HELD TUESDAY EVENING, JULY 2 ------ 1240
The meeting convened at 8:00 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
The roll was called and Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5), were noted present.
MINUTES:
1. The minutes of the regular meeting held June 18, 1940, and the adjourned regular
meeting held June 25, 1940, were approved as transcribed.
WRITTEN COMMUNICATIONS:
A letter, dated June 28, 1940, was presented from the Alameda Woman's Improvement
Club, Inc., protesting the requested reclassification of property in the Bay View
Tract from Residential District, Class I, to Business District, Class III. The proper-
ty in question is situated on the south line of Pacific Avenue between Santa Clara and
Central Avenues. There being no objections, the communication was referred to "Reports
of Committees".
OPENING OF BIDS:
3. Bid was opened from the Alameda Times-Star for legal advertising for the City of
Alameda for the fiscal year ending June 30, 1941, as follows:
Per square of 234 ems set in solid six-point
nonpareil measurements:
For the first insertion at the rate of - $1.50 per square.
For the second insertion at the rate of $1.00 per square.
For the third and subsequent insertions
at the rate of - - $0.75 per square.
The bid was referred to the City Attorney for examination and upon being found in
proper form, Councilman Maurer moved the bid of the Alameda Times-Star for legal ad-
vertising be accepted and contract awarded. The motion was seconded by Councilman
Morris and on roll call carried by the following vote. Ayes: Councilmen Carrington,
Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
REPORTS OF COMMITTEES:
From the Auditor and Assessor, submitting assessment figures for the City of
Alameda for the year 1940, showing an increase in the real estate rolls of $409,500.00.
T ere being no objections, the communication was referred to the Committee of the Whole.
5. From the City Planning Board, recommending that petition for the reclassification
of the south line of Pacific Avenue between Santa Clara and Central Avenues, being
Lots 15, 16, 17, 18 and 19 in Block 6, Bay View Tract, be denied. This reclassifica-
tion proposes to change this prorerty from Residential District, Class I, to Business
District, Class III, to permit the establishment of a retail commercial center.
Councilman Morris moved that the recommendation of the City Planning Board be approved,
seconded by Councilman Carrington and on roll call carried by the following vote.
Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5).
Noes: None. Absent: None.
6. From the City Planning Board, approving the resolution of intention of the City
Council to change zone on the Council's own motion of the northwest corner of Van Buren
and High Streets from Business District, Class V, to Residential District, Class 1 3/4.
Councilman Morris moved that this matter be continued until the next regular meeting
of the Council, seconded by Councilman Carrington and on roll call carried by the
following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President
Weichhart, (5). Noes: None. Absent: None.
UNFINISHED BUSINESS:

7. Councilman Godfrey asked if the City Manager had heard anything further from cer-
tain Oakland officials regarding congestion at the Oakland entrance of Posey Tube which
handicaps progress of traffic to Oakland from Alameda, to which the City Attorney re-
plied he knew nothing more about the matter at this time.

8. Councilman Morris inquired of the City Attorney regarding complaint made by Mrs.
Frank Cresstetto concerning lumber being dumped on a lot on Brush Street which is in
a residential district and requested the City Attorney to investigate,
. Councilman Maurer inquired about a truck and certain materials apparently dumped
tored at a spot at Encinal Avenue and Fernside Boulevard.

10. Councilman Morris asked the nature of the structure on Work Street near the en-
trance of the Bethlehem Steel Corporation and was informed it was strike headquarters.

RESOLUTIONS:
11. Councilman Carrington introduced and moved the adoption of
"Resolution No. 2300
Transferring $955.60 From the General Fund to the
Initiative Relief Fund."
Councilman Godfrey seconded the motion and on roll call carried by the following vote.
Ayes: Councilman Carrington, Godfrey, Maurer, Morris and President Weichhart (5).
Noes: None. Absent: None.
ORDINANCES FOR PASSAGE:
12. "Ordinance No.
New Series
Reclassifying Property
(Northwest Corner Van Buren and High Streets)."
There being no objections, action on this ordinance was continued until the next
regular meeting of the Council.

New Series
Adding Section 17-344 to the Alameda Municipal
Code, Establishing Fifteen Minute Parking Limits."
Councilman Godfrey moved the ordinance as read be adopted, seconded by Councilman
Carrington and on roll call carried by the following vote. Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhar (5). Noes: None.
Absent: None.

BILLS:
16. An itemized list of claims against the City of Alameda and the several depart-
ments thereof in the total amounts as follows, was presented to the City Council:
General Departments, $351.05; Golf Course Department, $298.96; Social Service
Department, $113.25; Initiative Relief Fund, $109.00.
Councilman Godfrey moved that the claims and bills against the City in the amounts
listed and itemized in the List of Claims filed with the City Clerk on July 2, 1940,
and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Morris and on roll call carried by the following vote. Ayes:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes:
None. Absent: None.
17. There being no further business to come before the Council the meeting ad-
journed to meet in regular session on Tuesday evening, July 16, 1940, at 8:00 o'clock
