1941-08-19 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, AUGUST 19, 1941 The meeting convened at 8:00 o'clock P. M. with Vice President Godfrey presiding. ROLL CALL: The roll was called and. Councilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4), were noted present. Absent: President Weichhart, (1). MINUTES: 1. The minutes of the regular meeting of August 5, 1941, and the adjourned regular meeting of August 7, 1941, were approved as transcribed. WRITTEN COMMUNICATIONS: 2. A communication was presented from the Alameda Junior Horse Show requesting a donation from the City to help defray the expenses of publicizing this show which is to be held Sunday, September 21, 1941, at the Stable property, Mecartney Point, Bay Farm Island. There being no objections, the City Clerk was instructed to request the supporters of the Alameda Junior Horse Show to take this matter up with the Alameda Chamber of Commerce. V 3. From Mr. George M. Bowe, requesting a permit to move a house now located at 1501 Broadway to property situated at the northwest corner of Mound and Fillmore Streets. Councilman Maurer moved the permit be granted to Mr. Bowe, provided all requirements and regulations of the Alameda Municipal Code be adhered to. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4). Noes: None. Absent: President Weichhart, (1). ORAL COMMUNICATIONS: V 4. The City Manager made verbal report on the progress being made on the improvement of Webster Street from Atlantic Avenue north to Posey Tube. 5. The City Manager explained also what progress is being made in the removal of tracks on Central Avenue; the condition of Lincoln Avenue between Eighth and Webster Streets which demands that some work be done along that stretch owing to the former raising of the street grade leaving a hollow in the center; the rails on Pacific Avenue from Main to Fifth Streets have not as yet been removed, and the remainder of the poles on Lincoln Avenue between Eighth and Webster Streets will be removed as soon as removal of rails on Central Avenue is finished. 6. The City Manager also stated that contract has been completed for the improvement of Main Street and the road stripes will be painted in the near future. 7. The City Manager reported that work on the new pumping plant at Court Street and. Otis Drive will be started either this week or next. 8. Mr. Frank A. Gottstein addressed the Council in favor of the parallel parking on Webster Street. 9. Mr. Gottstein also brought up the matter of removing the railroad ties along Eighth Street. The City Manager stated he would investigate this matter further. 10. Councilman Maurer commented on the progress of the improvement of Webster Street. He also brought to the Council's attention the condition of the end of Main Street near Pacific Avenue, suggesting it should be paved. The City Manager stated this will be rectified when all tracks have been removed, a curve established and the area paved. REPORTS OF COMMITTEES: 1. From the City Planning Board, recommending reclassification of certain property known as 2310 San Jose Avenue, lying on the south line of San Jose Avenue, beginning 90 feet west of Park Street, having a frontage of 35 feet and depth of 50 feet, from the "B" Two-to-Four Family Dwelling District, to the "E" General Business District, to permit construction of a drive-in market. Councilman Branscheid moved the recommendation of the City Planning Board be approved, seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and. Vice President Godfrey, (4). Noes: None. Absent: Vice President Godfrey, (1). ORDINANCES INTRODUCED: 12. Councilman Maurer introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Reclassifying Property by Adding Section 16 to Ordinance No. 725, New Series." UNFINISHED BUSINESS: 13. Councilman Howe moved the matter of the proposed closing of that portion of Park Avenue, lying south of Roosevelt Drive, be continued until the next regular meeting to be held. September 2, 1941. The motion was seconded by Councilman Branscheid and unanimously carried. 14. Councilman Maurer moved the matter of the proposed closing of portions of Second, Spruce and Cypress Streets be continued until the next regular meeting of September 2, 1941. The motion was seconded by Councilman Branscheid and unanimously carried. RESOLUTIONS: 15. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2649 Authorizing Deposit of Public Funds in Active and Inactive Deposits in Certain Banks." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4). Noes: None. Absent: President Weichhart, (1). Vice President Godfrey then declared said resolution duly adopted and passed. 16. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2650 Transferring $500.00 from the General Fund to the Initiative Relief Fund of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4) . Noes: None. Absent: President Weichhart, (1) . Vice President Godfrey then declared said resolution duly adopted and passed. 17. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2651 Abolishing the Position of Junior Stenographer-Clerk and Creating and Fixing the Salary of the Position of Senior Stenographer-Clerk in the Office of the Auditor and Assessor of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4). Noes: None. Absent: President Weichhart, (1). Vice President Godfrey then declared said resolution duly adopted and passed. 18. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2652 Consenting to Recordation of Renewal Agreement Between City of Alameda and Bethlehem Steel Company." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4). Noes: None. Absent: President Weichhart, (1). Vice President Godfrey then declared said resolution duly adopted and passed. ORDINANCES PASSED: 19. "Ordinance No. 769 New Series An Ordinance Amending Section 17-342 of the Alameda Municipal Code by Adding Subdivision (2) Thereto." Councilman Howe moved the ordinance as read be adopted. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Coun- cilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4). Noes: None. Absent: President Weichhart, (1). FILING: 20. Yearly Report - Goodell & Henry - City of Alameda, as of June 30, 1941. 21. Yearly Report - Goodell & Henry - Public Utilities Board as of June 30, 1941, 22. Decision No. 34476 of the Railroad. Commission, re operating certain coach and railway service between San Francisco County and Alameda and Contra Costa Counties. 23. Ex Committee of the Whole: Petition signed by 31 City employees, requesting revision of wage and salary scales of the several classifications therein represented. Alameda Municipal Civil Service Employees Association, re standardization of salaries. Alameda County Taxpayers Association, Inc., re increase in tax rate and salaries. Goodell, Byers & Henry, Certified Public Accountants, submitting proposal to audit City records during 1941-1942. Public Utilities Board, submitting budget for Department of Public Utilities Board for fiscal year 1941-1942. BILLS: 24. An itemized. List of Claims against the City of Aiameda and the several depart- ments thereof in the total amounts as follows, was presented to the City Council: General Departments, $4,168.18; Police Department, $516.95; Civil Service Department, $118.15; Pound. Department, $23.77; Fire Department, $243.54; Street Departm $4 ent, 10.10; Health Department, $655.06; Recreation Department, $40.88; Park Department, 221.04; Golf Course Department, $801.40; Store Department, $67.04; Social Service Department, $87.59; Initiative Relief Fund, $40.50; Street Improvement Fund, $425.49; Gas Tax No. 2 Fund, $12,935.98; Krusi Park Fund, .4)126.40. Councilman Maurer moved the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on August 19, 1941, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4). Noes: None.
