The roll was called and Councilmen Carrington, Godfrey, Maurer and Morris, (4), were noted present. Absent: President Weichhart, (1). ir ith Vice- President Godfrey presiding. MINUTES: 2. The minutes of the regular meeting of December 19, 1939, the adjourned regular meeting of December 22, 1939, the adjourned regular meeting of December 27, 1939, two adjourned regular meetings of December 28, 1939 and the adjourned regular meeting of December 30, 1939, were approved as transcribed. ORAL COMMUNICATIONS: 3. Mr. Frank Gottstein addressed the Council with regard to the improvement of Webster Street. OPENING OF BIDS: 4. Bids were presented and opened for furnishing grass seed to the City of Alameda as follows: From Advance Seed Co. Accompanied by certified check in amount of From Keith G. V 5. One bid was presented and opened for furnishing Loam to the City of Alameda as follows: From L. M. Clough Co. - - - - - - - - - - - - - - - - - - - - - - - $ 950.00 Accompanied by certified check in amount of - - - - - - - - - 125.00 There being no objections, the bid was referred to the City Manager for his recommen- dation. After examination of this bid, the City Manager recommended that contract for furnishing Loam to the City of Alameda be awarded to L. M. Clough Co. as per bid sub- mitted. Councilman Carrington moved that the recommendation of the City Manager be approved, seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer and Morris, (4). Noes: None. Absent: President Weichhart, (1). REPORTS OF COMMITTEES: 6. Affidavit of the City Manager and the Chief of Police, stating that all moneys expended out of the Police Secret Fund of the City of Alameda during the period from June 30, 1939 to December 31, 1939, inclusive, have been expended as provided by Section 17 -11 of the Charter of the City of Alameda, for investigation and police work of a secret character and for no other purpose. There being no objections, the report was ordered filed. From the City Manager, recommending that Mr. C. A. Beck be permitted to buy an old bench formerly used in the Police Court Room of the City Hall for the sum of $5.00, which offer was submitted by Mr. Beck at the regular Council meeting of December 19, 1939 and the matter referred to the City Manager at that time. Councilman Maurer moved that the recommendation of the City Manager be adopted, seconded by Councilman Carrington and on roll call carried by the following vote: Ayes: Coun- cilmen Carrington, Godfrey, Maurer and Morris, (4). Noes: None. Absent: President Weichhart, (1) . �3. From the City Manager, recommending that contract be awarded to Dietz Motor Company for furnishing to the City one steel cab, 1/2 ton pick -up truck for the price of $495.00. Bids for this truck were opened at the regular meeting of the Council held December 19, 1939 and referred to the City Manager for recommendation. Councilman Morris moved that the recommendation of the City Manager be approved and that contract be awarded to Dietz Motor Company for furnishing truck for the sum of $495.00, and that checks be returned to the unsuccessful bidders. The motion was seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris, (4). Noes: None. Absent: President Weichhart, (1) . 9. From the City Planning Board, recommending that petition be denied for the reclassi- fication of the southeast corner of Cambridge Drive and Fernside Boulevard from Residen- tial District, Class 1 to Residential District, Class lz, for the purpose of constructing a duplex dwelling. This recommendation of the City Planning Board is due to the fact that property facing Fernside Boulevard, within which this lot is situated, was not lon ago re-zoned from Class 1- to Class 1, at the request of property owners in that vicinity and that Mr. I. S. Shattuck's survey places this property in Residential District, Class 1. Mr. A. Hubbard Moffitt, Tr., Attorney, addressed the Council and requested that con- sideration by the Council of this matter be deferred. Councilman Carrington moved that the matter of the requested reclassification of the southeast corner of Cambridge Drive and Fernside Boulevard from Residential District, Class 1, to Residential District, Class be deferred until the next regular meeting of the Council. The motion was seconded by Councilman Morris and unanimously carried. 10. From the City Manager, recommending that the Alameda Safety Council be permitted use of the Council Chambers for their regular monthly meeting until such time as the Police Training School has completed its course and will no longer occupy the Assembly Room of the City Hall for its meetings. Councilman Maurer moved that the recommendation of the City Manager be adopted, seconded by Councilman Morris and unanimously carried. NEV BUSINES3: 11. Councilman Morris referred to a Bulletin of the League of California Cities, under date of December 15, 1939 wherein the cooperation of City Clerks was requested in sub- mitting copies of minutes and ordinances of general interest to the League and moved that in the future this procedure be followed by the City Clerk, The City Clerk stated that it had been the practice to send copies of ordinances and in the future, copies of the minutes will also be sent. The motion was seconded by Councilman Maurer and unanimously carried. V 12. A motion was presented by Councilman Maurer as follows; That the City Manager be directed to make application to the War Department of the United States for authoriza- tion for the City of Alameda to jointly operate the Fruitvale Avenue Bridge with the County of Alameda from February 1, 1940 to March 31, 1940. The motion was seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer and Morris, (4). Noes: None. Absent: President Weichhart, (1). FILING: 13. Affidavit of Publication - Notice to Bidders - Furnishing Grass Seed to the City. 14. Affidavit of Publication - Notice to Bidders - Furnishing Loam to the City. 15. Statement of Treasurer's Receipts and Budget Estimates - As of November 30, 1939 - Goodell & Henry. 16. Auditor's Balance Sheet Month Ending December 30, 1939. BILLS: 17. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was resented to the City Council: General Departments, $5,528.80; Police Department, $1,684.95; Civil Service Department, $4.00; Fire Department, $275.15; Street Department, $296.32; Health Department, $18.25; Recreation Department, $231.59; Park Department, $399.18; Golf Course Department, $773.06; Store Department, $57.93; Social Service Department, $312.38; Initiative Relief Fund, $114.25; Street Improvement Fund, $8.40; East Bay Municipal Utility District Payment Fund, $2,293.02. A motion was made by Councilman Maurer, seconded by Councilman Carrington, that the claims and bills against the City in the amounts listed, itemized and amended in the List of Claims filed with the City Clerk on January 2, 1940, and presented to the Council at this meeting, be allowed and paid. On roll call the motion carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer and Morris, (4). Noes: None, Absent: President Weichhart, (1). 18. There being no further business to transact at this meeting, the Council adjourned to meet in regular session on Tuesday evening, January 16, 1940 at 8:00 o'clock P. M.
