1940-05-08 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD WEDNESDAY EVENING, M A Y 8. - - - - - - - - 1940 The meeting convened at 8 :00 o'clock P. M. with President Weichhart presiding. ROLL CALL: 1. The roll was called and Councilmen Godfrey, Maurer, Morris and President Weichhart, (4), were noted present. Absent: Councilman Carrington, (1). MINUTES: 2. The minutes of the regular meeting of April 16, 1940 were approved as transcribed. WRITTEN COMMUNICATIONS: 3. An invitation was presented from the East Bay Division of the League of California Cities giving notice that the next regular bi-monthly meeting will be held at the Carquinez Hotel, Richmond, May 17, 1940. The Mayor urged as many city officials as could possibly attend to do so, and requested the City Manager to make the required reservations. The communication was then ordered filed. ORAL COMMUNICATIONS: 4. Councilman Morris stated he felt it would be advisable for the Council to go on record as urging the Key System to provide Alameda with service and rates to the Golden Gate International Exposition which opens May 25, 1940, on a par with what the Key System is giving other cities, and declared he would make a motion to that effect. The motion was seconded by Councilman Godfrey. At this point, the City Manager stated he had attended a hearing of the Railroad Com- mission regarding rates and routes to the Fair and at that time had requested the Com- mission to provide Alameda with either direct bus connection with Alameda, if such a service is warranted, and if not, to give us a universal transfer to the regular buses which are running out of Oakland to the Exposition. The City Manager stated he thought it would be well to transmit the Council's action regarding this matter to the Key System. The City Manager stated he 'had 'been informed that the Key System had lost approximately one- quarter million dollars on the East Bay Transportation at the time of the Fair last year, but had made up the loss throughfares collected from San Francisco. Mayor Weichhart stated he felt that the Council should go on record in requesting ade- quate service and rates from the Key System for the people of Alameda. Roll was then called and the motion carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Council- man Carrington, (1). OPENING OF BIDS: 5. Bids were presented and opened for furnishing to the City of Alameda one new 1940 Model Fordor Sedan for use in the Social Service Department, as follows: Forman Motor Company Accompanied by certified check in amount of Garland Chevrolet Co. Accompanied by certified check in amount of Dietz Motor Company Accompanied by certified check in amount of $717.86 71.78 629.81 62.98 549.00 71.47 These bids were referred to the City Manager for his study and recommendation. REPORTS OF COMMITTEES: 6. From the City Attorney, re Claim of the County of Alameda in the amount of $664.50, representing fines and forfeitures for Vehicle Code violations collected by the City of Alameda Justice' Court from January 1, 1938 to February 5, 1939. The City Attorney recommended a check be -made of each case on the.itemized list presented by the County to ascertain whether the arrest was made by a County officer or whether the charge was for a violation of the Vehicle Code. There being no objection, the communication was referred to the City Manager with the request that a check of these cases be made and he report back to the Council. 7. From the City Attorney, re Claim of the County of Alameda in the amount of $530.00 for one -half of the fines and forfeitures for_Fish and Game Code violations collected by the City of Alameda Justice' Court from January 8, 1938 to December 22, 1939. The City Attorney advised that a check be made of each case listed in the itemized state- ment presented by the County to ascertain whether the fine or forfeiture resulted from a charge for a violation of the Fish and Game Code and not for a violation of any City ordinance. There being no objections the matter was referred to the City Manager with the request that he authorize a check of the cases referred to and that a report be made to the Council. 8. From the City Planning Board, recommending reclassification of property on the north line of Central Avenue, 300' east of Chestnut Street, from Residential District, Class 1, to Residential District, Class 1 3/4, for the purpose of constructing four apartments. Councilman Maurer moved that the recommendation of the City Planning Board be adopted, seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). J{ _ 9. From the City Planning Board, recommending that the Council, on its own motion, reclassify the eastern line of Weber Street, 941 feet southerly from Central Avenue, for a distance of 45 feet, from Residential District, Class 1, to Residential District, Class 1 1/2, to permit construction of a duplex dwelling. Councilman Morris moved the recommendation of the City Planning Board be