The meeting convened at 8 :00 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
1. The roll was called and Councilmen Godfrey, Maurer, Morris and President Weichhart,
(4), were noted present. Absent: Councilman Carrington, (1).
MINUTES:
2. The minutes of the regular meeting of June 4, 1940 were approved as transcribed.
WRITTEN COMMUNICATIONS:
3. A proposal was submitted by Goodell & Henry, Certified Public Accountants, to in-
vestigate the transactions and audit the financial records of the City for the fiscal
year 1940 -41, for the total figure of $2,550.00. There being no objections, the report
was referred to the Committee of the Whole.
From the Veterans' Welfare Board, enclosing a petition for the cancellation of
certain taxes now appearing on the tax records as a lien against property in the City
of Alameda owned by the Board. There being no objections, the matter was referred to
the City Attorney.
5. From the Railroad Commission of the State of California, giving notice of an ad-
journed hearing in the matter of application of Interurban Electric Railway Company
for authority to discontinue its operations; in the matter of application of the Key
System for certificate of public convenience and necessity to operate certain inter-
urban rail and /or motor coach service in the City and County of San Francisco and
Counties of Alameda and Contra Costa; and an investigation on the Commission's own
motion into the operations of Interurban Electric Railway Company, Key System and
East Bay Transit Company regarding rates, service and facilities.
This hearing is to be held on Thursday, June 27, 1940, in the State Building in San
Francisco. There being no objections, the notice was ordered filed.

6. Copy of State Assembly Daily Journal which contains House Resolution No. 14,
recommending that City Councils and Boards of Supervisors of this State make avail-
able to the people at convenient locations municipal and community yards for the
collection of scrap iron.
Councilman Godfrey moved that the matter be referred to the City Manager. The City
Manager then explained the possible sources of scrap iron in the City of Alameda.
As it was deemed the disposal of this matter did not necessitate a motion, Mayor
Weichhart requested the City Manager to report on this matter at a later meeting.
7. From Mrs. Irma Hageman, Oakland, requesting the City grant her a lease covering
a strip of land containing approximately three and one -half acres between the Golden
Gate Gun Club and the Naval Air Base for the purpose of erecting a lunch room lockers
and bar.
The City Manager said he had instructed Mrs. Hageman, when she approached him regard-
ing the desired lease, to make a formal request to the Council and that investigation
would be made of the advisability of allowing such an occupation. At the request of
the Mayor, the City Manager said he would make this investigation and report back to
the Council.
8. From the Housing Committee of the Alameda Chamber of Commerce, submitting a report
addressed jointly to the City Planning Board and the City Council regarding zoning and
housing problems in the City of Alameda. As copies of this report had been sent to
each member of the Council, and there were no objections, the report was referred to
the Committee of the Whole.
ORAL COMMUNICATIONS:
9. Mr. Frank Gottstein addressed the Council regarding the congestion and obstruc-
tion of traffic from Alameda at the Oakland entrance of the Posey Tube and requested
the City Manager to make an investigation as to what remedy could be found for this
condition.
Mr. Gottstein also spoke on the heavy traffic on Webster Street and made the suggestion
that one of the adjacent cross -town streets - possibly 8th Street - could be used as a
thoroughfare over which to divert a portion of the traffic now using Webster Street.
Councilman Godfrey stated he thought this was a good suggestion but believed it would
be quite a problem to successfully bring this plan into operation.
Mr. Gottstein then spoke about the new proposed subaqueous tunnel and stated he, and
many others in the City, would favor the construction of a high bridge similar to
Park Street Bridge rather than a tube.
At the Mayor's request, the City Manager gave a brief resume of the transportation
situation to date, what has been accomplished and what the community may expect in
the near future, stating that there must be a unified interest and purpose in attain-
ing either the bridge or tube and any solution can be realized only by the combined

