HELD TUESDAY EVENING, MARCH 18, 1941
The meeting convened at 8:05 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
The roll was called and Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held March 4, 1941, and of the adjourned
regular meeting held March 13, 1941, were approved as transcribed.
ORAL C OMLUNIC AT ION :
2. Mr. Frank Gottstein addressed the Council with regard to no right hand turns at
the Oakland entrance to Posey Tube, and the present traffic situation in this vicinity
was explained by the City Manager.
OPENING OF BIDS:
3. A bid was presented and opened from Garland. Chevrolet Company, or furnishing one
station wagon or carry-all to the City of Alameda for the sum of .T794.98. This bid
was accompanied by a certified check in the amount of $79.50.
There being no objections, the bid was referred to the City Manager and. City Attorney
for examination and recommendation.

4. Copy of a letter written by the City Manager and sent jointly to Er. Langdon Post,
Regional Director of the United. States Housing Authority in San Francisco and to Cap-
tain Frank R. McCrary, Commanding Officer of the Naval Air Station in Alameda, regard-
ing the contemplated housing project to be constructed in this City to provide domicile
for defense workers at the Alameda Naval Air Station, and. Protesting the type of housing
proposed. This communication was merely presented to the Council for its information.
5. From the City Manager, with attached copy of communication from him to Mr. Langdon
Post, Regional Director of the Housing Authority in San Francisco, setting forth the
several recommendations made by our local Housing Authority and referring to attendant
map showing area under consideration to be developed for a two hundred unit housing
Project.
The matter contained in this communication was referred to "Resolutions" and the letter
ordered filed.
6. From the City Manager, recommending that contract be awarded to Tide Water Asso-
ciated. Oil Company for furnishing Ethyl Gasoline to the City of Alameda at the price
of $.1023 per gallon. Also, that contract be awarded to Signal Oil Company for fur-
nishing Non-Premium Gasoline to the City at the price of 0.09 per gallon.
Bids on these commodities were opened and referred to the City Manager and the City
Attorney at the regular meeting of the City Council, held March 4, 1941.
Councilman Maurer moved the recommendation of the City Manager be adopted; that con-
tract for Ethyl Gasoline be awarded to Tide Water Associated Oil Company and contract
for Non-Premium Gasoline be awarded to Signal Oil Company and checks returned to the
unsuccessful bidders. The motion was seconded by Councilman Morris and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris
and President Weichhart, (5). Noes: None. Absent: None.
7. From the City Manager, recommending that all bids presented and opened at the regu-
lar Council meeting held March 4, 1941, for furnishing Lubricating Oil to the City of
Alameda for the fiscal year 1941-1942, be rejected.
Councilman Morris moved the recommendation of the City Manager be adopted and all bids
for furnishing Lubricating Oil to the City for the fiscal year 1941-1942, be rejected
and checks enclosed with said bids be returned to the bidders. The motion was seconded
by Councilman Carrington and on roll call carried by the following vote. Ayes: Coun-
cilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None.
Absent: None.
8. A petition was presented, signed by thirty-one City employees, requesting revision
of wage and salary scales of the several clasifications therein represented. Council-
man Maurer moved this petition be referred to the Committee of the Whole, seconded by
Councilman Godfrey and unanimously carried.
UNFINISHED BUSINESS:
9. Councilman Morris stated that before his term as Councilman is over, he wishes to
place himself on record as being opposed to Ordinance No. 742, New Series, regarding
distribution of handbills, which is still on the books of the City. The referendum
petition against this ordinance shows that many people of Alameda are definitely
in opposition to such an ordinance.
Although he voted for the adoption of this ordinance, he now believes it gives a
monopoly on advertising to the local newspaper and also believes the only proper pro-
cedure at this time is to repeal the ordinance.
Councilman Morris then moved that the City Attorney be instructed to prepare an ordi-
nance repealing Ordinance No. 742, New Series. The motionwas seconded by Councilman
Carrington. After discussion roll was called and the motion lost by the following
vote. Ayes: Councilmen Carrington and Morris, (2) . Noes: Councilmen Godfrey, Maurer
and. President Weichhart, (3). Absent: None.
10. At this time a petition was presented, signed by thirty-nine residents of the City,
protesting the parking of cars in front of driveways so owners are denied access to
their own property.
There being no objections, the matter was referred to the City Manager for investigation.
11. Councilman Godfrey moved that the regular order of business be suspended, to pro-
ceed under "-Resolutions f , seconded by Councilman Maurer and on roll call carried by
the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris and. Presi-
dent Weichhart, (5). Noes: None. Absent: None.
RESOLUTIONS:
12. The following resolutionwas introduced by Councilman Godfrey, who moved its
adoption:
"Resolution No. 2571
Resolution Recommending Selection of Site by
United States Housing Authority for Location
of the Two Hundred Unit Low Cost Housing Project
to House Naval Enlisted. Personnel in the City
of Alameda."
The motion to adopt said resolutionwas seconded by Councilman Maurer and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris
and. President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor de-
clared said resolution duly adopted and passed.
BILLS:
13. An itemized List of Claims against the City of Alameda and the several depart-
ments thereof in the total amounts as follows, was presented to the City Council:
General Departments, $7,991.54; Police Department, $680.14; Civil Service Depart-
ment, $4.29; Pound Department, $96.57; Fire Department, 1,351.52; Street Depart-
ment $1,745.37; Health Department, $200.89; Recreation Department, $59.26; Park
Department, $76.40; Golf Course Department, $354.98; Store Department, $201.23;
Social Service Department, $78.27; Initiative Relief Fund; $20.00; Gas Tax No. 2
Fund, $218.29; School Fund, $1,539.69.
Councilman Carrington moved, seconded by Councilman Maurer, that the bills and claims
against the City in the amounts listed and itemized in the List of Claims filed with
the City Clerk on March 18, 1941, and presented to the Council at this meeting, be
allowed and paid. On roll call the motion carried by the following vote. Ayes:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes:
None. Absent: None.

14. Councilman Godfrey moved that the proceedings revert back to "New Business" and
"Resolutions" for the Purpose of canvassing the votes of the General Municipal Election,
held March 11, 1941. The motion was seconded by Councilman Maurer and unanimously
carried. The Council then proceeded to canvass the votes of the above mentioned
election.
RESOLUTIONS:
15. The following resolution was introduced by Councilman Carrington, who moved its
adoption:
"Resolution No. 2572
Declaring Result of General Municipal Election
Held in the City of Alameda on March 11, 1941."
The motion to adopt said resolution was seconded by Councilman Maurer and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Morris
and President Weichhart, (5). Noes: None. Absent: None.
16, Councilman Morris moved, seconded by Councilman Maurer, that the Council adjourn
to meet in adjourned regular session on Tuesday afternoon, March 25, 1941, at 5:00
o'clock P. Y.
