HELD TUESDAY EVENING, FEBRUARY 4, -------- 1941
The meeting convened at 8:00 o'clock P. M. with Vice-President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Carrington, Morris and Vice-President Godfrey,
(A, were noted present: Absent: Councilman Maurer and President Weichhart, (2).
MINUTES:
1. The minutes of the regular meeting of January 21, 1941, . were approved as trans-
cribed.
WRITTEN C MIMIC ATI ONS :
2. A communication was presented from J. H. Baxter & Co., recommending that another
tube be constructed between Oakland and. Alameda, supplementing the existing Posey Tube.
There being no objections, the communication was ordered filed.
3. From the Boy Scouts of America, commending the Council and all City Personnel
for their cooperation in attaining the high record of 1940. There being no objections,
the communication was ordered filed.
4. From the Alameda Improvement Club, recommending the Council grant the application
filed by Frank A. Gottstein for the reclassification of certain property on the east
• side of Ninth Street at the Bay Shore. There being no objections, this communication
was referred to "Reports of Committees",.where the matter would be further discussed..
5. A petition was presented, which was signed by twenty-nine tenants and owners of
Property in the vicinity, requesting that one hour parking zone be installed on Central
Avenue between Park Avenue and. Broadway and on Park Avenue between Central and Encinal
Avenues.
This petition was referred to the City Manager and Chief of Police for study and report.
6v. From the Peace Officers' Association of the State of California, submitting a
resolution recommending a minimum salary scale for police officers in cities with a
population of less than 50,000. There being no objections, the communication was
ordered filed.
7. From L. R. Borromeo, protesting the Pre ent transportation facilities between
Alameda and San Francisco on the "off-peak" hours. There being no objections, this
matter was referred to the Committee of the Whole.
Upon inquiry from Councilman Morris, the City Manager stated the Key System is contem-
plating through service from Alameda to San Francisco and anticipates the installation
of this service immediately after completion of the Railroad hearings to be held in
Oakland and. Berkeley.
. From Ford the Printer, Elster Printing Company, The Encinal Press and Alameda
Printing Company, protesting against Ordinances No. 741and 742, New Series, relat-
ing to the distribution of handbills. There being no objections, the communication
was ordered filed.
9. From Alameda Post No. 9, enclosing invitation to members of the Council to attend
its annual Americanism meeting, to be held February 14, 1941, in the Alameda Veterans'
Memorial Building. The Council was requested to take note of the date of this meeting
and the communication was ordered filed.
10. From Mr. Burnett Hamilton, tendering his resignation on account of ill health, as
a member of the Alameda County Mosquito Abatement District Board of Trustees.
Councilman Morris moved this resignation be accepted with regret, seconded by Council-
man Carrington and unanimously carried.
ORAL COMMUNICATIONS:
11, Mr. Ben Lamborn addressed the Council regarding transportation.
REPORTS OF COMMITTEES:
12. From the City Manager, recommending construction of the Pearl Street sanitary
sewer be performed by the City without contract and call for bids, as the work will
be a Works Progress Administration Project and can be more economically performed by
the City in this manner. There being no objections, the matter was referred to
"Resolutions".
13. From the City Manager, recommending that, as it is to be a Works Progress Adminis-
tration Project, construction of chain link fences at Longfellow, Krusi and Lincoln
Parks be performed by the City without contract and call for bids. There being no
objections, this matter was referred to "Resolutions".
14. From the City Planning Board, submitting a report and recommendation, together
with original petition and all records and files in the matter of the requested re--
classification of property lying on the east side of Ninth Street at the Bay Shore,
filed January 3, 1941, by Frank A. and. Gertrude A. Gottstein. After discussion and
there being no objections, the matter was referred to the next meeting of the Council.
ORDINANCES INTRODUCED:
15. The following ordinance was introduced by Councilman Carrington, after which it
was laid over under provdsion of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending the Alameda Municipal Code
by Adding to Article 1, Chapter 2, Title IV
Thereof a New Section Numbered 4-213."
NEW BUSINESS:
16. Mr. Ben Lamborn addressed the Council regarding removal of Morton Station.

17. Councilman Morris requested the City Manager to investigate the following sugges-
tionsnfor improvement of the new bus system, namely: installation of no parking zone:
on the northeast corner of Lincoln Avenue at Webster Street and the southeast corner
of Lincoln Avenue at Webster Street; also, on Santa Clara Avenue at the southwest
corner of Broadway.
