1941-07-15 Regular CC MinutesREGULAR MEETING OF THE C OUNCTL GF THE CITY OF ALAMEDA HELD TUESDAY EVENING, JULY 15, --------- 1941 The meeting convened at 8:00 o'clock P. I. with President Weichhart presiding, ROLL CALL: The roll was called and Councilmen Branscheid, Godfrey, Howe, Maurer and Presi- dent Weichhart, (5) , were noted present. Absent: None. MINUTE : 1. The minutes of the regular meeting of July 1, 1941, were approved as transcribed. WRITTEN COMIUNICATIONS: V' 2. From Bethlehem Steel Company, giving notice that Tynan Avenue, immediately east of Webster Street, had been closed for a period exceeding twenty-four hours through July 4 and 5, 1941, in order to retain the street as a private thoroughfare. There being no objections, the communication was ordered filed. 3. From Andrew T. Hass, Architect, regarding the extensive improvement of Washington Park and the former Neptune Beach property. There being no objections, the matter was referred to the City Manager for study and report. V 4. From the East Bay Division of the League of California Cities, giving notice of the next bi-monthly meeting to be held on Friday evening, July 18, 1941, in Oakland. Mayor Weichhart urged all those who could possibly attend to do so and to notify the City Manager in order that the necessary reservations could be made. ORAL COLIIITNICATIONS: 5. Mr. Frank Gottstein addressed the Council with regard to removing the railroad ties along Eighth Street. The City Manager stated he would investigate the matter. OPENING OF BIDS: 6. REPORTS OF COIZIITTEES: vf 8. From the City 21anager, requesting authorization to permit payment by the City of Alameda for tuition fee of '2.00 per officer for those who will attend the two-weeks' Peace Officers' Training School to be conducted at the University of California from July 28 to August 9, 1941. Attached to this communication was a letter from Earl 'farren, Attorney General of the State of California, setting forth in detail the ad- vantages of the course. Councilman Godfrey moved that as many officers as is practical attend this Peace Offi- cers' Training School at the University of California during the dates specified and thatthe 2.00 tuition fee per officer be authorized. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Council- men Branscheid, Godfrey, Howe, Maurer and. President Weichhart, (5) . Noes: None. Absent: None. 9. Communication from the City Engineer, addressed to the City Manager, was presented, certifying that Ransome Company has completed to his satisfaction and acceptance the re-naving of that portion between the car tracks of Fernside Boulevard from Briggs Ave- nue to Pea-1 Street. Councilman Maurer moved the report of the City Enineer be accepted, seconded by Coun- cilman Howe, and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5) . Noes: None. Absent: None. UNFINISHED BUSINESS: 10. At the request of the City Manager,- the matter of the closing of portions of Second, Spruce and Cypress Streets was again, on motion of Councilman Maurer, postponed until the next regular meeting to be held August 5, 1941. The motion was seconded by Council- man Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5) . Noes: None. Absent: None. RESOLUTIONS: 11. The following resolution was introduced by Councilman Godfrey, who moved it adoption: "Resolution No. 2641 Adopting .Specifications and Provisions for Construction of a Sanitary Sewage Pumping Plant at Court Street and Otis Drive in the City of Alameda, Calling for Bids and Directing tlae City Clerk to Advertise the Same." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5) . Noes: None. Absent: None. 12. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2642 Authorizing Renewal and. Extension of Contract With the County of Alameda for the Examination of Contacts with Cases of Tuberculosis." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5). Noes: None. Absent: None. FILING: 13. Copy of Decision No. 34389 - Before Railroad Commission re East Bay Motor and. Councilman Maurer moved the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on July 15, 1941, and presented to the Council at this meeting, be allowed and naid. The motion was seconded by Council- man Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Godfrey, Howe, Maurer and President Weichhart, (5) . Noes: None. Absent: None. 20. Councilman Maurer moved the Council adjourn to meet in adjourned regular session on Tuesday afternoon,July 29,1941, at 5:00 o'clock P. M.
