HELD THURSDAY AFTERNOON APRIL 24 1941
The meeting convened at 5:00 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
The roll was called and Councilmen Anderson, Branscheid, God.frey and President
Weichhart, (4) , were noted present. Absent: Councilman Maurer, (1).
WRITTEN COMMUNICATIONS:
1. From the Alameda County Taxpayers' Association, Inc., requesting that the Council
of the City of Alameda endeavor to avoid unnecessary increases in the tax rate and to
refrain from granting salary increases for the ensuing fiscal year. There being no
objections, the communication was referred to the Committee of the Whole.

The City Manager read a communication from Mr. William G. Paden, Superintendent
of Schools of the City of Alameda, regarding the vocational program contemplated to
be installed by the Federal Government at the Naval Air Station, Alameda, and requesting
the Council to ask Dr. Walter Dexter, Superintendent of Public Instruction at Sacra-
mento, that this educational program be placed under the directorship of the local
school department.
The City Manager recommended that a motion be passed by the Council, directing either
the City Manager or the City Clerk to express to Dr. Dexter the Council's sentiments
as being definitely in favor of any vocational program placed in operation in the City
of Alameda at the Naval Air Station being put under the direct supervision of the Ala-
meda School Department.
The City Manager further explained that such vocational program would be supported by
Federal funds handled through the State Department of Education, which body in turn
delegates the supervision of such school to a local authority in the district, and he
believes such supervision should be placed only in the hands of the local school de-
partment, as the Naval Air Station is within the boundaries of the City of Alameda.
Money expended for such a project, can only be expended by order of said local school
authority.
The Vocational Director of the Alameda Schools,Mr. Charles Cox, has already lined up
an extensive program in cooperation with Captain McCrary, Commandant of the Naval Base
and some of the machinery to be used in the courses to be conducted has already been
Purchased. It is understood that when these vocational schools are closed down, the
machinery will be turned over to the supervising local school authority.
Councilman Anderson moved the City Manager be directed to write to Dr. Dexter, request-
ing that supervision of the vocational school at the Naval Air Station be placed under
the Alameda School Department and outlining in general the contemplated plans made by
the local Board. The motion was seconded by Councilman Branscheid and on roll call
carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Godfrey and
President Weichhart, (4) . Noes: None. Absent: Councilman Maurer, (1).
At this time Councilman Godfrey inquired if there were any financial obligation on the
part of the Alameda School Department in entering into the supervision of this school
and was assured by the City Manager there was none.
Councilman Godfrey stated he was heartily in accord with the idea of the Alameda School
Department having control of the supervision but did not wish any financial burden
placed uponthe department. Councilman Godfrey also inquired if the School Department
was in favor of assuming supervision and was told it definitely was.
Councilman Branscheid inquired if this school will be available for anyone other than
the personnel of the Naval Air Station. The City Manager replied he believed after the
Naval employees were taken care of, the present plan was to include others who might
wish to take advantage of the opportunity.
The City Manager also stated he believed the salary of Mr. Cox, Vocational Director,
would be partially paid by the United States Government if the Alameda School Depart-
ment were the Supervisory Agent.
3. On motion of Councilman Godfrey, seconded by Councilman Anderson and unanimously
carried, the order of business continued under "Ordinances" Passed".

4. "Ordinance No. 754
New Series
An Ordinance Reclassifying Property by Adding
Section 14 to Ordinance No. 725, New Series."
Councilman Godfrey moved the ordinance as read be adopted. The motion was seconded by
Councilman Branscheid and on roll call carried by the following vote. Ayes: Council-
men Anderson, Branscheid, Godfrey, and President Weichhart, (4). Noes: None. Absent:
Councilman Maurer, (1).

