1940-11-06 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD WEDNESDAY EVENING, NOVEMBER 6, 1940 The meeting convened at 8:02 o'clock P. M. with President Weichhart presiding. ROLL CALL: The roll was called and. Councilmen Carrington, Godfrey, Maurer, Morris and. President Weichhart, (5) , were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting of October 15, 1940, were approved as trans- cribed. WRITTEN COMMUNICATIONS: A letter and resolution concerning the inroads made by the W. P. A. agency into the building industry, were received from the General Contractors and Builders Asso- ciation of the East Bay and presented for the Council's consideration. Upon Council- man Maurer's suggestion, and there being no objections, the communication was ordered filed. 3. A notice was presented from the East Bay Division of League of California Cities, stating the next bi-monthly meeting of the League would be held. Friday evening, November 15, 1940, at 7:00 o'clock P. M., in Concord. Mayor Weichhart urged all to attend who could do so and requested the City Manager to make the necessary reservations with the Secretary of the League. The notice was ordered filed. 1.7 4. A letter was read from the Kiwanis Club of Alameda, expressing appreciation for the splendid spirit of cooperation shown them by the Council and the personnel of various departments in making the annual Hallowe'en party for the children of Alameda such a great success. There being no objections, the communication was ordered filed. 5. From the Alameda Chamber of Commerce, with regard to the proposed restriction of truck traffic through Posey Tube, urging the Council give serious consideration to the matter before any definite action is taken. Councilman Morris stated that Mr. D. L. Dullum, Vice President of Encinal Terminals was present and requested he be allowed to speak concerning this question. Mr. Dullum stated he would like to submit a letter to the Council, presenting the views of his company pertinent to the contemplated restriction of trucks in Posey Tube. Mr. A. B. Moffitt, representing the Associated Oil Company, addressed the Council, re- questing a date be set for hearing on the matter, at which time all companies interested could present their opinions on the subject. Mr. Dullum asked if he could submit his letter to the Council for discussion pending date of hearing which the City Manager accepted and requested the deputy City Clerk to make copies for members of the Council. The City Manager explained that the only reason for introducing the proposed ordinance at this time was to bring the matter officially before the Council for consideration and before any definite action is taken everyone will have an opportunity to present his viewpoint. The City Manager also stated another traffic survey is to be made on two different days of the coming week during the "peak" hours of traffic through the Tube which will bring the traffic data up to date. Hearing on this matter was set for Tuesday evening, November 19, 1940, and upon the suggestion of Councilman Carrington, communication from the Alameda Chamber of Commerce was then ordered filed. ORAL COMMUNICATIONS: 6. The City Manager recommended the Council request the City Manager, the Council and other City Officials of the City of Oakland to act jointly with the City of Alameda in putting forth added effort to secure Federal aid for another Estuary Tube. He stated the time was opportune for this action but it'would take full cooperation of all City and County organizations to bring about the desired result. Councilman Maurer moved the recommendation of the City Manager be adopted, seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Council- men Carrington, Godfrey, Maurer Morris and President Weichhart, (5) . Noes: None. Absent: None. 7. Councilman Morris asked the City Manager if the City of Oakland has completed its plans for handling the traffic on Harrison Street or if it is still working on the matter. Councilman Morris stated he noticed parking was still permitted on the East side of Harrison Street, which defeats the purpose of proposed regulations to expedite the flow of northbound traffic. The City Manager assured Councilman Morris the matter was still under consideration and this traffic problem will ultimately be solved satisfactorily. Mr. Frank Gottstein spoke concerning traffic regulations at Oakland entrance to Posey Tube. OPENING OF BIDS: 9. Bids were presented and opened for furnishing an ambulance to the City of Alameda for use in the Health Department, as follows: Wm. L. Hughson Co., Inc. Accompanied by certified check in amount of Bill Wood Motor Co., Ltd. Accompanied by certified check in amount of $2,207.53 220.75 1,997.81 225.00 There being no objections, the bids were referred to the City Manager and City Attorney for their study and recommendation. 