efforts of all the various groups, and the project would have to receive the support of
the Federal Government as well as that of the State.
Councilman Godfrey stated he was not surprised that an inquiry had been made regarding
the progress of the plan for a tube or bridge. He feels that all effort must be
strengthened as soon as possible towards an ultimate solution and he is glad to see the
possible construction of a bridge becoming more active in the discussion.
Councilman Morris stated a bridge has been generally considered the most desirable of
the two types of construction by many people but various factors of opposition necessi-
tated concentration on the construction of the tube. Councilman Morris then said he
thought the suggestion of Mr. Gottstein regarding the routing of traffic away from
Webster Street - possibly over 8th Street and HaightAvenue - is a good one and that
possibly something could be worked out along that line.
The City Manager stated he would investigate this possibility and what would be advis-
able. The City Manager also stated he would investigate the congestion of traffic
coming from Alameda at the Oakland entrance of Posey Tube and would contact the neces-
sary authorities concerned with such a problem.
REPORTS OF COMMITTEES:
10. From the City Manager, recommending that contract for furnishing rock, sand and
concrete mix to the City of Alameda for the fiscal year 1940 -41 be awarded to Powell
Bros., Inc. at prices as stated in their bid. Councilman Morris moved that the recom-
mendation of the City Manager be adopted and that check be returned to the unsuccessful
bidder, seconded by Councilman Godfrey and on roll call carried by the following vote.
Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None.
Absent: Councilman Carrington, (1).
11. From the City Manager, recommending that the galvanized chain link fence installed
by the California Wire Cloth Corporation at Lincoln Park be accepted and the work be
paid for according to terms of the contract. Councilman Maurer moved that the recom-
mendation of the City Manager be approved, seconded by Councilman Godfrey and on roll
call carried by the following vote. Ayes: Councilmen Godfrey, Maurer, Morris and
President Weichhart, (4). Noes: None. Absent: Councilman Carrington, (1).
12. From the Public Utilities Board, attaching copy of Resolution No. 423, adopting
budget of the Department of Public Utilities for the fiscal year ending June 30, 1941.
There being no objections, the communication and resolution were referred to the Com-
mittee of the Whole.
13. From the City Planning Board, recommending reclassification of the southeast cor-
ner of Everett Street and Webb Avenue, from Residential District, Class I, to Residen-
tial District, Class lt, to permit remodelling into a two - family dwelling.
Councilman Maurer moved that the recommendation of the City Planning Board be adopted,
seconded by Councilman Morris and on roll call carried by the following vote. Ayes:
Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes: None.
Absent: Councilman Carrington, (1).
Councilman Godfrey inquired if he were right in assuming that the proposed use would
be permitted under the new survey plan and was assured that even a less restricted use
would be allowed in the district.
14. From Mayor Weichhart, nominating Mr. W. T. Johns to the office of member of the
Library Board for a term commencing July 1, 1940 and expiring June 30, 1945. There
being no objections, the matter was referred to "Resolutions."

Board of Education for the City of Alameda for a term commencing July 1, 1940, and

18. From Mayor Weichhart, nominating Mr. Irving Coen to the office of member of Public
Utilities Board of the City of Alameda for a term commencing July 1, 1940 and expiring

The City Manager explained that petitions had been received for restricting parking
on Park Street between San Antonio and San Jose Avenues and also that the ordinance
next to be introduced regarding stop signs at the intersection of Oak Street and
San Jose Avenue was the result of numerous minor accidents occurring at the inter-
section of Oak Street and San Jose Avenue and Buena Vista Avenue and Pearl Street.

NEW BUSINESS:
23. The City Manager requested permission to sell the City Auditor's automobile for
the sum of $200.00 as it will be necessary to replace his car this year and it is
planned the Auditor will take over the old Buick automobile formerly used by the City
Manager at a price of $400.00.
Councilman Maurer moved that the recommendation of the City Manager be adopted and
the City Manager be authorized to sell the Auditor's automobile for the sum of $200.00
and permit the use of the Buick automobile by the Auditor, at a sum of $400.00. The
motion was seconded by Councilman Godfrey and on roll call carried by the following
vote. Ayes: Councilmen Godfrey, Maurer, Morris and President Weichhart, (4). Noes:
None. Absent: Councilman Carrington, (1).
24. The City Manager requested that he be given permission to take one week of his
vacation the first week in July. Councilman Morris moved that the request of the
City Manager be approved, seconded by Councilman Maurer and on roll call carried by

The City Manager addressed the Council, giving the status of the Sewage Disposal
Survey to date and telling what had been accomplished and what could be expected in the

41. The City Manager requested that the Council adjourn this meeting to meet in ad-
journed regular meeting on Tuesday evening, June 25, 1940, to take care of matters
necessitating attention before the end of this present fiscal year.

42. An itemized list of claims against the City of Alameda and the several departments'
thereof in the total amounts as follows, was presented to the City Council: General
Departments, $7,473.81; Police Department, $473.80; Civil Service Department, $0.93;

Health Department, $301.97; Recreation Department, $134.97; Park Department,

Councilman Godfrey moved that the claims and bills against the City in the amounts
listed and itemized in the List of Claims filed with the City Clerk on June 18, 1940,
and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Morris and on roll call carried by the following vote, Ayes:

43. Councilman Maurer moved, seconded by Councilman Morris, that the Council adjourn