New Series
An Ordinance Amending the Alameda Municipal Code
by Adding Subdivision (6) to Section 17-333 Thereof."
Councilman Branscheid moved the ordinance as read be adopted. The motion was seconded
by Councilman Anderson and on roll call carried by the following vote. Ayes: Council-
men Anderson, Branscheid, Godfrey and. President Weichhart, (4). Noes: None. Absent:
Councilman Maurer, (1).
6. "Ordinance No. 756
New Series
An Ordinance Amending the Alameda Municipal Code
by Adding Section 7-213 to Article 1, Chapter 2
of Title VII Thereof."
Councilman Godfrey moved the ordinance as read be adopted. The motion was seconded by
Councilman Branscheid and on roll call carried by the following vote. Ayes: Council-
men Anderson, Branscheid, Godfrey and President Weichhart (4) . Noes: None. Absent:
Councilman Maurer, (1).
7. Councilman Godfrey then moved the order of business revert back to "Written Com-
munications". The motion was seconded by Councilman Anderson and unanimously carried.
WRITTEN COMMUNICATIONS, Continued:
8. The City Manager presented a communication from United Engineering Co., Ltd., which
was supplemental to its letter of March 22, 1941, offering to lease certain tide and
submerged lands in the City, and modifying the original offer in certain particulars
as follows:
. There is to be excluded from the leased property the
triangular shaped parcel which is proposed to be leased
by the City to the Southern Pacific Company;
2. The proposed rental is to be increased to $100. per month.
3. The term is to be for five years with a twenty-five year
option to renew.
Councilman Godfrey moved the communication be filed and the matter referred to "Reports
of Committees". The motion was seconded by Councilman Branscheid and on roll call
carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Godfrey and.
President Weichhart, (4) . Noes: None. Absent: Councilman Maurer, (1).
REPORTS OF COMMITTEES:
The City Attorney reported to the Council regarding the proposed lease by the City
of certain tide and submerged lands to the United Engineering Co., Ltd. He stated the
Council had met informally with representatives of the United. Engineering Co. to deter-
mine the provisions of the proposed lease.
The City Attorney was then instructed to prepare a form of lease which would embody
the terms as agreed upon and such other terms as are necessary and proper for a lease
of this type.
The City has reserved several areas for culvert installations, one being a strip of
land 30 feet in width, lying east of and adjacent to the extreme westerly line of the
premises proposed to be leased. The lease further stipulates that if the City of
Alameda can obtain without cost to itself, an easement over the parcel of land adjoin-
ing the land which the United Engineering Co. proposes to purchase from the Southern
Pacific Company, the City agrees to construct along this land, a roadway 24 feet in
width to connect this land with Main Street approximately at a point known as Station
No. 178 on the Peralta Grant Line. When this is constructed, then the United. Engineer-
ing Company's right-of-way under the prior lease of September 30, 1939, will be aban-
doned. A form of lease has been prepared which has been submitted to Mr. McDonald,
Vice-President and attorney for United. Engineering Co., which is acceptable to that
company, and he believes will be to the City also. The new lease reads very much along
the lines of covenants and conditions incorporated in the original lease. The City
Attorney then presented the form of lease and requested that it be, by motion, filed
with the City Clerk.
Councilman Branscheid moved the lease above referred to be filed with the City Clerk,
seconded by Councilman Anderson and unanimously carried.
ORDINANCES INTRODUCED:
10. "Ordinance No.
New Series
An Ordinance Leasing Certain Tide and Submerged
Lands to United Engineering Company, A corporation;
Approving the Form and Terms of Said Lease and
Authorizing Execution Thereof."
Councilman Godfrey introduced the above ordinance, after which it was laid over under
provision of law and the Charter.
UNFINISHED BUSINESS:
1'. Councilman Godfrey moved the City Clerk be instructed to write a letter to the
Southern Pacific Company, notifying it of the action of the Council in authorizing
lease to be entered into by the City of Alameda and the United Engineering Company.
The motion was seconded by Councilman Branscheid and on roll call carried by the fol-
lowing vote. Ayes: Councilmen Anderson, Branscheid, Godfrey and. President Weichhart,
(4). Noes: None. Absent: Councilman Maurer, (1).
RESOLUTIONS:

12. A communication was read from the Chairman of the Housing Authority of the City
of Alameda, with attached resolution requesting a loan from the City of Alameda in
the sum of $2,000. to defray the necessary administrative expenses during its first
year of operation and pending reimbursement therefor by the United. States of America.
There being no objections, the communication was ordered filed.
The following resolution was introduced by Councilman Branscheid, who moved its
adoption:
"Resolution No. 2582
Authorizing a Loan to the Housing Authority of
the City of Alameda for the Administrative Expense
and. Overhead of the Administration of such Housing
Authority and Appropriating the Sum of $2,000.00
for Such Purpose."
The motion to adopt said resolution was seconded by Councilman Godfrey and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey and. Presi-
dent Weichhart, (3). Noes: None. Not Voting: Councilman Anderson, (1). Absent:
Councilman Maurer, (1). Thereupon the Mayor declared said resolution duly adopted
and passed.
13. There being no further business to come before the Council, the meeting ad-
journed to assemble in regular session on Tuesday evening, May 6, 1941, at 8:00
o'clock P. M.
