The meeting convened at 8:01 o'clock P. M. with President VJeichha't presiding.
ROLL CALL:
The roll was called and Councilmen Carrington, Godfrey, Maurer, Morr - and
President Weichhart, (5), were noted present. Absent: None.
MINUTS:
1. , The minutes of the regular meeting held February 4, 1941, and tho ad journed regular
meeting held February 11, 1941, were approved as transcribed.
WRITTEN. COMMUNTCATIONS
A request was presented from Dr. John Ohanneson for permission to move a one-story
building from property no as 712 Santa Clara Avenue to a,. lot located on the north
side of Taylor Avenue, approximately 300 foot west Of Caroline Street.
On recommendation of the City Manager, Councilman Maurer moved this permit be granted,
work to be done in accordance with provisions of the Alameda Municipal Code. Thp motion
was seconded by Councilman Carrington and on roll call carried by the following Vote.

3. A communication was received from the Adjutant General, State of California, givirng
notice of intention. to terminate lease, dated July 1, 1939, between the City of Alameda
and the Adjutant General, State of California, for armory facilities in the Washington
Park Bath House, effective March 31, 1941.
Cancellation of this lease is due to the fact that Company wP", 159th Infantry, will be
mustered into Federal service on March 1, 1941. There being no objections, the camuni-
cation was ordered filed.
PEP OBITS -2 COMIITTEES
4. Consideration was continued from. the last regular meeting of the Council on peti-
tion of Frank A. and Gertrude A. Gottstein for the reclassification of certain. property
lying on the east side of Ninth Street at the 7,•ay Shore, from "A-1" Single 7amily Dwell-
ing District to the "E" Two-to-Four Family Uwelling District.
Councilman Godfrey commended the City Planning Board for its thorough investigation and
report on this matter, but expressed his approval of the proposed improvement Mr. Gott-
stein expects to make if his petition is granted. Councilman Godfrey then moved the
petition for reclassification be granted.
Stating he believed the City Planning Board is due the courtesy of a joint meeting
further discuss this matter and, therefore, he will not second Councilman Godfrey's
motion, Councilman Maurer moved a joint meeting be called for members of the Council
and the Planning Board, in the hope that something may be worked out to the satisfac-
tion of the property owner. Councilman Morris seconded the metion and on roll call•it
carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris
and Preside ichhart, (5). Noes: None. Absent: None. The City Clerk was re-
quested to arrange this joint meeting and notify- all interested parties.

5. Councilman Maurer introduced the following ordinance, after which it was laid over

ment, Levying and Collection of City Taxes in the City
of Alameda."
9. Councilman Maurer introduced the following ordinance, after which it was laid over
according to law and the Charter:

An Ordinance Amending the Alameda Municipal Code by
Adding Subdivision (17) to Section 17-341 Thereof;
and Amending Subdivisions (4) and (12) of Section
17-341 of Said Code."
UNwINISHED BUSINESS:
10. Councilman Morris discussed with the City Manager his suggestion made at the last
meeting regarding no parking zones at various points in the City at bus stops and asked
what recommendation had been made regarding the corner of Broadway and Santa Clara Ave-
nue. The City Manager stated a report had been made on this matter but he had not had
time to study it.
11. Councilman Godfrey inquired of the City Manager regarding the request submitted
by tenants and property owners in the vicinity of Central Avenue and Park Avenue that
one hour parking be established on Central Avenue, between Park Avenue and Broadway
and on Park Avenue, between Central Avenue and Encinal Avenue. The City Manager stated
this matter is being investigated and there seems a definite need for restricted park-
ing on Park Avenue between the points mentioned.
12. Councilman Carrington asked what had been done with regard to establishing a
larger no parking zone in front of the letter box at the Post Office on Central Avenue.
The City Manager stated this was also under consideration and the position of the let-
ter box may be changed to facilitate its use by autoists, if the Postmaster is agree-
able to and recommends the change..
NEW BUSTNESS:
13. Councilman Maurer commended the several departments of the City, under the able
management of the City Manager, for their efficiency during the last heavy rainfall
in the City. He also commended the cooperation given by the Pacific Gas and Electric
Company in sending its men and equipment to aid the City employees in clearing up the
debris and preventing any accidents from escaping gas.
Mayor Weichhart also spoke in commendation. of all who so ably assisted in clearing up
the damage caused by the storm.
RE 'LUTIONS:
14. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2564
Adopting Specifications for Furnishing Gasoline to the
City of Alameda for the Fiscal Year 1941-1942, Calling
for Bids and Directing the City Clerk to Advertise the
Same."
The motion to adopt said resolution was seconded by Councilman Carrington and on roll
call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer,
Morris and President Weichhart, (5) . Noes: None. Absent: None. Thereupon the
T4ayor declared said resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Carrington, who moved •
adoption:
"Resolution No. 25
Adopting Specifications for Furnishing Lubricating Oil
to the City of Alameda for the Fiscal Year 1941-1942,
Calling for Bids and Directing the City Clerk to Adver-
tise the Same."
The motion to adopt said resolution was seconded by Councilman Maurer and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris
and President Weichhart, (;). Noes: None. Absent: None. Thereupon the Mayor de-
clared said resolution duly adopted and passed.
16. The following resolution was introduced by Councilman Carrington, who moved its
adoption:
"R solution NO. 2566
Granting Permit .to Alameda Belt Line to Construct,
Maintain and Operate a Railroad Spur Track Across
Clement Avenue and Oak Street in the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Morris and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris
and President Weichhart, (5) . Noes: hone. Absent: None. Thereupon the Mayor de-
clared said resolution duly adopted and passed.
17. "Resolution No. 2567
Authorizing Chas. R. Schwanonberg to Represent the
City of Alameda Before the Public Works Agency, Etc.,
in Washington, D. C. Regarding New Alameda-Oakland
Highway Connection and Allowing Necessary Traveling
Expenses and Per Diem Allowance."
iNe City Manager explained the above titled resolution. Councilman Godfrey moved the
adoption of the resolution, seconded by Councilman Maurer.
At this time, Councilman Morris stated he wished to explain . his vote and that the rea-
son be recorded in the minutes. He believes this expenditure to be a needless extrava-
gance and waste of the taxpayers money. He realizes it is unnopular to go against this
sort of thing but he believes the Federal. Govornment is familiar with all factors per-
taining to this matter. He-, personally, has been in touch with individuals in Washington
concerning this situation and knows the thoroughness fl wh which they have investigated
to entire project. The Government will be putting up all the money involved and he can-
not conscientiously and with any honesty believe there is a necessity of sending a repre-
sentative of the City of -Alameda back to Washington. He does net believe this Council
knows anything concerning the situation which the Government does not already know and
Pc wishes to go on record as being against the authorization contained in the resolution.
The motion was then put and carried by the following vote. Ayes: Councilmen Godfrey,
Maurer and President Weichhart, (3). Noes: Councilmen Carrington and Morris, (2).

and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Morris and on roll call carried by the following vote. Ayes:
Councilmen Godfrey, Maurer, Morris and President Weichhart, W. Noes: None. Not
Voting: Councilman Carrington, (1) . Absent: Hone.
22. At this time, Mayor Weichhart addressed the meeting in commemoration of F. A.
Williamson,. former member of the Library Board and "Dick" W. Montell, former Deputy
City Engineer in charge of Works 'Progress Administration Projects in the City of
Alameda, who have passed. away since the last meeting of the Council and requested
that the meeting adjourn in their memory.
