1938-05-03 Regular CC MinutesMINUTES OF THE REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, MAY 3rd 1938. The meeting convened at 8 o'clock P.M. with President Weichhart presiding. The roll was called and Councilmen Carrington, Godfrey, Maurer, Morris and Presi- dent Weichhart (5), were noted present. Absent: None. MINUTES: The minutes of the regular meeting of April 19th, 1938, and of the adjourned regular meeting of April 26th, 1938, were approved as transcribed. WRITTEN tOMNUNICATIONS: vi. A communication was received from Coates and Herfurth, consulting actuaries, sub- mitting contribution rates to be paid by the city employees and the City of Alameda in order to establish a retirement system, The Mayor invited any citizens present to express their opinion in regard to the retirement plan and the Council was addressed by Messrs. Ferretti, Osbourn, Gottstein, Agnew and others. The Councilmen participated in a general discussion on the subject. Communication was referred to the Committee of the Mole. V 2. A communication was received from Frank A. Gottstein in reference to City em- ployees' salaries and other subjects and was ordered filed. 3. A communication was received from C. C. Howard in reference to the proposed retire- ment system and was ordered filed. • 4. A communication was received from Mrs. Lydia F. Wood, requesting the Council on its own motion to reclassify the northeast corner of Union Street and Clinton Avenue from a Residential District, Class 1, to a Residential District,Class 2, for the purpose of conducting a boarding house. Councilman Morris moved that the City Attorney be request- ed to draft a resolution of intention to rezone this property from a Residential District, Class 1, to a Residential District, Class 2, to be presented at the next meeting of the Council, seconded by Councilman Carrington, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: Councilman Godfrey, (1). Absent: None. HEARINGS: v5• On motion of Councilman Carrington, seconded by Councilman Morris and unanimously carried the hearings on the closing of Walnut Street and the closing of Willow Street and a portion of Atlantic Avenue were postponed until the regular meeting of May 17th, 1938. REPORTS OF COMMITTEES: ver. Mr. Albert C. Agnew, President of the Civil Service Board, presented to the Council the draft of Proposed Civil Service Ordinance and Proposed Rules of the Civil Service Board. The report was referred to the Committee of the Whole and on the suggestion of Councilman Morris and Councilman Carrington the Mayor expressed to Mr. Agnew the appre- ciation of the Council for the conscientious and efficient work that had been pBrformed by the Civil Service Board. • 7. From the City Planning Board recommending the reclassification of the northeast corner of Broadway and Crist Street from a Residential District, Class 1, to a Residen- tial District, Class 1-1/2, for the purpose Of constructing duplex bungalows. Council- man Maurer moved that the recommendation be adopted, seconded by Councilman Godfrey and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. • 8. From the City Planning Board recommending the reclassification of 1437 Benton Street ' from a Residential District, Class 1, to a Residential District, Class 1-3/4, for the purpose of constructing apartments. Councilman Carrington moved that the recommendation be adopted, seconded by Councilman Godfrey, and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCES INTRODUCED: 9. Councilman Maurer introduced the following Ordinance, and under the provisions of the Charter it was laid over "Ordinance No. New Series RECLASSIFYING PROPERTY (Property'known as Northeast corner Broadway and Crist Street)" 10. Councilman Maurer introduced the following Ordinance, and under the provisions of the Charter it was laid over "Ordinance No. New Series RECLASSIFYING PROPERTY (Property known as 1437 Benton Street)" pressed his thanks to the City Manager for completing the work. RESOLUTIONS: 12. Councilman Godfrey introduced and moved the adoption of "Resolution No. 2241 Adopting plans and specifications for, and au- thorizing the construction of, a chain-link galvanized fence at McKinley Park in the City of Alameda." Councilman Maurer seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5), Noes: None. Absent: None. 13. Councilman Morris introduced and moved the adoption of "Resolution No. 2242 Authorizing performance and completion of a project for the improvement of Broadway in the City of Alameda and directing Clerk to adver- tise for sealed bids." Councilman Carrington seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and. President Weichhart, (5). Noes: None. Absent: None. 14. Councilman Maurer introduced and moved the adoption of "Resolution No. 2243 Cancelling City taxes on property acquired by the City of Alameda for Park and Playground purposes." Councilman Morris seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None, Absent: None. 15. Councilman Carrington introduced and moved the adoption of "Resolution No. 2244 Requesting cancellation of taxes on property acquired by the City of Alameda for Park Purposes." Councilman Maurer seconded the motion and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCE PASSED: 16. "Ordinance No. New Series Acceptance of Conveyance to the City of Alameda of Certain Lands." Councilman Godfrey moved that the Ordinance as read be adopted, seconded by Councilman Morris and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. FILING: 17. Statement of Treasurers' receipts and budget estimates for the fiscal year 1937- 1938 as of March 31, 1938. 18. Bureau of Electricity Balance Sheet Statement as of March 31, 1938. 19. Apportionment 1937-1938 Real Estate Tax. 20. Auditor's Balance Sheet, Month ending April 30, 1938. BILLS: 21. An 1.:temized list of claims against the City of Alameda in the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments,506.02; Police Department,,4146.32; Pound Department, 49.05; Fire Department, $343.35; Street Department, $293.61; Health Department, 4194.84; Park Department, $211.99;. Golf Department, 4185.72; Store Department, $56.14; Social Service Department, $159.28; Initiative Relief Department, 491.00; Street Improvement Fund, 4580.95. Councilman Maurer moved, seconded by Councilman Carrington, that the claims and bills against the City of Alameda in the amounts as listed and itemized in the List of Claims filed with the City Clerk on May 3rd, 1938, and presented to the Council at this meeting be allowed and paid. On roll call this motion carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 22. Councilman Morris moved that the Council adjourn to meet in adjourned regular session on Tuesday evening, May 10th, 1938, at 8 o'clock P. M. The motion was seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