10. Bids were presented and opened for furnishing cast iron water pipe and fittings to the City of Alameda, as follows: American Cast Iron Pipe Company Accompanied by certified check in amount of United States Pipe and Foundry Co. Accompanied by cashier's check in amount of $1,500.00 1,500.00 There being no objections, the bids were referred to the City Manager and City Attorney for study and recommendation. 11. Bids were presented and opened for furnishing to the City of Alameda one li ton Dump Truck for use in the Golf Course Department, as follows: F. H. Dailey Motor Co. Accompanied by certified check in amount of Garland Chevrolet Co. Accompanied by certified check in amount of International Harvester Company Accompanied by certified check in amount of Yellow Truck & Coach Manufacturing Company Accompanied by cashier's check in amount of 915.55 91.53 999.00 100.00 910.53 120.00 983.66 100.00 There being no objections, the bids were referred to the City Manager and City Attorney for study and recommendation. REPORTS OF CO=TTEES: 12. The City Manager reported that November 20, is the date set for hearing before the Railroad Commission of the application of the Key System concerning change of route of their bus service to San Francisco. The proposed route will be north on Fernside Boulevard to Versailles Avenue, across Versailles Avenue to Lincoln Avenue and thence west on Lincoln Avenue. 13. Councilman Morris asked the City Manager if steps were being taken to remove the tracks as soon as the need for them is abolished. The City Manager stated it was origi- nally planned to start removing tracks at 8th Street and Lincoln Avenue but until such time as the Southern Pacific Company has moved its trains from Oakland, it will have to use the Alameda shops for repair work, so the removal of the tracks will be started at Sherman Street and. Encinal Avenue, travelling east. 1 . Mr. Gottstein asked the City Manager if the poles along these lines were to be entirely removed or just cut off even with the street, and he was informed they were to be absolutely removed. ORDINANCES INTRODUCTD: 15. Councilman Maurer introduced the following ordinance, after which it was laid over under provision of Law and the Charter: "Ordinance No. New Series Accepting Grant of Easement from Alameda Belt Line in and over Certain Lands for Highway Purposes." 16. Councilman Carrington introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending Section 17-344 of the Alameda Municipal Code by Adding Thereto Subdivisions (15) to (29) Inclusive." 17. Councilman Maurer introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series Amending Article 3, of Chapter 5, Title XVII of the Alameda Municipal Code by Adding Sections 17-5322 and 17-5323 Regulating Transportation of Flammable Liquids and. Explosives in Posey Tube." 18. Councilman Morris introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series Amending Article 3, of Chapter 5, Title XVII of the Alameda Municipal Code by Adding Section 17-5324 Prohibiting Certain Vehicles in the Posey Tube Dur- ing Certain Hours." RESOLUTIONS: 19. The following resolution was introduced by Councilman Morris, who moved its adoption: "Resolution No. 2535 Adopting Specifications for Furnishing One New 1941 Model, Steel Cab 1/2 Ton Pick-up Truck to the City of Alameda, Calling for Bids and Direct- ing the City Clerk to Advertise the Same." The motion to adopt said resolution was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and. President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 20. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2536 Accepting Grant of Easement from Alameda Belt Line in and over Certain Lands for Highway Purposes and Consenting to the Recordation Thereof." The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5) . Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. ORDINANCES PASSED: 21 "Ordinance No. 735 New Series An Ordinance Repealing Subdivision (1) of Section 17-3421 of the Alameda Municipal Code and Amending Section 17-341 Thereof by Adding Thereto Subdivi- sions (14), (15) and (16)." Councilman Godfrey moved the ordinance as read be adopted, seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5) . Noes: None. Absent: None. FILING: 22. An itemized list of claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, 0,533.22; Police Department, $376.28; Civil Service Department, $19.47; Pound Department, $4.29; Fire Department, $87.73; Street Department, $1,720.41; Health Department, $184.12; Recreation Department, 06.20; Park Department, 41,198.71; Golf Course Department, $1b3.53; Store Department, 4440.13; Social'Service Depar - ment, 1b9.79; Initiative Relief Fund, $189.50; Street Improvement Fund, $84.72; Gas Tax Fund, No. 2, $50.53. Councilman Maurer moved that the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on November 6, 1940, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Morris and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and. President Weichhart, (5). Noes: None, Absent: None. 31. Councilman Norris moved the meeting adjourn to meet in adjourned regular session on Friday afternoon, November 8, 1940, at 5:00 o'clock P. M.
