1940-09-03 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY. EVENING, SEPTEMBER 3, - - 1940 The meeting convened at 8:00 o'clock P.M. with President Weichhart presiding. ROLL CALL: The roll was called and Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting held August 20, 1940, were approved as trans - cribed. WRITTEN COMMUNICATIONS: 2. A communication was presented from the Alameda County Taxpayers' Association, Inc., commending the Council on the reduction of Alameda City tax rate for the fiscal year 1940 -1941 from $1.66 to $1.58 per hundred dollars of assessed valuation. There being no objection, the communication was ordered filed. Councilman Morris inquired of Councilman Carrington, as a member of the Alameda Chamber of Commerce, what publicity the City might expect from such an action. Councilman Carrington replied the Chamber of Commerce has taken no official recognition of the matter as the tax rate will not be finally adopted by the City until this meeting. 3. Mr. Frank A. Gottstein had written a letter to the Council referring to trans- portation service between Alameda and San Francisco, and urging the installation of a municipal ferry system between these two cities. At this point Mayor Weichhart requested the City Manager to make a report regarding progress being made in the solution of Alameda's transportation problem. The City Manager stated that for the past few months he has been working with engineers of the Key System and the Railroad Commission in seeking possible methods of transportation for the City of Alameda. The several plans under consideration have been based on the results of the hearings held in the Eastbay area and San Francisco. At this time, the City Manager said, he can definitely announce the proposals for transportation serving Alameda will be made some time within the next thirty days and, possibly, before the first of October. Both the Kay System and the engineers of the Railroad Commission are working on various plans. There is no doubt that whatever plan is acceptable and found feasible by the Railroad Commission, and which is also acceptable to the City cf Alameda, will be put into effect. It was evident in the early part of the hearings that an order for abandonment of the present service would be allowed. This first step has now been taken, but no definite action by either the Key System or the Railroad Commission engineers can be taken until such time as the order for abandonment was issued by the Railroad Commission and the Inter -State Commerce Commission. The final authorization for abandonment will not be signed, however, until such time as a substitute method of transportation has been approved and is ready to be put into service. This will probably take place before January 1, 1941. The City Manager also reported on traffic, at the Oakland entrance to Posey Tube, stat- ing he has attended a meeting of the engineers of the Oakland Traffic Committee and that they have taken recommendations made previously by Councilman Morris and others submitted to them during the last year. Some changes will be made in the handling of traffic at this point after September 10, 1940. These changes will depend upon the kind of service finally adopted by the Cities of Alameda and Oakland with regard to trans -bay transportation. If a plan is adopted whereby the trains on 7th Street are eliminated, or service reduced, it would have a very definite bearing on traffic at the Oakland entrance to Posey Tube. The changes put into action on or after September 10 will at least temporarily take care of this congestion until such time as a perma- nent solution can be determined. The communication from Mr. Gottstein was then ordered filed. ORAL COMMUNICATIONS: 4. Mr. Gottstein addressed the Council regarding transportation. Mr. C. C. Howard and Mr. Ben Lamborn spoke regarding transportation and reduction of tax rate. HEARINGS: 5. Hearing was continued on the request of the Building Inspector that temporary revocable permit be revoked, which permit was granted to Mrs. Pauline A. Carver to use premises known as 1617 Central Avenue as a boarding house. A letter was presented. from the Building Inspector requesting the complaint be dismissed as the necessary installations are now being made. Councilman Godfrey moved that the recommendation of the Building Inspector be approv- ed and the complaint be dismissed, seconded by Councilman Maurer and on roll call carried by the following vote: Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 6. The matter of the closing of portions of Clay Street and Fillmore Street, under proceedings initiated by Resolution of Intention No. 2503, was presented for hearing. Mr. J. J Grodem opposed the closing of Clay Street between Post and Peach Streets. Mr. Fred Linderman spoke in opposition to the closing of Fillmore Street between Peach and Market Streets. Mr. Frank Correia and Mrs. Cook addressed the Council in favor of the closing of Fillmore Street. After discussion, Councilman Godfrey moved the hearing be continued until an adjourned regular meeting of the Council to be held Tuesday afternoon, September 10, 1940. The motion was seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. REPORTS OF C OMMITTEES : 7. The Mayor, City Manager and Auditor reported on count of money held August 21, 1940,. stating that the amount of $505,702.57 was at that time in the City Treasury.. There being no objections, the report was ordered filed. vi 8. From the City Manager, outlining plans for the improvement of the Park and Recrea- tion system for the fiscal year. There being no objections, the communication was ordered filed. The City Manager verbally explained more in detail various plans for the improvement of the parks. 