M. with Vice - President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Carrington and Maurer and Vice - President Godfrey, (3), were noted present. Absent: Councilman Morris and President Weichhart, (2) . MINUTES: 1. The minutes of the regular meeting of September 17, 1940, were approved as trans- cribed. ORAL COMMUNICATIONS: 2. The City Manager reported on the progress of various improvements and projects in the City of Alameda as follows: The new sewer which is being installed on Pearl Street has been completed from Central Avenue running north to a point past Buena Vista Avenue; the new highway to the Naval Air Base was begun on Monday, September 30, and the rock base on the improvement of Atlantic will be finished by the end of this week; most of the grading has been done on Main Street between the Belt Line Railroad and the north line of the Naval Air Base property; at Longfellow Park, the new recreation building is open; at McKinley Park, the turf on the stadium field has been sand covered. d 3. The City Manager spoke regarding the congestion of traffic in Posey Tube, saying that on Friday, October 4, he expects to meet with numerous officials of the City of Oakland, including City Manager Hassler, the Chief of Police of Oakland, Mr. Marr, Planning Engineer, and the Alameda Chief of Police, Vern Smith, to go over all facts of this situation. Thereafter, recommendations will be made to the Councils of the Cities of Oakland and Alameda for the establishing of several regulations for future traffic control in the Tube and on both sides of the Tube entrances. 4. The City Manager also explained regarding the present status of the proposed Subaqueous Tube under the Estuary, saying he expects to contact a representative of the Federal Government in the near future with the object of carrying the matter on to the Government's attention which he hopes will culminate in some kind of Federal action; that with the combined support of the City of Oakland, County Board of Super- visors and other commercial organizations, the matter can be brought to a head within the next two or three months. Mr. Frank Gottstein addressed the Council with regard to the failure of the Board of Supervisors to place the proposed Subaqueous Tube bond issue on the November 5, 1940, general election ballot. REPORTS OF COMMITTEES: J 6. From the Building Inspector, requesting the Plumbing Inspector, Mr. A. R. Cranston, be allowed to attend the Annual Convention of the Pacific Coast Plumbing Inspectors' Association to be held in San Jose, October 10 to 12 inclusive, and a sum not to ex- ceed $50.00 be allowed to defray expenses. Councilman Carrington moved that the request be granted; to allow the Plumbing In- spector to attend this Convention but the sum allowed to defray expenses not to ex- ceed $25.00. The motion was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Carrington and Maurer and Vice - President Gdfrey, (3) Noes: None. Absent: Councilman Morris and President Weichhart, (2). 7. From the Building Inspector, regarding violation by the Standard Beverage Company of regulations of the Alameda Municipal Code governing the erection and maintenance of roof signs. There being no objections, this communication was referred to the City Attorney. 8. From the City Attorney, recommending that fee of $2,00 which had been paid for permit to build a garage at 1715 Lincoln Avenue be refunded to Metropolitan Realty Company. This permit was cancelled by the Building Inspector after it was learned that the proposed construction violated City ordinances. Councilman Maurer moved that this fee be returned to the Metropolitan Realty Company, seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington and Maurer and Vice- President Godfrey, t3 ?. Noes: None. Absent: Councilman Morris and President Weichhart, (2). NEW BUSINESS: 9. Councilman Maurer stated that as many requests have been received for the large blue -line zone maps which are a part of Ordinance No. 725, New Series, he would move the City Clerk be authorized to procure the necessary supply of these maps and sell them to persons desiring sets for the sum of $2.50 per set. The motion was seconded by Councilman Carrington and unanimously carried. J 10. Councilman Maurer stated that, likewise, many requests had been received for printed copies of the new zone Ordinance, No. 724, New Series and Ordinance No. 725, New Series, which contains the zone maps and he would move that the City Clerk be authorized to procure a supply of these printed in pamphlet form and sell them for the sum of twenty -five cents per copy. The motion was seconded by Councilman Carrington and unanimously carried. v 11. Councilman Carrington asked the City Attorney if he had any information regard- ing regulations of bicycles, to which the City Attorney replied he had quite a file on the subject and explained to the Council some of the regulations that were incor- porated in ordinances of various cities and also some of the proposed regulations he hoped to be able to embody in a bicycle ordinance for this City. 12. The City Attorney requested that he be permitted to take his annual vacation of two weeks beginning October 14, 1940. Councilman Maurer moved the City Attorney be granted permission to take his annual vacation at the time requested, seconded by Councilman Carrington and unanimously carried. RESOLUTIONS: 13. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2526 Adopting Specifications for Furnishing One Steel Cab 1/2 Ton Pick -Up Truck to the City of Alameda, Calling for Bids nd Directing the City Clerk to Advertise the Same.' The motion to adopt said resolution was seconded by Councilman Carrington and upon roll call carried by the following vote. Ayes: Councilmen Carrington and Maurer and Vice - President Godfrey, (3). Noes: None. Absent: Councilman Morris and President Weichhart, (2). Thereupon, Vice - President Godfrey declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Carrington, who moved its adoption: "Resolution No. 2527 Adopting Specifications for Furnishing Two Steel Cab 1 Ton Dump Trucks to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." The motion to adopt said resolution was seconded by Councilman Maurer and upon roll call carried by the following vote. Ayes: Councilmen Carrington and Maurer and Vice - President Godfrey, (3). Noes: None. Absent: Councilman Morris and President Weichhart, (2). Thereupon, Vice- President Godfrey declared said resolution duly adopted and passed. FILING: 15. Specifications - 12 Ton Steel Cab Pick -Up Truck - Street Department. 16. Specifications - 1 Ton Steel Cab Dump Trucks - Street Departmel t. 17. Auditor's Balance Sheet - Month ending September 30, 1940. BILLS: 18. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, $872.12; Police Department, $381.13; Civil Service Department, $139.85; Pound Department, $11.40; Fire Department, $166.23; Street Department, $854.15; Health Department, $54.77; Golf Course Department, $981.97• Park Department, $752.05; Recreation Department, $87.35; Social Service Department, $234.69; Store Department, $239.00; Initiative Relief Fund, $108.50; Street Improvement Fund $646.82; Gas Tax Fund No. 2, $14.71; East Bay Municipal Utility District Fund, 2,298.53. Councilman Maurer moved, seconded by Councilman Carrington, that the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on October 1, 1940, and presented to the Council at this meeting, be allowed and paid. On roll call the motion carried by the following vote. Ayes: Councilmen Carrington and Maurer and Vice - President Godfrey, (3). Noes: None. Absent: Councilman Morris and President Weichhart, (2). 19. Councilman Maurer moved, seconded by Councilman Carrington, that the Council adjourn to meet in adjourned regular session on Tuesday afternoon, October 8, 1940, at 5:00 o'clock P. M.
