REGULAR MEETING. OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, APRIL 1, 1941
The meeting convened at 8:00 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
The roll was called and Councilmen Carrington, Godfrey, Maurer, Morris and
President Weichhart, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting of March 18, 1941, and of the adjourned
regular meeting of March 25, 1941, were approved as transcribed.
WRITTEN COMMUNICATIONS:
2 From Dr. Alfred R. Brandon, 1928 Union Street, recommending the passing of an
ordinance prohibiting all-day parking in front of any residence and complaining of
the parking of cars for long periods at a time on residential streets.
The City Manager stated he was making an investigation of the parking situation and
would report at a later meeting. The communication was ordered filed.
ORAL COMMUNICATIONS:

3. The City Manager reported on the investigation of the matter of arks lying at
the foot of Madison Street. A survey is being conducted and he will make a further
report on the matter at an early meeting of the Council.
4. Mr. Frank Gottstein addressed the Council regarding the traffic situation at
the Oakland end of Posey Tube and made certain recommendations for routing the buses
to alleviate congestion.
Councilman Godfrey inquired if consideration had ever been given to running the buses
down the Port of Oakland road. The City Manager stated he would make inquiry in this
regard.
Mr. C. C. Howard addressed the Council with regard to his request to lease from
the City the old Alameda Mole. Mayor Weichhart replied that the City was not in a
position at this time to lease this property to anyone, but would so notify Mr.
Howard if such were the case in the future.
REPORTS OF COMIITTEES:
6. . From Mr. W. J. Branscheid, tendering his resignation as a member of the Public
Utilities Board, to become effective April 14, 1941, or any date prior thereto.
Councilman Maurer moved the resignation of W. J. Branscheid as a member of the Public
Utilities Board be accepted, to take effect April 14, 1941. The motion was seconded
by Councilman Godfrey and on roll call carried by the following vote. Ayes: Council-
men Carrington, Godfrey, Maurer, Morris and President Weichhart, (5). Noes: None,
Absent: None.

7. From the Library Board, petitioning the City Council to establish 15 minute park-
ing limits on Oak Street and Santa Clara Avenue, around the main Library.
The City Manager stated he would investigate establishing the requested parking limits
in this area at the same time he is considering the establishing of parking restric-
tions on Santa Clara Avenue between Oak and. Park Streets and would submit his recom-
mendation at the next regular meeting.
ORDINANCES INTRODUCED:
8. Councilman Morris introduced the following ordinance, after which it was laid over
under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Repealing Ordinance of the City of
Alameda No. 550, New Series Entitled 'An Ordinance
for Regulation of the Construction, Maintenance,
Location, Operation, and Licensing of Moving Picture
Theatres.'."
UNFINISHED BUSINESS:
9. Copy of letter written to the City Manager by Mr. Langdon W. Post, Director of
Region No. VII of the United States-Housing Authority, was read to the Council for
its information. This letter was in regard to the selection of site "C" by the
United. Jtates Housing Authol*ty for 'its housing project.
Councilman Godfrey espressed his desire that a communication be sent to Mr. Post,
thanking him for the consideration he had given the request of the Council and the
Alameda Housing Authority concerning site preferred by those bodies and expressing
the hope and confidence that the best possible project will be obtained for the site
selected.
Mayor Weichhart requested authority to write such a letter to the United. States Hous-
ing Authority. It was so ordered.
RESOLUTIONS:
10. The following resolution was introduced by Councilman Carrington, who moved its
adoption:
"Resolution No. 2574
Adopting Specifications for Furnishing Automobile Tires
and. Tubes to the City of Alameda for the Fiscal Year
1941-1942, Calling for Bids and. Directing the City
Clerk to Advertise the Same."
The motion to adopt said resolution was seconded by Councilman Maurer and on roll call
carried by the following vote. Ayes: Councilmen Carrington, Godfrey, Maurer, Norris
and. President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor de-
clared said resolution duly adopted and passed.
ORDINANCES PASSED:
11. "Ordinance No. 751
New Series
An Ordinance Reclassifying Property by Adding Section
13 to Ordinance No. 725, New Series."
Councilman Morris moved the ordinance as read be adopted, seconded by Councilman
Carrington, and on roll call the motion carried by the following vote. Ayes:
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5) . Noes:
None. Absent: None.
FILING:
12, Financial Statement - Bureau of Electricity - Goodell & Henry - As of
February 28, 1941.
13. Notice of Adjourned Hearing before Railroad. Commission - re Motor
Coach Service, etc., Key System.
14. Specifications - For furnishing Tires and Tubes to City.
BILLS:
15. An itemized List of Claims against the City of Alameda and the several depart-
ments thereof in the total amounts as follows, was presented to the City Council:
General Departments, $2,262.54; Police Department, $1,712.79; Pound Department,
$28.44; Fire Department, $206.74; Street Department, $14,811.74; Health Depart-
ment, $70.41; Recreation Department, $61.89; Park Department, $1,071.28; Golf
Course Department, $175.82; Store Department, $280.02; Social Service Department,
$62.22; Initiative Relief Fund, $73.50; Street Improvement Fund, $22.17.
Councilman Godfrey moved, seconded by Councilman Morris, that the bills and claims
against the City in the amounts listed and itemized in the List of Claims filed with
the City Clerk on April 1, 1941, and presented to the Council at this meeting, be
allowed and paid. On roll call the motion carried by the following vote. Ayes;
Councilmen Carrington, Godfrey, Maurer, Morris and President Weichhart, (5) . Noes:
None. Absent: None,
16. At this point Mayor Weichhart and Councilman-elect Anderson commended the two
outgoing Councilmen - A. C. Carrington and Bert W. Morris - for the pleasant asso-
ciations and their splendid efforts in the City's behalf.
17. On motion of Councilman Maurer, seconded by Councilman Godfrey, and unanimously
carried, the meeting adjourned to meet in adjourned regular session on Tuesday after
noon, April 8, 1941, at 5:00 o'clock P. M.