9. From the City Manager, recommending the City Attorney, City Clerk, Personnel Technician and City Manager be authorized to represent the City of Alameda at the annual meeting of the League of California Cities to be held in San Diego, September 16 to 19, inclusive. After discussion, Councilman Maurer moved the City Attorney, City Clerk and the Per- sonnel Technician be authorized to attend the above mentioned convention. The motion was seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 10. From the City Manager, requesting that he be authorized to represent the City of Alameda at the annual meeting of the International City Managers' Association to be held in Colorado Springs, September 23 to 26, inclusive. Councilman Morris moved that the City Manager's recommendation be approved, seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. NEW BUSINESS: 11. Councilman Morris presented to each member of the Council for his consideration an itemization of the votes cast and miscellaneous cost data of the various special and general municipal elections held in the City of Alameda since the year 1925, stating he intended at a later date to present a resolution to change the date of the general muni- cipal elections from March of each odd numbered year as the Charter now provides, to the time of the State general elections held in November every even numbered year. RESOLUTIONS: 12. The following resolution was introduced by Councilman Carrington, who moved its adoption: "Resolution No. 2515 Authorizing Performance and Completion of a Project for the Improvement of Main Street and Atlantic Avenue in the City of Alameda and Directing the City Clerk to Advertise for Sealed Bids." The motion to adopt said resolution was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor de- clared said resolution duly adopted and passed. 13. The following resolution was introduced by Councilman Maurer, who moved its adoption. "Resolution No. 2516 Approving and Adopting a Budget for the Fiscal Year 1940 -1941; Appropriating Certain Moneys for the Expenditures Provided in Said Budget for Said Fiscal Year, and Ratifying Certain Expenditures Heretofore Made." The motion to adopt said resolution was seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Carrington, who moved its adoption. "Resolution No. 2517 Fixing the Rate and Levying a Tax on all Real and Personal Property in the City of Alameda for the Fiscal Year 1940 -1941 and Apportioning the Same Among the Several Funds of the City." The motion to adopt said resolution was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 15. The following resolution was introduced by Councilman Morris who moved its adoption: "Resolution No. 2518 Establishing Certain Positions of Employment in the City of Alameda and Fixing the Salaries and Rates of Compensation for Such Positions and For all Charter Officers and Positions Under the Jurisdiction of Said City." The motion to adopt said resolution call carried by the following vote. Morris and President Weichhart, (5) Mayor declared said resolution duly was seconded by Councilman Carrington and on roll Ayes: Councilmen Carrington, Godfrey, Maurer, . Noes: None. Absent: None. Thereupon the adopted and passed. 16. The following resolution was introduced by Councilman Carrington, who moved its adoption: "Resolution No. 2519 Authorizing the Deposit of Public. Funds in Active and Inactive Deposits in Certain Banks." The motion to adopt said resolution was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor de- clared said resolution duly adopted and passed. 17. The following resolution was introduced by Councilman Carrington, who moved its adoption: "Resolution No. 2520 Authorizing Execution of Contract with the Alameda Chamber of Commerce for Advertising for the Fiscal Year Ending June 30, 1941." The motion to adopt said resolution was seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. ORDINANCES PASSED: 18. "Ordinance No. 731 New Series An Ordinance Amending Section 17 -431 of the Alameda Municipal Code by Adding Subdivision (14) Thereto." Councilman Morris moved that the ordinance as read be adopted. The motion was seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Coun- cilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 19. "Ordinance No. 732 New Series An Ordinance Amending Section 17 -344 of the Alameda Municipal Code." Councilman Carrington moved that the ordinance as read be adopted. The motion was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. FILING: 20. Final Budget of the City of Alameda for fiscal year 1940 -41. 21. Specifications and Provisions for improvement of Main Street and Atlantic Avenue. 22. Form of Contract between the Alameda Chamber of Commerce and City of Alameda, covering advertising. i?) 4 BILLS: 23. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $4,351.02; Police Department, 8111.50; Civil Service Department, $53.39; Pound. Department, $60.58; Fire Department, 127.66; Street Department, $794.54; Health Department, $37.58; Recreation Departm 04 ent, 3.20; Park Department, $291.27; Golf Course Department, $120.23; Store Department, $333.81; Social Service Department; $147.25; Initiative Relief Fund, $59.50; East Bay Municipal Utility District, $2,305.49. Councilman Maurer made a motion that the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on September 3, 1940, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Carrington and on roll call carried by the fol- lowing vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None. 24. Councilman Maurer moved that this meeting adjourn to meet in adjourned regular session on Tuesday afternoon, September 10, 1940, at 5:00 o'clock P. M.
