1943-12-21 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, DECEMBER 21, 1943 The meeting convened at 8:03 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting held December transcribed. 1943, were approved as WRITTEN COMMUNICATIONS: 2. From Mr. A. M. Sylvia, requesting refund of $3.00 fee paid for plumbing permit to allow him to install certain plumbing at 1625 San Jose Avenue. The work was subsequently performed by a licensed plumber and permit fee was included in contract price, thereby duplicating payment of the fee. The matter was referred to the City Attorney for investigation and recommendation. 3. At this time Mayor Godfrey stated the meeting would proceed under "Reports of Committees". REPORTS OF COMMITTEES: From the City Manager, recommending that Fire Chief Thomas M. Lane be allowed to leave the City to attend the annual meeting of the Board of Directors of the International Association of Fire Chiefs to be held in New York City, January 25 to 28, 1944. The City Manager's letter stated that since Chief Lane is President of the Pacific Coast Fire Chiefs' Association and will represent it at this meet- ing, all expenses incurred will be paid by that organization. Councilman Howe moved the recommendation of the City Manager be approved and Fire Chief Thomas M. Lane be granted a leave of absence to attend the meeting specified above. The motion was seconded by Councilman Branscheid and unanimously carried. v7 5. From the City Manager, recommending that Dr. George Barry attend the Cali- fornia Veterinary Conference to be held in San Luis Obispo on January 4, 5 and 6, 1944, and that a sum not to exceed $35. be appropriated for his expenses. Councilman Jones moved the recommendation of the City Manager be accepted; that Dr. George Barry be authorized to attend this Conference and the amount of $35. be allowed to cover his expenses. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. 6. Mayor Godfrey then stated the meeting would revert back to the regular order of business and proceed under "Opening of Bids". OPENING OF BIDS: 7" bid was submitted for operating the refreshment concessions in Washington and Lincoln Parks for the period commencing January 1, 1944, and ending December 31, 1944, as follows: From Mr. Louis A. Alexander $760. Accompanied by a cashier's check in amount of 76. The bid was referred to the City Attorney and City Manager for examination and upon recommendation of the City Manager, Councilman Branscheid moved the bid of Mr. Louis A. Alexander in the amount of $760. be accepted and contract be awarded to him for operating the refreshment concessions in these two parks for the period stipulated. The motion was seconded by Councilman Howe and unanimously carried. 8. No bids were submitted for furnishing recreation equipment and supplies as listed in Specifications and Provisions therefor, No. MS 12-436, under call for bids published December 8, 1943. Councilman Branscheid moved that since no bids had been received under call for bids to furnish recreation equipment to the Recreation Department as per Specifica- tions and Provisions No. MS 12-436, the City Manager be authorized to purchase the recreation supplies listed in the Specifications, on the open market and without further call for bids. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. ORDINANCES FOR INTRODUCTION: 9. Councilman Howe introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Repealing Section 20 of Ordinance No. 549, New Series, Relating to Laundry Establishments." NEW BUSINESS: V/ 10. There was presented and submitted at the meeting a written contract between the County of Alameda, as First Party, and the City of Alameda, as Second Party, providing for the maintenance and operation by the County of Alameda of a Police Radio Station designated as Station KPDA and the furnishing by the County of a point to point police radio service. Copy of the Agreement was ordered filed with the City Clerk. Councilman Jones moved the form of Agreement between the County of Alameda and the City of Alameda for the furnishing to the Police Department of the City of Alameda of a point to point radio service over Police Radio Station KPDA operated by the County, as submitted and filed at this meeting be approved and that the Mayor be authorized to execute and the City Clerk to attest said. Agreement on behalf of the City of Alameda. The motion was seconded by Councilman Howe and unanimously carried. RESOLUTIONS: 11. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2940 Adopting Specifications for Furnishing Three (3) Two-Door Sedan Automobiles to the City of Alameda, Calling for Bids and. Directing the City Clerk to Advertise the Same." The motion to adopt said resolution call carried by the following vote. Osborn and. President Godfrey, (5). Mayor declared said resolution duly was seconded by Councilman Osborn and on roll Ayes: Councilmen Branscheid, Howe, Jones, Noes: None. Absent: None. Thereupon the adopted and passed. 12. The following resolution was introduced by Councilman Osborn, Who moved its adoption: "Resolution No. 2941 Declaring the Existence of a Great Necessity and. Emergency and Authorizing the Repair of Fire Fighting Equipment Known as "Service Unit, Engine No. 4" Without Contract and Call for Bids." The motion to adopt said resolution call carried by the following vote. Osborn and President Godfrey, (5). Mayor declared said resolution duly ORDINANCES FOR PASSAGE: 13. was seconded by Councilman Jones and on roll Ayes: Councilmen Branscheid, Howe, Jones, Noes: None. Absent: None. Thereupon the adopted and passed. "Ordinance No. 845, New Series An Ordinance Amending Section 10 of Ordinance No. 642, New Series, Entitled "An Ordinance Establishing and Regulating the Civil Service System of the City of Alameda." Councilman Howe moved the ordinance be adopted as read. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. 14. "Ordinance No. 846, New Series An Ordinance Amending Chapter 6, of Title XVIII, of the Alameda Municipal Code by Adding a New Section Thereto Relating to Soliciting on Streets." • Councilman Jones moved the ordinance be adopted as read. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None, Absent: None. FILING: 15. Financial Statement - Goodell, Byers & Henry - City of Alameda, as at November 30, 1943. 16. Specifications - For Furnishing Three Automobiles to the City - Police Department. BILLS: 17. An itemized List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $11,183.13; Civilian Defense Department, $573.61; Police Department, $1,345.11; Civil Service Department, $54.98; Pound Department, $52.50; Fire Department, $848.28; Street Department, $924.73; Health Department, $399.30; Recreation Department, $143.30; Park Department, $671.50; Golf Course Department, 3736.99; Store Department, $405.65; Social Service Department, $206.48; Street Improvement Fund; $1,114.86; Initiative Relief Fund, 20.00; East Bay Municipal Utility District Fund, $4,801.90. Councilman Branscheid moved the bills as itemized in the List of Claims, filed with the City Clerk on December 21, 1943, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. 18' this time Councilman Osborn moved that when the Council adjourns it do so in respect to the memory of the late Curtis Anderson, former Councilman, resigned, and Executive Director of the Housing Authority of the City of Alameda. The motion was seconded by Councilman Howe and unanimously carried. Mayor Godfrey requested the City Clerk to prepare a resolution in memory of the late Curtis Anderson to be adopted at the next regular meeting of the Council. ADJOURNMENT: 19. Councilman Osborn moved the Council adjourn to assemble in adjourned regular session on Wednesday morning, December 29, 1943, at 8:30 o'clock.
