1941-01-07 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF TIM CITY OF ALAMEDA Hr!,D TUESDAY EVENING, JANUARY 7, 1941 The meeting convened at 8:00 o'clock P. 11. with Vice-President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Carrington, Maurer, Morris and Vice-President Godfrey, (4), were noted present. Absent: President ';leicLart, (1). MINUTES: 1. The minutes of the regular meeting of December 17, 1940, and the adjourned regular meeting of December 20, 1940, were approved as transcribed. WRITTEN C011/1UNICATIONS: 2. A communication was received from the Taylor's Appliance Shop, offering the sum of $15.00 for an accumulation of used electric heaters and an assortment of discarded light fixtures and parts. The City Manager recommended that this offer be accepted. Thereupon Councilman Maurer moved the City Manager be authorized to sell this.material to the Taylor's Appliance Shop for the price of $15.00. The motion was seconded by Councilman Morris and unani- mously carried. 3. From Nathan Samit, requesting a gratuitous license to sell floor coverings in the City of Alameda. Mr. Samit is an Alameda resident and a disabled World War Veteran. There being no objections, the petition was referred to the City Manager for recommen- dation. V 4. From the Central Council of East Bay Service and Improvement Clubs, Inc., submit- ting a resolution protesting the actions of the State Toll Bridge Authority, California State Railroad Commission and the City Councils of Oakland, Berkeley, Alameda and San Leandro, on the proposed abandonment of Interurban Electric Railway Company. There being no objections, the communication was ordered filed. ORAL COMMUNICATIONS: v 5. The City Manager announced he had received word that the bus transportation service from Alameda to San Francisco would begin on Saturday morning, January 18, 1941, and proper and complete steps are being taken to notify and acquaint the traveling public with all phases of this change in mode of transportation. The initial trip, which will carry members of the Council and guests, will officially open the service some time during Friday, January 17, 1941, and the Council will be notified later the exact hour the trip will start from Alameda. OPENING OF BIDS: 6. Bids were opened and read for furnishing one Four-Door Sedan to the City of Alameda for use in the Fire Department, as follows: From Bean & Cavanaugh Accompanied by certified check in amount of From Chaplin Motor Sales Company Accompanied by certified check in amount of From F. Bids were opened and read for furnishing one Combination Pumping Engine, Hose Carrier, Salvage Unit and Booster Pump Water Tank Assembly to the City of Alameda for use in the Fire Department, as follows: From Challenger Fire Equipment Accompanied by a certified check in amount of From Howard B. Van Pelt Accompanied by cashier's check in amount of $9,546.82 1,100.00 10,238.60 1,024.00 9,125.80 9,058.85 950.00 There being no objections, the bids were referred to the City Manager and Chief of Fire Department for study and recommendation. REPORTS OF COLSTITTEES: 8. An affidavit was presented from the City Manager and Chief of Police, stating that all moneys expended from the Police Secret Fund for the City of Alameda, during the period from June 30, 1940, to December 31, 1940, have been in accordance with the City Charter provisions and for no other purpose. There being no objections, the report was ordered filed. 9. From the City Manager, recommending that Dr. George Barry, City Milk and. Food. Inspector, be authorized to attend the annual short course for Milk Inspectors, to be held at the University of California at Davis this week. Also, that a sum not to ex- ceed '50.00 be appropriated for his expenses. Councilman Morris moved the recommendation of the City Manager be approved, seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Maurer, Morris and Vice-President Godfrey, (4). Noes: None. Absent: President Weichhart, (1). ORDINANCES INTRODUCED: 10. Councilman Carrington introduced the following ordinance, after which it was laid over under provision of Law and the Charter: "Ordinance No. New Series Repealing Section 12-121 of Article 2, Chapter 1, Title XII of the Alameda Municipal Code; Amending The Alameda Municipal Code by Adding to Article 2, Chapter 1, Title XII Thereof, Sections Numbered 12-121, 12-122 and 12-123, Regulating the Distri- bution of Handbills." 11. Councilman Maurer introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Repealing Sections 12-124, 12-125 and 12-126 of Article 2, Chapter 1, Title XII of the Alameda Municipal Code; Amending the Alameda Muni- cipal Code by Adding to Article 2, Chapter 1, Title XII Thereof Four New Sections Numbered 12-124, 12-125, 12-126 and 12-127, Regulating the Distri- bution of Handbills." NEW BUSINESS: • 12. Vice-President Godfrey stated that the Council is familiar with the difficulties now being experienced by the Board of Education with regard to its building program. What the exact status of the situation is, he does not definitely know, but believes the Council should be better informed concerning the matter and it occurs to him that perhaps an offer from the Council to cooperate with or help the Board of Education might have some bearing in bringing the matter to a satisfactory solution. Vice- President Godfrey stated further, it might be well to arrange a joint meeting with the Board of Education for a thorough discussion of this matter and asked for the opinions of the Council. Councilman Morris stated he believed it would be well to request the City Manager to confer with the members of the Board of Education that a joint conference might be arranged, and would so move. The motion was seconded by Councilman Carrington. Councilman Maurer said he did not feel qualified to discuss the subject but he felt, as did Vice-President Godfrey, that little was actually known of the details in the controversy. Councilman Carrington stated he felt steps should be taken to cooperate with the Board. of Education; that although this is a school matter, it effects all of Alameda. Vice-President Godfrey said his remarks were not in any way meant as a criticism of the Board of Education in this matter, but only a proffer of cooperation and suggested that Councilman Morris' motion include that the City Manager offer any personal services possible in solving this problem. This change was agreeable to both Councilmen Morris and Carrington. Roll was then called and the motion carried by the following vote. Ayes: Councilmen Carrington, Maurer, Morris and Vice-President Godfrey, (4). Noes: None, Absent: President Weichhart, (1). ORDINANCES PASSED: 13. "Ordinance No. 740 New Series AN ORDINANCE Repealing Sections 17-441 and 17-442 of Article 4, Chapter 4, of Title XVII of the Alameda Municipal Code and Adding to Article 4, Chapter 4, of Title XVII of the Alameda Municipal Code Two New Sections Numbered 17-441 and 17-442." Councilman Maurer moved the ordinance as read be adopted, seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Maurer, Morris and Vice-President Godfrey, (4) . Noes: None. Absent: President Weichhart, (1). 28 FILING: 14. BILLS: 21. An itemized list of claims against the City of Alameda and the several depart- ments thereof in the total amounts as follows, was presented to the City Council: General Departments, $9,697.24; Police Department, $322.34; Civil Service Depart- ment, $30.21; Pound Department, $16.48; Fire Department, $109.21; Street Depart- ment, $1,647.91; Health Department, $331.18; Recreation Department, $76.85; Park Department, $359.14; Golf Course Department, $2,264.63; Store Department, $266.72; Social Service Department, $328.71; Initiative Relief Fund, $75.00; Street Improve- ment Fund, $331.73; Gas Tax Fund-No. 2, $1,157.98; East Bay Municipal Utility District, $2,307.90. Councilman Morris moved, seconded by Councilman Carrington, that the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on January 7, 1941, and presented to the Council at this meeting, be allowed and paid. On roll call the motion carried by the following vote. Ayes: Councilmen Carrington, Maurer, Morris and Vice-President Godfrey, (4) . Noes: None. Absent: President Weichhart, (1). 22. There being no further business to come before the Council, the meeting ad- journed to meet in regular session on Tuesday evening, January 21, 1941, at 8:00 o'clock P. M.
