HELD TUESDAY EVENINGL DECEMBER 7, 1943
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and. Councilmen Branscheid, Howe, Jones, Osborn and
President Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the adjourned regular meeting held. November 23, 1943, were
approved as transcribed.
WRITTEN COMMUNICATIONS:
2' 2. From the Western Pacific Railroad Company, asking the Council to disregard
its request to cancel taxes on certain property formerly belonging to the Alameda
Belt Line and upon which request reports have been submitted by the City Attorney
to be presented at this meeting under "Reports of Committees".
The communication was ordered filed.
3. From the Alameda County Mosquito Abatement District, requesting that the
Council appoint a member to its Board of Trustees to represent the City of Alameda.
The matter was referred to "Resolutions".
REPORTS OF COMMITTEES:
4. From the City Attorney, concerning the request of The Western Pacific Rail-
road. Company to cancel taxes on certain property formerly owned by Alameda Belt
Line. As the company has asked that the Council disregard its request to cancel
these taxes, the reports of the City Attorney were ordered filed.
ORDINANCES FOR INTRODUCTION:
5, Councilman Branscheid introduced the following ordinance, after which it was
laid over under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending Section 10 of Ordinance No.
642, New Series, Entitled "An Ordinance Establishing
and Regulating the Civil Service System of the City
of Alameda."
6. Councilman Howe introduced the following ordinance, after which it was laid
over under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending Chapter 6, of Title XVIII,
of the Alameda Municipal Code by Adding a New
Section Thereto Relating to Soliciting on Streets."
NEW BUSINESS:

7. The City Clerk requested permission to take the balance of her annual vaca-
tion, consisting of ten and one-half days, during the last two weeks in December.
Councilman Branscheid moved the City Clerk be permitted to take the balance of
her vacation as requested. The motion was seconded by Councilman Jones and unani-
mously carried.
8. Councilman Osborn moved the City Manager be authorized to continue with his
investigation concerning the possibility of conducting a new census in the City of
Alameda. The motion was seconded by Councilman Howe and unanimously carried.
9. Councilman Jones moved the City Manager and City Attorney be authorized to
enter into negotiations for an additional lease between the City of Alameda and
Pacific Bridge Company, covering certain facilities at Thompson Field in McKinley
Park. The motion was seconded by Councilman Branscheid and unanimously carried.
10. Councilman Branscheid moved the City Manager be authorized to draw up speci-
fications for the purchase of two automobiles to be used for police traffic work
to replace part of the present motorcycle equipment. The motion was seconded
by Councilman Osborn and unanimously carried.
RESOLUTIONS:
11. The following resolution was introduced by Councilman

Adopting Specifications for Operating Refreshment
Concession in Washington Park and Lincoln Park for
the Period. Commencing January 1, 1944 and Ending
December 31, 1944."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and. President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
12. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 2937
Appointing Loreme R. Beatie on Board of Trustees of
the Alameda County Mosquito Abatement District."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There-
upon the Mayor declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 2938
Fixing Salary of Assistant City Engineer."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There-
upon the Mayor declared said resolution duly adopted and passed.
14. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2939
Adopting Specifications for Furnishing Recreation
Supplies and. Equipment to the City of Alameda,
Calling for Bids and Directing the City Clerk to
Advertise the Same."
The motion to adopt said resolution

Mayor declared said resolution duly
was seconded by Councilman Osborn and on roll

ORDINANCES FOR PASSAGE:
15. "Ordinance No. 844,
New Series
An Ordinance Authorizing the Modification of the
Terms and Conditions of Lease Between the City of
Alameda and the United States of America Covering
Portions of the Alameda Municipal Golf Course."
Councilman Jones moved the ordinance be adopted as read. The motion was seconded
by Councilman Branscheid and on roll call carried by the following vote. Ayes:
Councilmen Branscheid, Howe, Jones, Osborn and. President Godfrey, (5). Noes:
None. Absent: None.

21. On claim against the City of Alameda and the Pound Department in particular
in the total amount of $15. was presented to the City Council.
Councilman Branscheid moved the bill as itemized in the List of Claims, filed
with the City Clerk on December 7, 1943, and presented to the Council at this
meeting, be allowed and paid. The motion was seconded by Councilman Osborn
and on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None.
ADJOURNMENT:
22. There being no further business to come before the meeting, the Council
adjourned to assemble in regular session on Tuesday evening, December 21, 1943,
at 8:00 p. m.
