of Commissioner of the Housing Authority of
the City of Alameda for a term expiring August 10, 1947.
There being no objections, the communication was ordered filed.
RESOLUTIONS:
9. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2922
In Appreciation of Services of John Parker.
"WHEREAS, the Council of the City of Alameda has this date
accepted with sincere regret the resignation of John Parker as
member of the Board of Education of the City of Alameda; now,
therefore, be it
"RESOLVED, that it hereby gratefully acknowledges his
splendid work while serving as a member of that Board as well as
the active interest in many constructive civic affairs, which
interest was prompted always by an urge to see realized justice
and good government. His was an obligation ever noble of pur-
pose and rich in results.
"In changing his residence to another community, Mr. Parker
is leaving this City, and the citizens he has endeavored to serve,
with keen sense of loss and a realization that the vacancy created
by his absence will be most difficult to fill. In all his civic
activities he has consistently been associated with and stood
steadfast for ideals of unquestionable motive and integrity; be
it, now, further
"RESOLVED, that this resolution be spread upon the minutes
of this meeting and the City Council thereby records its apprecia-
tion of the services rendered by Mr. Parker and its hope that he
may long enjoy the satisfaction of worthy efforts in similar fields
elsewhere, as he has so successfully pursued them among us.

The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones

Thereupon the Mayor declared said resolution duly adopted and passed.
10. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2923
Resolution of the City of Alameda, 'County of Alameda,
State of California, Requesting an Allocation of the
Sum of 01,661.00 for Emergency Flood Relief."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones and President Godfrey, (4) . Noes: None. Absent: Councilman Osborn, (1).
Thereupon the Mayor declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2924
Appointing Member of the Board of Education."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones
and President Godfrey, (4). Noes: None. Absent: Councilman Osborn, (1).
Thereupon the Mayor declared said resolution duly adopted and passed.

15. An itemized List of Claims against the City of Alameda and the Civilian
Defense Department in the total amount as follows, was presented to the City
Council: $929.42.
Councilman Branscheid moved the bills as itemized in the List of Claims and
filed with the City Clerk on October 5, 1943, and presented to the Council
at this meeting, be allowed and paid. The motion was seconded by Councilman
Howe and on roll call carried by the following vote. Ayes: Councilmen
Branscheid, Howe, Jones and. President Godfrey, (4) . Noes: None, Absent:
Councilman Osborn, (1).
16. At this time, Mayor Godfrey requested that the minutes record that the
absence of Councilman Osborn at this meeting was due to illness.
