ROLL CALL: The roll was called and Councilmen Branscheid, Howe, Jones, Osborn. and President Godfrey, (5), were noted present. Absent: None. ;7T-Ty,:24,; The minutes of the regular meeting held October 19, transcribed. were approved. as WRTTTENCOMTICATTONS: From California-Western States Life Insurance Company, explaining that be- cause of favorable claim experience, it is now possible to grant certain liberali- zations under the group insurance plan to which, various City employees have subscribed. and requesting the opinion of the Council as to the acceptability of the change in benefits. There being no objections, Mayor Godfrey recuested that the California-Western States Life Insurance Company be informed that the stipulated changes are ac- ceptable and that the company should notify the individual insured employees of such changes. oRAL COMMUICTIOS: 3. Mayor Godfrey brought up the possible advisability of changing "Oral Communications" from its present place on the agenda of the Council to a place further along in the order of business. it was decided to proceed as the ordinance regulating the order of business now provides. 4'. Councilman Jones stated he had been on a tour of the City. with. members of the Alameda War Housing Center Committee and was most gratified at the general attitude of that canuittee and the progress it is making. ORDINANCES FOR INION: 5. Councilman Jones introduced the following ordinance,• after which it was laid. over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending Section 15-342 of the Alameda Municipal Code. 0 Councilman Branscheid introduced the following ordinance, after whicb . it was laid over under provision . of law and the Charter: "Ordinance N,. Gates as Clerk of the Justice's Court of the City ' AJameda was presented for approval. Councilman Mbwe moved this bond be approved. The motion was seconded by Council- man. Branscheid ai d. unanimously carried. RN2 9. The followina resolution waz introduced by Councilman Branscheid, who moved its adoption: 66 "Resolution No. 2930 Resolution . of tne City. Council of the City. of Alameda Relative to Workmen's Compensation insurance for Volunteer Civilian Defense Worers." The motion to adopt said reso)ution was seconded by Councilman Howe and on roll call carried by the followin g vote. Ayes: Councilmen Branscdioid, Howe, Jones, Osborn. and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. ORDINANCE NOR PASSAGE: 10. "Ordinance No. 840 Pen Series An Ordinance Amending the Alameda Municipal Code by Amending Subsections (2) and (8) and Repealing Subsection (7) o Section 17-431 Thereof; and by Amending Subsection (2.) of Section 17-/32 Thereof.-" Councilman•Jones moved the ordinance be adopted as read, The motion. was seconded. by Councilman Howe -. and on roll call carried by the followirn7 vote. "Ordinance No. 841, New Series An Ordinance Amending the AJameda Municipal Code by Addin Section 7-1131 to Article 1, Chanter 1, Title VII Thereof." Councilman Osborn moved the ordinance be adopted as read. The motiofl . was seconded. by Councilman Sranscheid and. on roll call carried by the following vote. Presented by the City Manager for filing: Communication from C. B. Flint, commending actions of Alameda Fire and. Police Departments and also the Tunior Traffic Squads. Communication from W. J. O'Connell, Jr., Technical Consultant, regarding control of odor nuisance along the P arl Street Sewer. Communication from County of Alameda Board of Supervisors, to which was attached certified copy of its resolution to present to the voters a proposition to raise the necessary funds to augment the Federal funds proposed to be contributed for the construction of another tube under the Estuary. 16. At this time Councilman Osborn ,,poke about the discoloration of the paint on houses in the east end, caused by as from sewage odors. ADJOURNMENT: 17.
