1943-11-16 Regular CC Minutessz REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, NOVEMBER 16t 1943 The meeting convened at 8:00 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Bran schei d, Howe, Jones, Osborn and President Godfrey, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting held November transcribed. 1943, were approved as WRITTEN COMMUNICATIONS: 2 From the Oakland Real Estate Board, submitting a resolution recently adopted by its Board of Directors, commending the Councils of Oakland and Alameda and the County Board of Supervisors for the effort extended to hasten the construction of a proposed second tube under the Estuary between Alameda and Oakland. There being no objections, the communication and attached resolution were ordered filed. 3. From the East Bay Division of the League of California Cities, giving notice of its next bi- monthly dinner meeting to be he;.d November 19, 1943, at Hotel Claremont, Berkeley. The City Clerk was requested to take care of the necessary reservations. The notice was then ordered filed. At this time, Councilman Jones suggested that the Social Service Board be informed of this meeting as the topic of Juvenile Delinquency is to be discussed and it would be of especial interest to that Board. 4. From IIr. A. F. Strehlow, requesting a refund of $14. from the sum of $20. which he had paid for the occupational license on his insurance business,instead of paying a fee based only on the gross receipts of his brokerage business for which the license fee is only $6. per year. The City Clerk stated she had received a verbal report from License Collector Homer Dallas that the amounts stipulated in Mr. Strehlow's letter were correct and therefore the sum of $14. could properly be refunded. There being no objections, the matter was referred to "New Business ". 5. From the Western Pacific Railroad Company, requesting cancelation of 1943 -1944 taxes on certain property formerly belonging to the Alameda Belt Line which has since been acquired by the United States Government. This property was further designated as "Map 800 -1 No. 3, Parcel 2" and "Map 800 -1 No. 3, Parcel 3 ". There being no objections, the request was referred to the City Attorney for study and recommendation. 6`. From the Western Pacific Railroad Company, requesting cancelation of 1943 -1944 taxes on certain property formerly belonging to the Alameda Belt Line and since acquired by the United States Government, more particularly described by the State Board of Equalization as "Map 800 -1 No. 3, Parcel 4 ". There being no objections, the matter was referred to the City Attorney for study and recommendation. ORAL COMMUNICATIONS: 7. Mayor Godfrey requested the City Manager to make a report on the progress which has been made toward the levee repair and construction on Bay Farm Island. The City Manager gave a detailed account of contacts he had made with State Agen- cies in this connection as well as negotiations with the attorney for the Alameda Land Company, a property owner on the Island. The City Manager stated he expected to have a definite commitment from the State within one week. Tony Lemos and Thomas Ferro were the spokesmen for a delegation of Bay Farm Island property owners who were present at this meeting. REPORTS OF COMMITTEES: 8. From the Civil Service Board, approving the proposed amendment to Civil Ser- vice Ordinance, No. 642, New Series, which would increase the probationary period of all employees from six months to three years. There being no objections, the communication was ordered filed. NEW BUSINESS: 9:' As the information and amounts of money as set forth in Mr. A. F. Strehlow's request for refund of fee have been verbally confirmed as correct by the License Collector, Councilman Howe moved the amount of $14. be refunded to Mr. Strehlow, as this sum represents the difference between the amount originally paid the License Collector in error, and the sum of $6. which is required under the li- cense ordinance. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. RESOLUTIONS: 10. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2931 Requesting Cancelation of Taxes on Property Acquired by the City of Alameda for Municipal Purposes." The motion to adopt said resolution call carried by the following vote. Osborn and President Godfrey, (5). Mayor declared said resolution duly 11. The following resolution was introduced by Councilman Jones, who moved its adoption: was seconded by Councilman Jones and on roll Ayes: Councilmen Branscheid, Howe, Jones, Noes: None. Absent: None. Thereupon the adopted and passed. "Resolution No. 2932 Canceling City Taxes. on Property Acquired by the City of Alameda.for Municipal Purposes." The motion to adopt said resolution call carried by the following vote. Osborn and President Godfrey, (5). Mayor declared said resolution duly was seconded by Councilman Howe and on roll Ayes: Councilmen Branscheid, Howe, Jones, Noes: None. Absent: None. Thereupon the adopted and passed. 12. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 2933 Authorizing Execution and Filing of Stipulation for Final Judgment and Order Directing Payment of Money in United States vs. 69.448 Acres, etc., City of Alameda, et al." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There- upon the Mayor declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 13. "Ordinance No. 842, New Series An Ordinance Amending Section 15 -342 of the Alameda Municipal Code." Councilman Jones moved the ordinance be adopted as read. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. 14. "Ordinance No. 843, New Series An Ordinance Repealing Ordinance No. 814, New Series." Councilman Branscheid moved the ordinance be adopted as read. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. 15. "Ordinance No. New Series An Ordinance Amending Section 10 of Ordinance No. 642, New Series, Entitled "An Ordinance Establishing and Regulating the Civil Service System of the City of Alameda." Councilman .Jones moved the ordinance be adopted as read. The motion was seconded by Councilman Howe, but on roll call was defeated by the following vote. Ayes: Councilmen Howe, Jones and President Godfrey, (3). Not Voting: Councilman Branscheid, (1). Noes: Councilman Osborn, (1). Absent: None. This ordinance could not be adopted except by unanimous vote of the Council. After discussion Councilman Osborn moved that a joint meeting be arranged between the Civil Service Board and the Council for the purpose of further discussing an amendment to the Civil Service Ordinance pertaining to increas- ing the probationary period of all City employees. The motion was seconded by Councilman Branscheid and unanimously carried. B ILLS : 16. An itemized List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $8,203.68; Civilian Defense Department, $711.77; Police Department, $1,864.05; Pound Department, $27.90; Civil Service Department, 19.47; Fire Department, $832.58; Street Department, X718.60; Health Department, $276.99; Recreation Department, $191.62; Park Department, $733.73; Golf Course Department, $484.38; Store Depart - went, $527.48; Social Service Department, $104.51; Initiative Relief Fund, $20.00; Street Improvement Fund, $4,217.69; East Bay Municipal Utility District Fund, $4,801.16. Councilman Howe moved the bills as itemized in the List of Claims, filed with the City Clerk on November 16, 1943, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. ADJOURNMENT: 17. Councilman Osborn moved the Council adjourn to assemble in adjourned regular session on Tuesday evening, November 23, 1943, at 8 :00 p. m. in the Council Chamber.
