1941-06-24 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE.CITY OF ALAMEDA HELD TUESDAY AFTERNOON JUNE 24, 1941 The meeting convened at 5:02 o'clock P. E. with President Weichhart presiding. ROLL CALL: The roll was called and. Councilmen Godfrey, Howe, Maurer and President Weichhart (4), were noted present. Absent: Councilman Branscheid, (1). OPENING OF BIDS: 1. Bid was presented and read from the Alameda Times-Star for legal advertising for the fiscal year ending June 30, 1942, as follows: Per square of 144 ems set in solid six-point nonpareil measurements: For the first insertion at the rate of For the second insertion at the rate of For the third and subsequent insertions at the rate of - .95 per square .62 per square .47 per square Councilman Maurer moved that contract be awarded to the Alameda Times-Star for furnish- ing legal advertising at rates submitted in its bid. The motion was seconded by Coun- cilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Howe, Maurer and. President Weichhart, (4) . Noes: None. Absent: Councilman Branscheid, (1). Bid was presented and read for furnishing Lumber to the City of Alameda for the fiscal year 1941-1942, as follows: From Loop Lumber & Mill Company Accompanied by certified check in amount of $250.00 There being no objections, the bid was referred to the City Manager for study and recommendation. REPORTS OF COIZIITTEES: Communication was presented from the City Manager, recommending contract for the improvement of Webster Street be awarded to Heafey-Moore Co., the low bidder. The Department of Public Works, Division of Highways has concurred in this recommendation. Bids on this work had been opened at the regular meeting of the Council held June 17, 1941. Councilman Godfrey moved the recommendation of the City Manager be approved; that contract for the improvement of Webster Street be awarded to Heafey-Moore Co. at the total price submitted in its bid of $82,958; and checks be returned to the unsuccessful bidders. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Howe, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Branscheid, (1). 4. The City Manager recommended that the bids be rejected which were received at the regular meeting of June 17, 1941, for furnishing three 12- Ton Dump Trucks, as a con- siderable saving can be made in buying this equipment in the open market. The matter was referred to "Resolutions". 5. The City Manager stated that he had been appointed as a member of the Board of Directors of the League of California. Cities and will go to Los Angeles for a meeting of the Directors which will be held Saturday and Sunday, next. The expenses of this trip will be borne for the major part, if not wholly, by the League. ORDINANCES INTRODUCED: 6. Councilman Maurer introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending the Alameda Municipal Code by Amending Section 11-1154 of, and. Adding Section 11-1165 to, Article 1, Chapter 1, Title XI Thereof; by Adding Subdivision (5) to Section 11-139 and Amending Section 11-1324 of Article 3, Chapter 1, Title XI Thereof; and by Amending Section 11-1517 of, and. Adding Section 11-1522 to, Article 5, Chapter 1, Title XI Thereof." UNFINISHED BUSINESS: V 7. A communication was presented from Mr. J. C. Beswick, Chief of the Bureau of Trade and Industrial Education, State of California, Department of Education, in reply to a communication to Dr. Walter C. Dexter, State Superintendent of Public Instruction, re vocational training at the Naval Air Station. The communication assured the Council and City Manager that Alameda will be given every consideration in inaugurating this training program but that the Alameda School System has not the facilities to meet the need of training personnel in technical fields. The communication was ordered filed. RESOLUTIONS: 8. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2626 Adopting Specifications for Furnishing Lubricating Oils to the City of Alameda for the Fiscal Year Ending June 30, 1942, Calling for Bids and. Directing the City Clerk to Advertise the Same." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Howe, Maurer and. President Weichhart, (4). Noes: None. Absent: Councilman Branscheid, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 9. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2627 Transferring $8,803.13 From the Alcoholic Beverage Control Fund to the General Fund of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Howe, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Branscheid, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 10. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2628 Transferring $31,378.71 From the In Lieu Tax Fund to the General Fund of the City." The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Howe, Maurer and. President Weichhart, (4). Noes: None. Absent: Councilman Branscheid, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 11. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2629 Transferring $1,851.35 From the Initiative Relief Fund to the General Fund of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Howe, Maurer and President Weichhart, (4) . Noes: None. Absent: Councilman Branscheid, (1) . Thereupon the Mayor declared said resolution duly adopted and passed. 12. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2630 Accepting Conveyance From Bank of America National Trust and Savings Association of Certain Lands on the Westerly Side of Oak Street and Consenting to Recordation Thereof." The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Howe, Maurer and President Weichhart, (4) . Noes: None. Absent: Councilman Branscheid, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 13. The following resolution was introduced by Councilman Godfrey, who moved i adoption: "Resolution No. 2631 Accepting Conveyance From Southern Pacific Company of Certain Lands in West Alameda for Street Purposes and Consenting to the Recordation Thereof." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Howe, Maurer and President Weichhart, (4) . Noes: None. Absent: Councilman Branscheid, (1). Thereupon the Mayor declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2632 Rejecting Bid and. Authorizing the Purchase of Three li Ton Dump Trucks in the Open Market." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Howe, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Branscheid, (1). Thereupon the Mayor declared said resolution duly adopted and passed. FILING: 15. Specifications - For furnishing Lubricating Oils to the City for the fiscal year 1941-1942. 16. Decision before Railroad Commission in matter of Application of Southern Pacific Company for authority to sell certain land to United Engineering Co. 17. Notice of Adjourned Hearing before Railroad Commission re Application of Key System and Interurban Electric Railway Company to operate certain service and discontinue other operations. BILLS: 18. An itemized List of Claims against the City of Alameda and the several depart- ments thereof in the total amounts as follows, was presented to the City Council: General Departments, $8,062.08; Fire Department, $723.15; Street Department, $1.00; Recreation Department, $98.85. Krusi Park Fund, $156.53; Gas Tax No. 1 Fund, $2,200.00; Gas Tax No. 2 Fund, $520.00. Councilman Maurer moved the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on June 24,1941, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Godfrey, Howe, Maurer and President Weichhart, (4). Noes: None.
