1941-07-01 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA. HELD TUESDAY EVENING, JULY 11 1941 The meeting convened at 8:00 o'clock P. E. with President Weichhart presiding. ROLL CALL: The roll was called and. Councilmen Branscheid, Godfrey, Howe, Maurer and. President Weichhart, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting of June 17, 1941, and the adjourned regular meeting of June 24, 1941, were approved as transcribed. WRITTEN COLEUNICATIONS: 2. From the United States Naval Air Station at Alameda, requesting permission to connect the sanitary sewers of the National Defense Housing Project, being constructed by the Navy Department to the sewer system of the City of Alameda. There being no objections, the communication was referred to "New Business" and "Resolutions". v 3. From the United States Naval Air Station at Alameda, requesting permission to connect the fire alarm system, to be installed in the National Defense Housing Project now under construction by the Navy Department, to the fire alarm system of the City of Alameda. There being no objections, the matter was referred to "New Business" and "Resolutions". 4. From the Alameda Belt Line, requesting a permit to construct, maintain and operate a spur track across Clement Avenue at approximately Stanford Street, as further de- scribed in the communication. There being no objections, the matter was referred to "Resolutions'!. / 5. From the Housing Authority of the City of Alameda, requesting a loan of $500. to augment the loan of $2,000. authorized by ResolutionNo. 2582, adopted by the Council on April 24, 1941, for the purpose of meeting administrative expenses and overhead of the local Authority during the first year after its organization. There being no ob- jections, the matter was referred to '9Resolutions". REPORTS OF COMMITTEES: o. From the City Manager and Chief of Police, submitting affidavit that all moneys expended out of the Police Secret Fund of the City of Alameda, during the period from December 31, 1940, to June 30, 1941, inclusive, have been expended in the manner pro- vided by the Charter of the City of Alameda. There being no objections, the report was ordered filed. 7. From the City Manager, recommending contract be awarded to Loop Lumber & Mill Company for furnishing lumber to the City of Alameda for the fiscal year 1941-1942. Bids for this material were opened at the adjourned regular meeting of the Council held June 24, 1941, and referred to the City Manager for recommendation. Councilman Maurer moved the recommendation of the City Manager be approved and that contract for furnishing lumber to the City of Alameda for the fiscal year ending June 30, 1942, be awarded to Loop Lumber & Hill Company at quotations submitted in its bid. The motion was seconded by Councilman Godfrey and on roll call carried by the follow- ing vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5). Noes: None. Absent: None. 8. From the Auditor and Assessor, submitting the assessment figures of the City of Alameda for the year 1941, which show an increase of $864,718. The total assessment is $33,484,268. There being no objections the report was ordered filed. 9. The City Attorney requested permission to take his annual two weeks' vacation beginning July 7, 1941. Councilman Branscheid moved the City Attorney be granted his vacation as requested. The motion was seconded by Councilman Maurer and unanimously carried. UNFINISHED BUSINE : 10. The matter of the proposed closing of portions of Second, Spruce and Cypress Streets, continued from the regular meeting of June 17, 1941, was again presented. At the request of the City Attorney, Councilman Maurer moved this matter be continued until the regular meeting of July 15, 1941. The motion was seconded by Councilman Branscheid and unanimously carried. NEW BUSINESS: 11. The form of revocable permit granted to the United States of America for permis- sion to connect the sanitary sewers within the National Defense Housing Project, being constructed by the Navy Department, to the main north side sewer of the City of Alameda was presented for approval and filing. Councilman Maurer moved the above referred to permit he approved and filed. The motion was seconded by Councilman Branscheid and unanimously carried. 12. The form of revocable permit granted to the United. States of America for permis- sion to connect the fire alarm system within the National Defense Housing Project, being constructed by the Navy Department, to the fire alarm system of the City of Alameda was presented for approval and filing. Councilman Branscheid moved the form of revocable permit above referred to be approved and filed. The motion was seconded by Councilman Maurer and unanimously carried. RESOLUTIONS: 13. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2633 Authorizing Performance and. Completion of a Project for the Improvement of Encinal Avenue in the City of Alameda and Directing the City Clerk to Advertise for Sealed. Bids." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and. President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2634 Providing for the Amount Per Diem for Officers and. Employees of the City of Alameda for Traveling Expenses." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5) . Noes: None. Absent: None. Thereupon the Mayor de- clared said resolution duly adopted and passed. 15. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2635 Granting Permit to Alameda Belt Line to Construct Maintain and Operate a Railroad Spur Track Across Clement Avenue in the City of Alameda." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and. President Weichhart, (5) . Noes: None. Absent: None. Thereupon the Mayor de- clared said resolution duly adopted and passed. 16. The following resolution was introduced by Councilman Godfrey, who moved its adoption: "Resolution No. 2636 Transferring $500.00 From the General Fund to the Initiative Relief Fund." The motion to adopt said resolution was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5) . Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 17. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2637 Fixing the Salaries and Rates of Compensation for Certain Positions." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 18. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2638 Authorizing Execution of Revocable Permit Granting Permission to the United States of Am3rica to Con- nect the Sanitary Sewers Within the National Defense Housing Project to the Main North Side Sewer." The motion to adopt said resolution was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5) . Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 19. The following resolution was introduced by Councilman Godfrey, who moved its adoption: "Resolution No. 2639 Authorizing Execution of Revocable Permit Granting Permission to the United States of America to Con- nect the Fire Alarm System Within the National De- fense Housing Project to the City of Alameda's Fire Alarm System." The motion to adopt said. resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and. President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 20. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 2640 Authorizing an Additional Loan of $500.00 to the Housing Authority of the City of Alameda for Administrative Expenses and. Overhead." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. ORDINANCES PASSED: 21. "Ordinance No. 766 New Series An Ordinance Amending the Alameda Municipal Code by Amending Section 11-1154 of, and Adding Section 11-1165 to, Article 1, Chapter 1, Title XI Thereof; by Adding Subdivision (5) to Section 11-139 and Amending Section 11-1324 of Article 3, Chapter 1, Title XI Thereof; and by Amending Section 11-1517 of, and Adding Section 11-1522 to, Article 5, Chapter 1, Title XI Thereof." Councilman Maurer moved the ordinance as designated be adopted. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5). Noes: None. Absent: None. FILING: 22. Financial Report - Bureau of Electricity, as of May 31, 1941 - Goodell, Byers & Henry. 23. Specifications - For Improvement of Encinal Avenue. BILLS: 24. An itemized List of Claims against the City of Alameda and the several depart- ments thereof in the total amounts as follows, was presented to the City Council: General Departments, $1,281.05; Police Department, 595.10; Civil Service Department, $48.77; Health Department, 15.00; Social Service Department, $34.36; Initiative Relief Fund, $120.00. Councilman Maurer moved the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on July 1, 1941, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5) . Noes: None.