18. Councilman Morris also drew attention to the poor condition of the street at the
corner of Grand Street and Central Avenue.
19. Councilman Carrington spoke of frequent double parking in the evenings in front
of the Post Office where the letter box is situated near the curb.
20. Councilman Carrington also inquired of the City Manager how the Southern Pacific
Company is progressing in removing the poles on Encinal Avenue.
RESOLUTIONS
21. The following resolution was introduced by Councilman Carrington, who moved its
adoption:
"Resolution No. 2558
Calling General Municipal Election to be Held in the
City of Alameda on March 11, 1941; Establishing Election
Precincts; Fixing Number of Election Officers on the
Board of Election for Each Precinct; and Fixing Compen-
sation of Election Officers."
The motion to adopt said resolution was second.ed by Councilman Morris and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Morris and Vice-President
Godfrey, (3) . Noes: None. Absent: Councilman Maurer and President Weichhart, (2).'
Thereupon Vice-President Godfrey declared said resolution duly adopted and passed.
22. The following resolution was introduced by Councilman Carrington, who moved its
adoption:
"Resolution No. 2559
Designating Polling Places and Appointing Election
Officers for General Municipal Election."
The motion to adopt said resolution was seconded by Councilman Morris and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Morris and Vice-President
Godfrey, (3) . Noes: None. Absent: Councilman Maurer and. President Weichhart, (2)
Thereupon Vice-President Godfrey declared said resolution duly adopted and passed.
23. The following resolution was introduced by Councilman Carrington, who moved its
adoption:
"Resolution No. 2560
Adopting Specifications for One New Fire Engine,
Same to be Installed in City of Alameda's Seagrave
750 Gallon Pumper, Engine No. 2, Calling for Bids
and Directing the City Clerk to Advertise the Same."
The motion to adopt said resolution was seconded by Councilman Morris and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Morris and. Vice-President
Godfrey, (3) . Noes: None. Absent: Councilman Maurer and. President Weichhart, (2).
Thereupon Vice-President Godfrey declared oaid resolution duly adopted and passed.
24. The following resolution was introduced by Councilman Carrington, who moved its
adoption:
"Resolution No. 2561
Appointing George E. Sperbeck on Board of Trustees of
the Alameda County Mosquito Abatement District."
The motion to adopt said resolution was seconded by Councilman Morris and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Morris and Vice-President
Godfrey, (3). Noes: None. Absent: Councilman Maurer and President Weichhart, (2).
Thereupon Vice-President Godfrey declared said resolution duly adopted and passed.

26. Auditor's Balance Sheet, as of January 31, 1941.
27. Statement of Gross Receipts - The Pacific Telephone and Telegraph Company, for
the Year 1940.
28. Specifications for furnishing new fire engine for Seagrave Pumper, Truck No. 2.
BILLS:
29. An itemized list of claims against the City of Alameda and the several depart-
ments thereof in the total amounts as follows, was presented to the City Council:
General Departments, $3,217.45; Police Department, P34.43; Civil Service Depart-
ment, $5.49; Fire Department, $115.01; Street Department, $1,969.64; Health
Department, $91.65; Recreation Department, $61.93; Park Department, $927.05;
Golf Course Department, $785,30.; Store Department, $584.46; Social Service Depart-
. ment, •$133.44; initiative Relief Fund, $102.50; Street Improvement Fund, .c147.94;
Gas Tax No, 2 Fund, $2,351.00.
Councilman Carrington moved the bills and claims against the City in the amounts
listed and itemized in the List of Claims filed with the City Clerk on February 4,
1941, and presented to the Council at this meeting, be allowed and paid. The motion
was seconded by Councilman Morris and on roll call carried by the following vote.
Ayes: Councilmen Carrington, :Morris and Vice-President Godfrey, (3). Noes: None.
Absent: Councilman Maurer and President Weichhart, (2).
30. On motion of Councilman Morris, seconded by Councilman Carrington and unanimously
carried, the meeting adjourned to meet in adjourned regular session at 5:00 o'clock
P. M. on Tuesday afternoon, February 11, 1941.
