1938-02-01 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, FEBRUARY 1st 1938 The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and Presi- dent Weichhart, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting of January 18th, 1938, were approved as trans- cribed. WRITTEN-COMMUNICATIONS: Y2. communication was received from the Amalgamated Association of Iron, Steel and Tin Workers of North America, accompanied by resolution in reference to the proposed purchase by the Toll Bridge AuthoritY of the Southern Pacific-Golden Gate Ferries. The communication was ordered filed. /3. From William R. Calcutt, protesting against the use of premises at 1405 San Antonio Avenue by the contracting firm of F. C. Stolte Co., as an office and the parking of trucks and tractors in the vicinity of that address. After the Council had been addressed by Mr. Calcutt and Capt. Seaborn,and the City Attorney had given his interpretation of the zoning ordinance covering the situation, the City Manager was requested to visit the premises and to see that no violation of the ordinance is permitted. v/4, From C. V. Bennett, Councilman of the City of Los Angeles, advocating that the State of California return to the cities and counties, 50 per cent of the liquor excise taxes in addition to the 50 per cent of license fees now returned. The communication was referred to the Committee of the Whole. /5. From Shoreline Planning Association, at Venice, California, including resolution urging that a portion of the monies received by the State of Californh as royalties from oil drilling on State owned tidelands and beaches be allocated by the State Legislature far the acquisition of additional beaches and other State parks and the maintenance thereof. The communication was referred to the Committee of the Whole. /6. From. Herbert Haslam, requesting he be granted a gratuitous license to sell rubber mats from house to house, he being physically disabled and honorably discharged from the U. S. Army. The City Manager recommended that the license be granted, whereupon Councilman Maurer moved that the recommendation of the City Manager be adopted, seconded by Councilman Morris and on roll call carried by the followin vote: Ayes: Councilmen. Carrington, Godfrey, Maurer, Morris and President Weichhart, 5). Noes: None. Absent: None. ORAL COMMUNICATIONS: 17. The City Manager informed the Council he had been in contact with the East Bay Transit Company in reference to the proposed change of route of Bay Farm Island buses and had recommended against such a change until the completion of the improvement of Otis Drive and Broadway. Also that he 11“1 discussed with the Transit Company the possibility of installing bus service on Buena Vista or Pacific Avenues. 18. Councilman Morris informed the Council that there had been some complaints by Alameda residents of the location of the slips in which the ferry boats were berthed in San Francisco and why the Southern Pacific Company had not restored the ferry berths at the former location. The City Manager informed the Council that he had investigated the situation and had been informed by the Southern Pacific Company that after certain repairs had been made to the old slip, it was discovered it would be necessary to entirely rebuild a portion of it, hence the inability to restore the old service. OPENING OF BIDS: /9. The following bids were opened for 320 barrels of Portland cement: From Rhodes & Jamieson, Ltd. Accompanied by cashier's check in sum of $ 90.00 From Transit Concrete, Ltd. Accompanied by certified aheck: in sum of 4100.00 From Powell Bros. -Inc., Accompanied by certified check in sum of $86.00 The City Manager recommended that the contract be awarded to Powell Bros, Inc. who appeared to be the low bidder, at the price bid of $2.67 per barrel, and a total of $854,40 for 320 barrels. Councilman Godfrey moved that the recommndation of the City Manager be adopted, the contract awarded to Powell Bros., Inc. and that the certified checks be returned to the unsuccessful bidders, seconded by Councilman Carrington and on roll call carried by the followin vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, 5), Noes: None. Absent: None. $ 2.781 per bbl. 889.92 total. 2.67 per bbl. REPORTS OF COMMITTEES,ETC: /10. From the City Manager, submitting summary of the activities of the City for the month of December 1937. The report was ordered filed. 11. From the City Planning Board, recommending that a temporary revocable permit be grant- ed to August F. Reimers to use the property fronting 150 feet on the north side of Encinal Avenue beginning 150 feet west of Willow Street for the purpose of conducting a nursery and florist business. Councilman Morris moved that the recommendation be adopted, seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Council men Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. NEW BUSINESS: /12. Councilman Godfrey moved that the City Attorney be requested to report to the Council the status of the gas and telephone franchises in Alameda, seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None, FILING: 13. Financial Statement of the City of Alameda - Jordan & Ticoulet - as of December 31, 1937. 14. Financial Statement of the Bureau of Electricity, as of December 31, 1937 15. Affidavit of Pacific Telephone & Telegraph Company, gross receipts of 193, BILLS: 16. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Depart- ments, $907.69; Police Department, 286.46; Pound Departnent, $10.06; Fire Department, $1152.82; Street Department, $273,26; Health Department, $251.45; Park Department, $1167.0% Golf Course Department, $415.40; Store Department, $190.01; Social Service Department, $156.08; Initiative Relief Fund, $23.50 and Street Improvement Fund, $1227.09; Councilman Godfrey moved, seconded by Councilman Carrington, that the claims and bills against the City in the amounts as listed and itemized in the List of Claims filed with the City Clerk on February lst,1938, and presented to the Council at this meeting be allowed and paid.
