The meeting convened at 8:00 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
The roll was called and. Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting of October 1, 1940, and the adjourned regular
meeting of October 8, 1940, were approved as transcribed.
WRITTEN COMMUNICATIONS:
2. A communication was presented from Mrs. A. J. and. Albert James Rice, requesting
an additional extension of six months' time in which to remodel property known as
1019 Morton Street into a two-family dwelling. This property was reclassified from
Residential District, Class I, to Residential District, Class 1 3/4, on October 10,
1939, and a former request for a six months' extension of time was granted on April
16, 1940.
Upon advice from the office of the City Attorney that the new Zone Ordinance, No. 724,
New Series, which is now in effect, will not permit the requested extension, Council-
man Godfrey moved the request be denied. The motion was seconded by Councilman Morris
and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey,
Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
ORAL COMMUNICATIONS:

3. The City Manager reported to the Council on progress being made of traffic survey
in Posey Tube and proposed plans for routing traffic around the rear of the Alameda
entrance to the Tube so that there will be no cross traffic on Webster Street at this
point. He also reported on the cooperation being received from the Naval Air Station
with regard to its endeavor to change the shifts of workmen in order that automobiles
and trucks going to and from the Naval Air Station will not coincide with the present
"peak" traffic load now going through the Tube.
4. Mr. Frank Gottstein addressed the Council with regard to traffic and transporta-
tion matters.

Councilman Godfrey moved the bids be referred to the City Manager for his study
and recommendation, seconded by Councilman Carrington and unanimously carried.

There being no objections, the bids were referred to the City Manager and Miss Jackson
of the City Attorney's office for study and recommendation.
REPORTS OF COMMITTEES:

7. From the City Manager, recommending that the E. K. Taylor Eucalyptus Tree, located
at the corner of Park and. Central Avenues be removed. This tree is now dead and is
considered a definite hazard to adjoining property.
Councilman Morris moved the recommendation of the City Manager be adopted, seconded by
Councilman Carrington and on roll call carried by the following vote. Ayes: Council-
men Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.

