REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD .TUESDAY EVENING, JUNE 17, 1941
The meeting convened at 8:00 o'clock P. M. with President Weichhart presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Godfrey, Howe, Maurer and President
Weichhart, (5), were noted present. Absent: None.
TIINUTE
1. The minutes of the regular meeting of June 3, 1941, and of the adjourned regular
meeting of June 10, 1941, were approved as transcribed.
ORAL COMMUNICATIONS:

2. The City Manager addressed the Council with regard to the requested closing of a
portion of Atlantic Avenue, subMitted to him for consideration at the last regular
meeting of the Council. He stated he had contacted. Pillsbury, Madison & Sutra, Attor-
neys for the estate of Lars A. Pedersen, which owns the property in question, and they
are in no immediate hurry to have the matter disposed of. It is the City Manager's
belief that the area requested to be closed is essential for the parking of cars and
is badly needed in this vicinity for that purpose. He recommends that no action be
taken at this time to close the street and that the matter be held in abeyance until
such time as something further develops.
Councilmen Branscheid and. Godfrey concurred in the City Manager's recommendation and
there being no objections, the City Manager was requested to keep this matter in mind
to make recommendation at such time as the matter demands further attention.
OPENING OF BIDS:

3. There were no bids received for the furnishing of two Two-Door Coupes to the City
of Alameda.
4. The following bid was presented and opened for the furnishing of three 1 ton
Dump Trucks to the City of Alameda:

There being no objections, the bid was referred to the City Manager and City Attorney
for study and recommendation.
5. There were no bids received for the furnishing of two 1/2 ton Pick-Up Trucks to
the City of Alameda.
6. Councilman Godfrey moved the City Manager be authorized to purchase two Two-Door
Coupes in the open market in accordance with specifications therefor. The motion was
seconded by Councilman Branscheid and on roll call carried by the following vote.
Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5).
Noes: None, Absent: None,
7. Councilman Maurer moved the City Manager be authorized to purchase two 1/2 ton
Pick-Up Trucks in the open market in accordance with Specifications therefor. The
motion was seconded by Councilman Howe and on roll call carried by the following vote.
Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5).

8. -Bids were presented and opened for the improvement of Webster Street as follows:

There being no objections the bids were referred to the City Manager and. City Attorney
for study and recommendation.
REPORTS OF COMMITTEES:
9. From the Public Utilities Board, requesting approval of the Council to sell four
obsolete transformers at a price of approximately $1,500. each.
The City Manager explained further the reasons for the sale of these transformers,
after which Councilman Godfrey moved the request of the Public Utilities Board to sell
the four transformers, as more particularly described in its letter, be approved. The
motion was seconded by Councilman Branscheid and on roll call carried by the following
vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5).
Noes: None. Absent: None.

