HELD ,TUESDAY EVENING, JUNE 10, 1941
The meeting convened at 7:04 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Godfrey, Howe, Maurer and President
Weichhart, (5) , were noted present. Absent: None.
WRITTEN COMMUNICATIONS:
1. From the Alameda County Taxpayers' Association, Inc., regarding curtailment of
current operation and maintenance expenses by the City of Alameda during this period
of national emergency. There being no objections, the communication was ordered filed.
2. From the Alameda Chamber of Commerce, expressing its appreciation for the City's
cooperation in the recent Alameda Regatta. There being no objections, the communica-
tion was ordered filed.
3. From Goodell, Byers & Henry, Certified Public Accountants, submitting proposal
for conducting audits for the City of Alameda, during the fiscal year 1941-1942, for a
total amount of $2,550., which is the same as the City now pays for like services.
There being no objections, the communication was referred to the Committee of the Whole.
4. From the Bethlehem Steel Company, referring to the agreement dated August 24, 1916,
between the Union Iron Works Company and the City of Alameda and requesting that a re-
newal lease be executed for an additional term of twenty-five years. There being no
objections, the matter was referred to "New Business".
5. At this time Councilman Maurer moved the regular order of business be suspended
and the meeting proceed under "Ordinances Passed". The motion was seconded by Coun-
cilman Godfrey and unanimously carried.
ORDINANCES PASSED:
6. Councilman Maurer moved that inasmuch as copies of Ordinance No. 763, New Series,
and Ordinance No. 764, New Series, were delivered to each of the members of the Council
before this meeting and the members of the Council are familiar with the contents there-
of, the reading of the aforementioned ordinances be dispensed with by unanimous consent
and the ordinances be read by titles only. The motion was seconded by Councilman God-
frey and unanimously carried.
7. "Ordinance No. 763
New Series
An Ordinance Creating a City of Alameda Defense Council
and. Prescribing its Duties and Responsibilities."
Councilman Maurer moved the ordinance so designated be adopted. The motion was
seconded by Councilman Branscheid and on roll call carried by the following vote.
Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5).
Noes: None. Absent: None.
8. "Ordinance No. 764
New Series
An Ordinance Amending the Alameda Municipal Code by
Adding Subdivision (7) to Section 17-333 Thereof."
Councilman Branscheid moved the ordinance so designated be adopted. The motion was
seconded by Councilman Howe and on roll call carried by. the following vote. Ayes:
Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5). Noes:
None. Absent: None.
9. Councilman Maurer then moved, seconded by Councilman Branscheid, that the Coun-
cil refer back to the regular order of business. The motion carried unanimously.
REPORTS OF COILIITrEES:

10. From the Public Utilities Board, submitting its budget for the fiscal year 1941-
1942, and certified copy of its Resolution No. 529, adopting same. This budget in-
cludes an appropriation of $220,000. as dividends to the City of Alameda. There being
no objections, this matter was referred to the Committee of the Whole.

11. From Mayor Weichhart, appointing Dr. W. Barclay Stephens, as a member of the
Alameda Defense Council and Chairman of the Civil Protection Committee.
Councilman Maurer moved the appointment of Dr. W. Barclay Stephens as a member of the
Alameda Defense Council and Chairman of the Civil Protection Committee, be ratified.
The motion was seconded by Councilman Branscheid and on roll call carried by the fol-
lowing vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President
Weichhart, (5). Noes: None. Absent: None.
1. From Mayor Weichhart, appointing The Reverend Sumner Walters as a member of the
Alameda Defense Council and Chairman of the Committee of Health, Welfare and Related
Defense Activities, including Recreation.
Councilman Maurer moved the appointment of The Reverend Sumner Walters to serve as a
member of the Alameda Defense Council and. Chairman of the Committee of Health, Welfare
and Related Defense Activities, including Recreation, be ratified. The motion was
seconded by Councilman Branscheid and on roll call carried by the following vote.
Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and. President Weichhart, (5).
Noes: None. Absent: None.
13. From the City Manager, recommending that contract be awarded to Heafey-Moore Co.
for furnishing Asphaltic Emulsion to the City of Alameda for the fiscal year 1941-
1942, at price submitted in its proposal.
Councilman Godfrey moved the recommendation of the City Manager be approved; that con-
tract be awarded to Heafey-Moore Co. for furnishing Asphaltic Emulsion to the City of
Alameda during the fiscal year 1941-1942, at price submitted in its proposal and that
check be returned to the unsuccessful bidder. The motion was seconded by Councilman
Maurer and on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Godfrey, Howe, Maurer and. President Weichhart, (5) . Noes: None. Absent: None.
14. Councilman Maurer then moved that the regular order of business be suspended and
the Council proceed under "New Business". The motion was seconded by Councilman
Branscheid and unanimously carried.
NEW BUSINESS:
15. The matter was presented concerning the renewal lease between the City of Alameda
and Union Iron Works Company for a term of twenty-five years from and after the expira-
tion date of the current lease on August 24, 1941.
The City Attorney explained points incorporated in the renewal agreement, which gener-
ally follow closely the recital of the ordinance authorizing the lease.
Councilman Maurer moved the form of the renewal agreement between the City of Alameda
and Bethlehem Steel Company be approved and filed. The motion was seconded by Council-
man Branscheid and on roll call carried by the following vote. Ayes: Councilmen
Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5) . Noes: None. Absent:
None.
16. Councilman Maurer moved the regular order of business be resumed and the Council
proceed under "Ordinances Introduced". The motion was seconded by Councilman Branscheid
and unanimously carried.
ORDINANCES INTRODUCED:
17. The following ordinance was introduced by Councilman Branscheid, after which it was
laid over under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Authorizing and Directing the Execution
of an Agreement Renewing Lease Made Between the City
of Alameda and Union Iron Works Company, Dated August
24, 1916, for an Additional Term of Twenty-Five Years."
RESOLUTIONS:
18. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2609
Calling for Bids for Legal Advertising for the City
of Alameda for the Fiscal Year 1941-1942."
The motion to adopt said resolution was seconded by Councilman Branscheid and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe,
Maurer and President Weichhart, (5) . Noes: None. Absent: None.
19. The following resolution was introduced by Councilman Branscheid, who moved its
adoption:
"Resolution No. 2610
Approving Memorandum of Agreement for Expenditure
of 1/4 Cent Gas Tax Allocated for Streets of Major
Importance."
The motion to adopt said resolution was seconded by Councilman Maurer and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer
and. President Weichhart, (5). Noes: None. Absent: None.
20. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2611
Creating a Committee on Health, Welfare and. Related.
Defense Activities."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer
and President Weichhart, (5) . Noes: None. Absent: None.
21. There being no further business to transact, the Council adjourned to meet in
regular session on Tuesday evening, June 17, 1941, at 8:00 o'clock P. M.
