1941-07-29 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAy AFTERNOON, JULY 29, 1941 The meeting convened at 5:05 o'clock P. M. with President Weichhart presiding. ROLL CALL: The roll was called and Councilmen Branscheid, Howe, Maurer and President Weichhart, (4), were noted present. Absent: Councilman Godfrey, (1). - WRITTEN COMMUNICATIONS: 1. From the County of Alameda, requesting the amount of delinquent taxes due on certain property described as being on the "Map of Oak Park, Encinal of Alameda, S. 110 feet of lot 16, block 334" assessed to T. B. Heller and also requesting a letter from the City giving consent to have this property put up for sale at public auction. There being no objections, the matter was referred to the Committee of the Whole. OPENING OF BIDS: 1 2. Bids were presented and opened for construction of a Sanitary Sewage Pumping Plant at Court Street and Otis Drive in the City of Alameda, as follows: From Engineers, Limited 24,648.20 Accompanied by certified check in amount, of - $3,000.00 From Robert B. McNair Accompanied by certified check in amount of - 32,972.50 3,500.00 There being no objections, these bids were referred to the City Manager and City Attorney for study and recommendation. REPORTS OF COMMITTEES: ,/ 3. From the City Manager, recommending that contract for the improvement of Encinal Avenue from High to Oak Streets, be awarded to Heafey-Moore Co. at its total bid price of $59,971.15. Councilman Maurer moved the recommendation of the City Manager be approved; that con- tract be awarded to Heafey-Moore Co. for the improvement of Encinal Avenue from High to Oak Streets at the price quoted in its bid and check be returned to the unsuccess- ful bidder. 4. From the City Attorney, recommending that he be authorized to file an answer in the action entitled "Mecartney vs. Whitaker, et al., No. 162917, Superior Court of Alameda County", putting plaintiff in said action on her proof and setting forth the City's claim for various taxes assessed against this property. Councilman Maurer moved the recommendation of the City Attorney be approved, seconded by Councilman Branscheid, and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and President Weichhart, (4). Noes: None. Absent:_ Councilman Godfrey, (1). ORDINANCES INTRODUCED: 5. Councilman Branscheid introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending Subdivision (9) of Section 17-431 of the Alameda Municipal Code." 6. Councilman Maurer introduced the following ordinance, after which it was laid ovr under provision of law and the Charter: "Crdinance No. New Series An Ordinance Amending Section 17-344 of the Alameda Municipal Code by Adding Subdivision (49) Thereto." RESOLUTIONS: 7. The following resolution was introduced. by Councilman Maurer, who moved its adoption: " Resolution No. 2643 Establishing Certain Positions of Employment in the City of Alameda and Fixing the Salaries and Rates of Compensation for Such Positions and For all Charter Offices and Positions Under the Jurisdic- tion of said City." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, li) Thereupon the Mayor declared said resolution duly adopted and passed. 8. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2644 Approving the Form and Authorizing Execution of a Contract Between the City of Alameda and the County of Alameda for the Distribution of Certain Payments in Lieu of Taxes to be Received by the City of Alameda From the United. States of America in Connection with National Defense Housing Project No. Cal. 4112." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and President Weichhart, (4). Noes: None. Absent: Councilman Godfrey, (1). Thereupon the Mayor declared said resolution duly adopted and passed. FILING: 9. Notice of Adjourned Hearing re various transportation matters - Before the Railroad Commission. 10. Decision Before Railroad Commission - Matter of Application of Alameda Belt Line to Construct spur track across Clement Avenue. 11. Report of Retirement Board as of June 30, 1941. 12.