10. From the City Planning Board, referring to a communication received from Mr. John
Hall of 1349 Fernside Boulevard, requesting that a garden strip be established down the
center of Fernside Boulevard upon removal of the railroad tracks. This matter was re-
ferred to the Council by the Planning Board without recommendation, believing that the
suggestion is one which should be first considered by the Council.
This matter was discussed by the City Manager, presenting points both in favor and
against the creation of such a garden strip on Fernside Boulevard, or on any other
street in the City. The City Manager stated that under the present plan of street
paving and improvement, this matter could not possibly be taken care of for four or
five years. He estimated the minimum cost of installation to be $150,000. which cost
could be borne only by imposing a large burden on the property owners on Fernside Boule-
vard or a somewhat lesser burden on the City as a whole.
The City Manager recommended that no action be taken on this matter at the present time
and he stated he would keep it in mind for further consideration.
Councilman Godfrey then moved the sponsors of this plan be advised that the Council
cannot consider the request at this time as no funds are available or can be made
available without increasing the tax rate. The motion was seconded by Councilman Maurer
and on roll call carried by the followino. vote. Ayes: Councilmen Branscheid, Godfrey,
Howe, Maurer and. President Weichhart, (5 ) . Noes: None. Absent: None.
11. From the City Planning Board, recommending to the Council the denial of petition
to reclassify certain property lying on the east side of Main Street between Brush and.
Maple Streets, having frontages of 200 feet on each street, from the "B" Residential
District to the "D" Commercial District, for the purpose of establishing a retail busi-
ness center.
Protest against this reclassification had been received from the Housing Authority of
the City of Alameda in view of the fact that additional property in the vicinity of the
United States Housing Authority Project now being constructed may be required by the
Government and taken over under condemnation proceedings.
The recommendation to deny this petition was based upon the belief of the Board that
the present residential development of this section of the City does not now warrant
the establishment of a commercial district and if such is the need in the future a more
centrally located site might be preferable.
Councilman Godfrey moved that action on this matter by the Council be postponed until
the first regular meeting in September, 1941. The motion was seconded by Councilman
Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Godfrey, Howe, Maurer and President Weichhart, (5). Noes: None. Absent: None.
12. From Mayor Weichhart, nominating Mr. R. E. Bosshard, for the office of member of
the Board of Education of the City of Alameda, for a term commencing July 1, 1941, and
expiring June 30, 1946. The matter was referred to "Resolutions".
13. From Mayor Weichhart, nominating Mr. Wallace D. Miracle, for the office of member
of the Library Board of the City of Alameda, for a term commencing July 1, 1941, and
expiring June 30, 1946. The matter was referred to "Resolutions".
14. From Mayor Weichhart, nominating Mrs. Ruth Mathebat and Mr. George W. Hickman, for
the offices of members of the Social Service Board of the City of Alameda, for terms
commencing July 1, 1941, and expiring June 30, 1944. The matter was referred to
"Resolutions".
15. From Mayor Weichhart, nominating Mr. John M. O'Dea for the office of member of
Public Utilities Board of the City of Alameda, for a term commencing July 1, 1941, and
expiring June 30, 1942. The matter was referred to "Resolutions".
A. From Mayor Weichhart, nominating Mr. Charles M. Romanowitz for the office of member
of the Public Utilities Board of the City of Alameda, for a term commencing July 1, 1941,
and expiring June 30, 1945. The matter was referred to "Resolutions".
17. From Mayor Weichhart, nominating Mr. Thomas Craig, for the office of member of the
Public Utilities Board of the City of Alameda, to fill the unexpired term of Mr. W. J.
Branscheid, resigned. The matter was referred to "Resolutions".
f8. From Mayor Weichhart, nominating Mr. George S. Williams for the office of member
of the City Planning Board of the City of Alameda, for a term commencing July 1, 1941,
and expiring June 30, 1946. The matter was referred to 'Resolutions".
19. From Maycir Weichhart, nominating Mr. T. R. Parkinson for the office of member of
the Civil Service Board of the City of Alameda, for a term commencing July 1, 1941,
and expiring June 30, 1946. The matter was referred to "Resolutions".
UNFINISHED BUSINESS:
20. The matter of the closing of portions of Second, Spruce and Cypress Streets was
continued from the regular meeting of June 3, 1941. Upon request of the City Attorney,
Councilman Maurer moved this matter be continued until the first, regular meeting in
July, 1941. The motion was seconded by Councilman Branscheid and on roll call carried
by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and Presi-
dent Weichhart, (5). Noes: None. Absent: None.
NEW BUSINESS:
21. Councilman Godfrey moved the Council reconsider the matter of awarding bid for
furnishing lumber to the City of Alameda for the fiscal year 1941-1942, as provided in
Specifications No. MS 5-417, and which was acted upon at the meeting of June 3, 1941.
Contract was awarded at that time to Loop Lumber & Mill Company. The motion was seconded
by Councilman Branscheid and on roll call carried by the following vote. Ayes: Coun-
cilmen Branscheid, Godfrey, Howe, Maurer and. President Weichhart, (5). Noes: None.
Absent: None.
22. Councilman Godfrey moved the action in awarding contract to Loop Lumber & Mill
Company for furnishing lumber to the City of Alameda for the fiscal year 1941-1942,
taken on by this Council on June 3, 1941, be rescinded and that all bids received in
connection with call for bids for furnishing lumber under Specifications No. MS 5-417,
to the City of Alameda for the fiscal year 1941-1942, be rejected. The motion was
seconded by Councilman Maurer and on roll call carried by the following vote. Ayes:
Councilmen Branscheid, Godfrey, Howe, Maurer and. President Weichhart, 5) . Noes: None.
Absent: None.
RESOLUTIONS:
23. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2612
Adopting Specifications for Furnishing Lumber to
the City of Alameda for the Fiscal Year 1941-1942,
Calling for Bids and. Directing the City Clerk to
Advertise the Same."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call

24. The following resolution was introduced by Councilman Branscheid, who moved its

The motion to adopt said resolution was seconded by Councilman Branscheid and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe,
Maurer and President Weichhart, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
Councilman Godfrey requested the appointment be explained, of Mr. Parkinson as a mem-
ber of the Civil Service Board, to succeed Mr. Robert M. Eschen, as he believed Mr.
Eschen's fine work and cooperation as a member of the Civil Service Board should be
commended and recognized and refret expressed that he did not desire to be re-appointed
as a member of the Board upon the expiration of his present term.
Councilman Godfrey also stated he was in accord with the appointment of Mr. Parkinson
and believed the City to be fortunate in securing a man of his qualifications and
ability.
After discussion, in which Mayor Weichhart and Councilman Maurer joined in commendation
of the two gentlemen involved, Councilman Godfrey moved the Council adopt a resolution
to send a communication to Mr. Eschen, advising him of the sincere regret of the Coun-
cil that he does not desire re-appointment to the Civil Service Board and to express
appreciation for his splendid work and cooperation as a member of the Board. The
motion was seconded by Councilman Branscheid and unanimously carried. Mayor Weichhart
stated he would convey in writing this expression of the Council to Mr. Eschen.
34. The following resolution was introduced by Councilman Godfrey, who moved its
adoption:
"Resolution No. 2623
Creating Position of Recreation Aide in the Recreation
Department of the City of Alameda and Fixing Salary
Thereof."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer
and President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor de-
clared said resolution duly adopted and passed.
35. The following resolution was introduced by Councilman Maurer, who moved its
adoption:

Increasing the Number of Positions of Playground.
Director in the Recreation Department of the City
of Alameda and Fixing the Salary Thereof."
The motion to adopt said resolution was seconded by Councilman Branscheid and on roll

Councilman Godfrey moved the ordinance as read be adopted. The motion was seconded

by Councilman Branscheid and on roll call carried by the following vote. Ayes: Coun-
cilmen Branscheid, Godfrey, Howe, Maurer and. President Weichhart, (5). Noes: None.

42. Councilman Branscheid moved the Council adjourn to meet in adjourned regular
session on Tuesday afternoon, June 24, 1941, at 5:00 o'clock P. M. The motion was
seconded by Councilman Maurer and unanimously carried.
