M. with President Weichhart pr ROLL CALL: 1. The roll was called and Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5), were noted present. Absent: None. •ding MINUTES: 2, The minutes of the regular meeting held February 20, 1940 were approved as trans- cribed. WRITTEN COMM[JN1OATIONS: 3. A communication was received from the East Bay Division of the League of California Cities, giving'notice of the next regular meeting to be held in Oakland at the Leaming- ton Hotel at 7:00 o'clock P. M., Friday, March 15, 1940. Mayor Weichhart urged city officials to attend if possible and requested the City Manager to make necessary reser- vations. There being no objections, the communication was ordered filed. 4. From Councilman Bert W. Morris, regarding the desirability and feasibility of pur- chasing that portion of Neptune Beach property which now embraces the main swimming pool and the immediately adjacent sand area. Councilman Morris made a motion that the City Manager be instructed to contact the parties holding option on the property - Baldwin and Howell, San Francisco Real Estate Brokers - to determine what price if any they would charge the City for this land; to obtain any other facts that might be of interest and report back to the Council. The motion was seconded by Councilman Godfrey. Before the roll was called, Councilman Morris further explained his reasons for believing this matter should be investigated. Mr. Gottstein addressed the Council regarding the present swimming tank now located on land adjacent to Washington Park. The roll was then called and the motion carried by the following vote. Ayes: Council- men Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. OPENING OF BIDS: Bids were presented and opened for the construction of glavanized chain link fence in public parks and playgrounds in the City of Alameda, as follows: Anchor Post Fence Company $4,820.95 Accompanied by certified check in amount of 250.00 Standard Fence Company $4,766.66 Accompanied by certified check in amount of 250.00 Wickwire Spencer Steel Company '4,952.04 Accompanied by certified check in amount of 250.00 The California Wire Cloth Corporation $4,734.72 Accompanied by certified check in amount of 250.00 There being no objections, the bids were referred to the City Manager for his study and recommendation. 6. Councilman Godfrey moved that the order of business revert back to "Oral Communi- cations", seconded by Councilman Morris and unanimously carried. 7. Mr. Ben Lamborn addressed the Council regarding transportation, inquiring what type of meetings are to be held by the Railroad Commission in the near future. Mr. Lamborn was assured by Mayor Weichhart and Councilmen Godfrey and Morris that these meetings are to be for general discussion rather than "Hearings," that several are scheduled to be held in the East Bay Cities and are for the purpose of discussing the transportation problems of the entire East Bay, at which the public is expected to appear and present its thoughts on the situation. Mr. Lamborn requested the City Clerk to send a memorandum to the City Manager, remind- ing him the Alameda Municipal Transportation League had suggested the City request a loan from the Reconstruction Finance Corporation to finance the resumption of ferry service to San Francisco and asked for a reply from the City Manager to this suggestion. 8. Mr. Gottstein again addressed the Council regarding the sewage conditions on Webster Street south of the entrance to Posey Tube REPORTS OF COMMITTEES: 9. From the City Manager, recommending a resolution be passed authorizing construc- tion of the new building at the Pound without advertising to award a contract for this construction, it being a W. P. A. Project. There being no objections, the matter was referred to "Resolutions". ORDINANCES INTRODUCED: 10. Councilman Maurer introduced the following ordinance, after which it was laid over under provision of law and the Charter. "Ordinance No. New Series Amending Section 1-225 of the Alameda Municipal Code." UNFINISHED BUSINESS: 11. Councilman Godfrey made a statement pertaining to the present transportation situa- tion, telling of the splendid cooperation received from the Key System and expressing his belief that whatever plan is finally determined upon for supplying Alameda's trans- portation service, it will be adequate and satisfactory. Councilman Godfrey said it was his conclusion the Key System is as anxious to provide satisfactory transportation service for Alameda as the Council is to have this service. Councilman Godfrey closed his remarks with the statement that the Council will be pleased to receive suggestions regarding the ultimate solution of this transportation problem. MN BUSINESS: 12. Councilman Morris requested the City Manager be instructed to investigate the possibility of reducing insurance rates within the City of Alameda now that the installa- tion of the new fire alarm system has been completed. Councilman Godfrey expressed his views on the matter, after which the Mayor offered to request the City Manager to make this investigation and report back to the Council. RESOLUTIONS: 13. Councilman Maurer introduced and moved the adoption of "Resolution No. 2464 Authorizing Construction of Pound Building and Yard Without Contract." Councilman Carrington seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 14. Councilman Carrington introduced and moved the adoption of "Resolution No. 2465 Designating a Portion of Pacific Avenue as a Street of Major Importance." Councilman Godfrey seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart (5). Noes: None. Absent: None. ORDINANOES PASJED: 15. "Ordinance No. 706 New Series Amending Section 17-341 of the Alameda Municipal Code by Adding Subsections (11) and (12) Thereto." Councilman Godfrey moved that the Ordinance as read be adopted, seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes. None. Absent: None. 16. "Ordinance No. 707 New Series Accepting Grant of Easement from Alameda Belt Line in and over Certain Lands for Highway Purposes." Councilman Maurer moved the ordinance as read be adopted, seconded by Councilman Carring- ton and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. FILING: 17. Auditor's Balance Sheet, Month Ending February 29, 1940. 18. Financial Statement, as of January 31, 1940 - Bureau of Electricity - Goodell & Henry. BILLS: 19. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $1,256.31; Police Department, $460.68; Civil Service Department, $23.60 Pound Department, $54.97; Fire Department, 4237.73; Street Department, 41,132.23; Health Department, $175.08; Recreation Department, $93.67; Park Department, $674.58; Golf Course Department, $74.11; Store Department, $130.93; Social Service Department, 65.70; Initiative Relief Fund, $149.50; Street Improvement Fund, $1,148.26; Gas Tax No. 2 Fund, $5.05; East Bay Municipal Utility District, $2,292.29; Subaqueous Tunnel Fund, 439.80; Retirement Suspense Fund, $200.00. A motion was made by Councilman Maurer, seconded by Councilman Morris, that the claims and bills against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on March 5, 1940, and presented to the Council at this meet- ing, be allowed and paid. On roll call the motion carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 20.
