HELD TUESDAY EVENING, MAY 10th . . . . . . . . . . . . 1938
The meeting convened at 8 o'clock P.M. with President Weichhart presiding.
Th e roll was called, and Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5), were noted present. Absent: None.
ORAL COMMUNICATIONS:
1. Mr. J. Franklyn Smith addressed the Council, informing it that Princeton Univer-
sity had extended an invitation to the Alameda High School rowing crew to participate
in a race with similar crews, to be held on or about May 28th, 1938; that if the crew
accepted the invitation it would mean an expenditure of approximately 1700.00 for
transportation and living expenses, and requested the Council to make a contribution
toward this fund if it was possible to do so. Mr. Ross Wright also addressed the
Council on the same subject, as did a member of the crew outlining the victories the
crew had achieved in past contests. The question was referred to the Committee of the
Whole and the City Attorney was requested for an opinion as to whether or not a contri-
bution could be made, decision on the question to be made at the next meeting of the
Council.
HEARINGS:
2. Hearing on the Retirement Plan was postponed until other business had been disposed
of.
RESOLUTIONS:
3. Councilman Morris introduced and moved the adoption of

Councilman Carrington seconded the motion, and on roll call carried by the following vote:
Ayes: Councilmen Carrington, Maurer, Morris and President Weichhart, (4). Noes: Counciman
Godfrey, (1). Absent: None.

Councilman Godfrey moved that the ordinance as read be adopted, seconded by Councilman
Maurer, and on roll call carried by the following vote: Ayes: Councilmen Carrington,
Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.

RECLASSIFYING PROPERTY
(Property known as 1437 Benton Street)",
Councilman Maurer moved that the ordinance as read be adopted, seconded by Councilman
Morris and on toll call carried by the following vote: Ayes: Councilmen Carrington,
Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
i 6. At this time the City Attorney informed the Council that it was proposed to sub-
divide the property bounded by Versailles Avenue and High Street and Fernside Boulevard
and the Estuary, a portion of which is known as the "Glass Works Property". Mr. Ward
and Mr. Winsor who are each interested in the subdivision of the property had requested
an early hearing by the Council following the meeting of the City Planning Board, to
be held May lltli, 1938, at which meeting a map of the subdivision would be submitted for
its approval. It was suggested that the Council adjourn to meet at some earlier date
prior to the regular meeting of May l7th,1938.
HEARINGS:
/7. The hearing was called on the Retirement Plan and the Mayor requested that any
interested parties present express their views on the Plan to the Council. Councilman
Godfrey stated that in order to bring something definite before the Council for discus-
sion by its members and by other interested parties, he would offer the following
motion: "In view of the fact that paragraph "I", section 3-7 of article 3 of the
City Charter makes it mandatory for the Council to establish a pension system, the
City Attorney be instructed to draft an ordinance based on sound actuarial principles
that will make retirement of all City employees (other than members of the Police and
Fire Departments and. Elective Officers) possible at age 65, optional at any age
between 65 and 70 and compulsory at age 70, the ordinance to provide that the City
and the employees contribute equally to a fund in such amounts as to provide a retire-
ment allowance of 1.2% of final average salary for each year of service subsequent
to July 1st, 1938 and that in addition the City contribute to the fund'an amount
sufficient to provide a retirement alloWance of .6% of final average salary for each
year of service prior to July lst,1938. For the purpose of calculating payments to
and from the fund $250.00 per month is to be considered as maximum salary."
Councilman Godfrey requested that if he was successful in securing a second to the
motion, the calling of the question be posponed until the next regular meeting of the
Council. The motion was seconded by Councilman Maurer.
The Council proceeded to discuss various plans for establishing a Retirement Fund and
the Council was addressed by Mr. Ferretti, Mr. Howard, Mr. Gottstein, Mr. Chadwick, Mr.
Knoop and Mr. Parker and others. Councilman Morris then made a motion to table Council-
man Godfrey's motion, and it was so ordered.
8. Councilman Godfrey moved that the Council adjourn to meet in Adjourned Regular
Session on Thursday evening, May 12th,1938, at 5:30 o'clock P.M., seconded by Council-
man Carrington and unanimously adopted.
