1941-03-25 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY AFTERNOON, MARCH 25, 1941 The meeting convened at 5:02 o'clock P. M. with President Weichhart, presiding. ROLL CALL: The roll was called and Councilmen Carrington, Godfrey and. President Weichhart, (3) were noted present. Absent: Councilmen Maurer and. Morris, (2). WRITTEN COMMUNICATIONS: 1. A telegram was presented from the Secretary of the Board of Regents of the Uni- versity of California, requesting that action on the University of California petition for re-zoning certain property be postponed. It was so ordered. 2. From Mr. Ronald Ross, submitting suggestions for the improvement of bus service from Alameda to San Francisco. There being no objections, this communication was re- ferred to the City Manager., 3. At this time, Councilman Maurer arrived at the meeting and was noted present. From the Board of Supervisors of Alameda County, requesting a statement from the City Council as to whether or not it desires the seven parcels of City of Alameda property named in this communication, which have been deeded to the State for non- payment of delinquent taxes, to be sold at public auction. After discussion, Councilman Carrington moved the Board of Supervisors be notified that the Council has no objection to the sale of these seven parcels of land, if the amount offered is sufficient to cover the City of Alameda's share of all tax delin- quencies involved. The motion was seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer and. President Weichhart, (4) . Noes: None. Absent: Councilman Morris, (1). From the United. Engineering Co., Ltd., requesting that it be permitted to lease from the City of Alameda additional land lying immediately south of its present loca- tion on the Estuary. The City Manager offered to obtain all necessary data concerning this proposed lease for presentation to the Council in the near future. The matter was then referred to the Committee of the Whole. o. A petition was presented, signed by eight persons living in'the vicinity of the eastern end of Encinal Avenue,protesting the existence of the arks lying at the foot of Madison Street. The matter was referred to the City Manager for investigation and report. REPORTS OF C ITTEES : 7. From the City Manager, recommending that contract for furnishing one station wagon to the City of Alameda be awarded to the Garland Chevrolet Company, at its bid price of 794.98. Councilman Carrington moved the recommendation of the City Manager be approved and con- tract for furnishing station wagon be awarded to Garland Chevrolet Company at the price of 794.98. The motion was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4) . Noes: None. Absent: Councilman Morris, (1). 8. From the City Manager, recornmending Otto Rittler, Superintendent of Recreation, represent the City of Alameda at the Annual Conference of the California Association of Health, Physical Education and Recreation to be held in Fresno, April 3 to 6, inclusive, and that an amount not to exceed 5O. be appropriated to cover his expenses. Councilman Godfrey moved the recommendation of the City Manager be adopted; that Mr. Rittler be authorized to attend the Annual Conference of the California Association of Health, Physical Education and Recreation, to be held in Fresno, April 3 to 6, and a sum not to exceed 50. be appropriated for his expenses. The motion was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Council- men Carrington, Godfrey, Maurer and. President Weichhart, (4) . Noes: None. Absent: Councilman Morris, (1). RESOLUTIONS: 9. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2573 Accepting Quitclaim Deed From Trico Oil and Gas Company to City of Alameda to Certain Lands on Bay Farm Island and Consenting to the Recordation Thereof." The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, and President Weichhart, (4). Noes: None. Absent: Councilman Morris, (1). ORDINANCES PASSED: 10. "Ordinance No. 750 New Series An Ordinance Repealing Subdivision (4) of Section 14-213 and Adding Subdivision (2) to Section 14-215 of the Alameda Municipal Code Relating to Fire Zones." Councilman Godfrey moved the ordinance as read be adopted, seconded by Councilman Carrington and on roll call carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart, (4) . Noes: None. Absent: Councilman Morris, (1) . 11. Councilman Carrington moved the order of business revert to "New Business". The motionwas seconded by Councilman Maurer and unanimously carried. NEW BUSINESS: 12. Councilman Godfrey moved, seconded by Councilman Carrington, that the bond of Fred J. Croll, Auditor of the City of Alameda, carried by the American Surety Company of New York, in the amount of $5,000. be approved. Also, that the bond of Homer R. Dallas, Treasurer of the City of Alameda, carried by the Fidelity and Deposit Company, in the amount of $100,000. be approved. On roll call the motion carried by the fol- lowing vote. Ayes: Councilmen Carrington, Godfrey, Maurer and President Weichhart (4) . Noes: None. Absent: Councilman Morris, (1). 13. On motion of Councilman Carrington, seconded by Councilman Maurer, and unanimously carried, the order of business then proceeded under "Filing". FILING: 14. Financial Statement - City of Alameda - Goodell & Henry - As of February 28, 1941. 15. Decision of Railroad Commission - Matter of Application of Alameda Belt Line for order to construct track on and across Clement Avenue and Oak Street in the City of Alameda. 16. There being no further business to come before the Council, the meeting adjourned to meet in regular session on Tuesday evening, April 1, 1941, at 8:00 o'clock P. M. Respftfully s mit City Clerk.