8. From the City Manager, recommending Otto Rittler be authorized to represent the
City of Alameda at the Annual Round. Table Conference for Public Recreation Executives
of California, which will be held in Bakersfield, November 8 and 9, and that the sum
of $25.00 be appropriated for expenses.
Councilman Godfrey moved the recommendation of the City Manager be adopted, seconded by
Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen
Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.
ORDINANCES INTRODUCED:
9. The following ordinance was introduced by Councilman Maurer, after which it was
laid over under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Repealing Subdivision (1) of Section
17-342i of the Alameda Municipal Code and Amending
Section 17-341 Thereof by Adding Thereto Subdivi-
sions (14), (15) and (16)."
NEW BUSINESS:
10. Councilman Carrington stated that at the last meeting of the Council the turning
of traffic to the right against a red traffic signal had been informally discussed,
and asked the City Manager to report at this time, whether or not in his opinion, this
change would be advisable.
The City Manager explained it was his belief the installation of traffic regulations
permitting right-hand turns against stop lights and allowing no left-hand turns at
specified intersections, would not be advisable at present. The matter is being in-
vestigated further and a report will be made to the Council at an early date.
After discussion Mayor Weichhart requested the City Manager to confer further with the
Chief of Police and submit his recommendation as soon as possible.
11. The City Clerk requested permission to take her annual vacation beginning October
28, 1940. On motion of Councilman Maurer, seconded by Councilman Godfrey and unani-
mously carried, the request was granted.
12. At this point, the City Manager recommended to the Council that contract for fur-
nishing two 1A- Ton Dump Trucks be awarded to F. H. Dailey Motor Company, the low bidder,
at the price of $1,964.30 which was the amount submitted in its bid.
Councilman Maurer moved the recommendation of the City Manager The adopted and the bid
checks be returned to the unsuccessful bidders. Councilman Carrington seconded the
motion and on roll call carried by the following vote. Ayes: Councilmen Carrington,
Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None. Absent: None.
13. The City Manager recommended to the Council that contract for furnishing to the
City of Alameda one 1/2 Ton Pick-Up Truck be awarded to the International Harvester
Company, the low bidder, at the price of $535.38, as submitted in its bid. Councilman
Maurer moved the recommendation of the City Manager be adopted and checks be returned
to the unsuccessful bidders, seconded by Councilman Morris and on roll call carried by
the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and. Presi-
dent Weichhart, (5). Noes: None. Absent: None.
RESOLUTIONS:
14. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2530
Adopting Specifications for Furnishing One New, 1941
Model, Steel Cab 1 Ton Dump Truck to the City of
Alameda, Calling for Bids and Directing the City Clerk
to Advertise the Same.""
The motion to adopt said resolution was seconded by Councilman Carrington and on roll
call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer,
Morris and President Weichhart, (5). Noes: None, Absent: None. Thereupon the
Mayor declared the resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2531
Adopting Specifications for Furnishing Sixteen Inch,
Class A, Bell and Spigot, Cast Iron Water Pipe and
Fittings, to the City of Alameda, Calling for Bids
and Directing the City Clerk to Advertise the Same."
The motion to adopt said resolution was seconded by Councilman Carrington and on roll
call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer,
Morris and President Weichhart, (5). Noes: None. Absent:, None. Thereupon, the
Mayor declared said resolution duly adopted and passed.
16. The following resolution was introduced by Councilman Carrington, who moved its
adoption:
"Resolution No. 2532
Endorsing Application of Transcontinental & Western
Air, Inc., to Amend its Present Route to Include
San Diego, El Centro, Phoenix, Oklahoma City, Tulsa
and Joplin to its Transcontinental System."
The motion to adopt said resolution was seconded by Councilman Maurer and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris
and President Weichhart, (5). Noes: None. Absent: None. Thereupon, the Mayor de-
clared said resolution duly adopted and passed.
17. The following resolution was introduced by Councilman Carrington, who moved its
adoption:
"Resolution No. 2533
Endorsing Application of Transcontinental & Western
Air, Inc., to Add to its.Present Route the Cities
of Lubbock, Abilene, Fort Worth, Dallas, Austin and
Houston in the-State of Texas."
The motion to adopt said resolution was seconded by Councilman Maurer and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris
and President Weichhart, (5). Noes: None. Absent: None. Thereupon, the Mayor de-
clared said resolution duly adopted and passed.
18. At this point, Councilman Morris asked to be excused from the meeting.
19. The following resolution was introduced by Councilman Godfrey, who moved its
adoption:
"Resolution No. 2534
Adopting Specifications for Furnishing One New, 1941
Model, Steel Body Ambulance to the City of Alameda,
Calling for Bids and Directing the City Clerk to
Advertise the Same."
The motion to adopt said resolution was seconded by Councilman Carrington and on roll
call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer,
and President Weichhart, (4). Noes: None., Absent: Councilman Morris, (1). There-
upon, the Mayor declared said resolution duly adopted and passed.

Councilman Maurer moved the ordinance as read be adopted, seconded by Councilman

ton, Godfrey, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman
Morris, (1).
g2. Mr. Albert J. Rice and Mrs. A. J. Rice addressed the Council in further petition
of their request for an additional six months' extension of time in the matter of re-
modeling property known as 1019 Morton Street for duplex use, but was assured by the
Council that although it was in sympathy with the circumstances it is legally im-
possible under our present zone regulations to grant the desired extension of time.

29. An itemized list of claims against the City of Alameda and the several depart-
ments thereof in the total amounts as follows, was presented to the City Council:

$1,471.75; Health Department, $133.04; Recreation Department, $19.69; Park Depart-

Councilman Godfrey moved, seconded by Councilman Carrington, that the bills and claims
against the City in the amounts listed and itemized in the List of Claims filed with
the City Clerk on October 15, 1940, and presented to the Council at this meeting, be
allowed and paid. On roll call the motion carried by the following vote. Ayes:
Councilmen Carrington, Godfrey, Maurer and. President Weichhart, (4). Noes: None.
Absent: Councilman Morris, (1).
30. There being no further business to come before the Council, the meeting adjourned
to meet in regular session on Wednesday evening, November 6, 1940, at 8:00 o'clock P.M.