adopted, seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). ORDINANCES INTRODUCED: 10. Councilman Maurer introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series RECLASSIFYING PROPERTY (North Line Central Avenue, 300 feet East of Chestnut Street)." NEW BUSINESS: 11. The City Manager recommended contract be awarded to Dietz Motor Company for fur- nishing one new 1940 Model Fordor Sedan to the City of Alameda, to be used in the Social Service Department, at the bid price of $549.00. Councilman Godfrey moved that the recommendation of the City Manager be approved qnd contract for this automo- bile be awarded to Dietz Motor Company for the price of 549.00 and that bid checks be returned to the unsuccessfulbiddrs. The motion was seconded by Councilman Maurer. and on roll call carried by the following, vote. ,Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. ,Absent :__ Councilman Carrington, (1). RESOLUTIONS: 12. Councilman Maurer introduced and moved the adoption of "Resolution No. 2472 Cancelling'Warrants of the City of Alameda." Councilman Morris seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 13. "Resolution No. 2473 Adopting Specifications for Operating Refreshment Concession in Washington Park and Lincoln Park for the Period Commencing July 1,._1940 and Ending June 30, 1941." Councilman Godfrey asked if these specifications were in the same form as previously used. The City Manager replied that it is the standard form and called attention to the five other specifications filed at this meeting and their respective resolutions of adoption and suggested as the forms were all standard they be introduced by title only and individually adopted in that manner. Councilman Maurer inquired if all these specifications had been satisfactory to bidders in the past, to which the City Manager replied that there had been no complaints. Upon motion made by Councilman Morris, seconded by Councilman Maurer and unanimously carried, the procedure of adopting the remainder of the resolutions pertaining to specifications was voted to be conducted as the City. Manager had suggested. Councilman Morris then introduced the above titled resolution, seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 14. Councilman Maurer introduced and moved the adoption of "Resolution No. 2474 Adopting Specifications for Furnishing Portland Cement to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." Councilman Morris seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 15. Co oilman Maurer introduced and moved the adoption of "Resolution No. 2475 Adopting Specifications for Furnishing Rock, Sand and. Concrete Mix to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." Councilman Morris seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and. President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 16. Councilman Maurer introduced and moved the adoption of "Resolution No. 2476 Adopting Specifications for Furnishing Corrugated. Pipe and Culverts to the City-of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." Councilman Morris seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 17. Councilman Maurer introduced and moved the adoption of "Resolution No. 2477 Adopting Specifications for Furnishing Vitrified Iron- stone Sewer Pipe to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." Councilman Morris seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 18. Councilman Morris introduced and moved the adoption of "Resolution No. 2478 Adopting Specifications for Furnishing Lumber to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." Councilman Maurer seconded the motion and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1). 19. Councilman Morris introduced and moved the adoption of "Resolution No. 2479 Transferring General Misce Course." 4,500.00 from Budget Aocount 70 b, laneous, to Budget Account 162, Golf Councilman Maurer seconded the motion and on roll call carried by the following vote. "Ordinance No. 714 New Series An Ordinance Amending the Alameda Municipal Code by Adding to Chapter 2, TitleIV, a New Article Governing the Municipal Golf Course.", Councilman Morris moved the ordinance as read be. adopted, seconded by Councilman Maurer and on roll call carried by the following vote. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $3,757.40; Police Department, $247.91; Civil Service Department, $56.26; Pound Department, $362.32; Fire Department, $1,331.04• Street Department, $1,001.52; Health Department, $85.54; Recreation Department, $126.49; Park Department, $790.40; Golf Course Department, $423.47; Store Department, $416.71; Initiative Relief Fund, $149.50; Social Service Department, 201.11; Street Improvement Fund, $221.80; East Bay Municipal Utility District Fund, $2,294.45. Councilman Godfrey moved, seconded by Councilman Maurer, that the claims and bills against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on May 8, 1940, and presented to the Council at this meeting, be al- lowed and paid.
