REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING MAY 21
The meeting convened at 8:01 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
The roll was called and Councilmen Carringto
Weichhart, (4), were noted present. Absent: Councilman Maurer, (1
MINUTES:
1. The minutes of the regular meeting held May 8, 1940, were approved as transcribed.
WRITTEN COMMUNICATIONS:
2. An invitation was received from the California Department Convention Veterans of
Foreign Wars of the U. S. A., to attend its 20th Annual State Convention in the City
of Oakland from June 24 to 27. Mayor Weichhart acknowledged receipt of this invita-
tion and urged the members of the Council to attend. The communication was ordered
filed.
3. The City Manager presented and read a communication, dated May 21, 1940, from
William P. St. Sure, Vice President of the Key System, as follows:
"Due to matters that have come up in connection with
the Exposition operations I find it impossible to attend
the meeting with the City Council this evening, consequently
I am asking if you will be so kind as to convey to the
Council my thoughts as to the following:
1. Extension of any additional motor coach service
from Alameda to and from the Exposition.
2. Additional motor coach service in the Fernside
District to be provided by East Bay Transit
Company.

"Insofar as the Exposition service is concerned we have
gone into this matter at very great length and have made a
most careful analysis of the question of service between
Alameda and the Island. Our investigations, however, includ-
ing surveys made by our Operating and Research Departments
in the field and analyses of the results of last year's
operations have shown that for the present at least we shall
be unable to undertake a lateral to Alameda direct. In view
of the frequency of service to be operated from Downtown
Oakland on the "X" Oakland line we believe that the Exposi-
tion service in 1940 will be immeasurably more attractive,
convenient and confortable for patronage from Alameda des-
tined to the Fair, and it is our conviction that the three
basic service routes as presently set up will adequately
and efficiently service the Metropolitan Oakland Area. We
will, however, be glad to supervise the Exposition service
most carefully and to watch closely traffic originating
from Alameda in order to serve the City of Alameda in the
best possible manner at all times.
"With regard to the Fernside operation requested of
East Bay Transit Company, this proposed service has been
given very careful study over a period of months and we have
made exhaustive checks of this territory. I must advise,
however, that the situation with regard to equipment is such
that it is frankly impossible for us to release coaches at
present for this operation. We are appreciative of the needs
of this rapidly growing community in the City of Alameda, and
I assure you that we will continue to give it our attention."
Councilman Morris remarked that while the City of Alameda would appreciate a direct
route to the Exposition, we cannot expect the Key System to operate a service that
would lose money. However, he believes that if a test route to the Fair could be
made, running directly from Alameda on a Saturday and Sunday, when Fair traffic
would be at its peak and the service given adequate publicity, an opportunity would
be given to definitely demonstrate whether or not such a service would be profitable
and if it would be availed of by Alameda Citizens. Mayor Weichhart requested the
City Manager to convey this idea to the Key System.
Councilman Godfrey asked the City Manager regarding the proposed extended bus service
in the Fernside District, inquiring if it is his understanding the Key System is to
definitely abandon steps toward inaugurating such a route in the east end. The City
Manager replied that additional coaches have been ordered by the Key System to be
used where needed, principally on the Exposition runs, and when these coaches are de-
livered and some are available for purposes such as the proposed augmented run in the
Fernside District, he feels sure the Key System will establish this service for test
period to determine whether or not it is warranted.
Councilman Morris inquired if the people living in the new east end district were promised
they would have this additional bus service. The City Manager stated he believes they
have been given assurance that the proposed service would be given a trial but he does
not think any property has been sold with a guarantee of additional transportation service.
Councilman Godfrey said he would like to see better service from Alameda to the Fair but
he feels the Fernside service is the more important of the two.
Councilman Carrington made the statement that he feels the same way as Councilman Godfrey.
He has received many inquiries from real estate interests in that section regarding the
time this new service will be inaugurated.
Mayor Weichhart asked the City Manager to incorporate in his letter to the Key System
the City's desire that the bus service be started in the east end as soon as possible
and to request information from the Key System when this service may be expected.
ORAL COMMUNICATIONS:
Mr'. J. R. Montin addressed the Council in the interest of national defense and urged
that a bus and ferry system be established between Alameda and San Francisco, believing
this means of crossing the Bay would be an asset should the United States be at war. Mr
Montin asked the Council to seek Federal aid in this regard.

REPORTS OF COMMITTEES:
From the Board of Education, submitting the proposed budget for the Alameda Unified
School District for the fiscal year 1940 -41, which includes a request for funds from the
City of Alameda in the amount of $19,050.00. There being no objections, this budget was
referred to the Committee of the Whole. Councilman Morris requested copy of the Board
of Education's budget for last year, asked the City Manager if a copy was available, and
the City Manager said a copy would be forwarded to Councilman Morris.
7. From the City Planning Board, recommending the granting of a temporary revocable
permit to conduct a nursing home at property owned by Mrs. Mary E. Perkins at 2038 Pacific
Avenue. Councilman Godfrey moved that the recommendation of the Planning Board be ap-
proved, seconded by Councilman Morris and on roll call carried by the following vote.
Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None.
Absent: Councilman Maurer, (1).
UNFINISHED BUSINESS:
8. Councilman Godfrey inquired of the City Manager the status of street sign installa-
tions. The City Manager replied the signs had been ordered approximately thirty days
ago. Delivery may oe expected within the next two weeks or thirty days, after which
installation will begin immediately.
RESOLUTIONS:
9. Councilman Morris introduced and moved the adoption of
"Resolution No. 2480
Accepting. Quitclaim Deed from the United States of
America to Correct Error in Description of Deed of
December 2, 1930 from the City of Alameda to the
United States of America."
Councilman Carrington seconded the motion and on roll call carried by the following vote.
Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None.

10. Councilman Carrington introduced and moved the adoption of
"Resolution No -. 2481
Adopting Specifications for Furnishing One Four -

the Same."
Councilman Godfrey seconded the motion and on roll call carried by the following vote.

11. Councilman Morris introduced and moved the adoption of
"Resolution No. 2482
Authorizing Extension of Time for Joint Operation
with County of Alameda of Fruitvale Avenue Bridge;
Approving Form and Authorizing Execution of Fourth
Supplemental Agreement."
Councilman Godfrey seconded the motion and on roll call carried by the following vote.
Ayes: Councilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None.

Councilman Godfrey moved, seconded by Councilman Morris, that the claims and bills
against the City in the amounts listed and itemized in the List of Claims filed with
the City Clerk on May 21, 1940, and presented to the Council at this meeting, be al-
lowed and paid. On roll call the motion carried by the following vote. Ayes: Coun-
cilmen Carrington, Godfrey, Morris and President Weichhart, (4). Noes: None. Absent:
Councilmen Maurer, (1).
22. There being no further business to come before the Council, the meeting adjourned
to meet in regular session on Tuesday evening, June 4, 1940 at c:00 o'clock P. M.
