1941-11-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, NOVEMBER 18, - - 1941 The meeting convened at 8:00 o'clock P. M. with Vice President Godfrey presidi ROLL CALL: The roll was called and Councilmen. Branscheid, Howe, Maurer and Vice President Godfrey, (4) were noted present. Absent: President Weichhart, (1). MINUTES: 1. The minutes of the regular meeting held November 4, 194 c d the adjourned regular meeting held November 6, 1941, were approved as transcribed. WRITTEN COMMUNICATIONS: 2. A communication with attached petition was presented from the State of California Veterans' Welfare Board, requesting cancellation of certain taxes assessed to Noble F. and Marian B. Justice, covering property designated as Lot 285, Block Lettered 'IQ", in the Fernside District, Alameda, which property is now owned by that Board. There being no objections, the matter was referred to "Resolutions". 3. From Alameda Aerie No. 1076, Fraternal Order of Eagles, offering to purchase cer- tain fixtures or grill work formerly above the counter in the Treasurer's office, city Hall, for the sum of $5.00. Councilman Maurer moved, upon recommendation of the City Manager, that the grill work referred to be sold to the Fraternal Order of Eagles for the price of 5.00. The motion was seconded by Councilman Branscheid and unanimously carried. 4. A communication was presented from Mr. David E. Graves, submitting suggestions toward rectifying the present traffic hazard on the San Francisco-Oakland Bay Bridge. As it was decided this matter should properly be brought to the attention of the De- partment of Motor Vehicles, the Toll Bridge Authority and the Highway Commission of the State of California, instructions were given that a copy of this letter be sent to the above State Departments. REPORTS OF COMMITTEES: 5. From the City Manager, with attached certificate of acceptance from the City Engi- neer, recommending that contract of Heafey-Moore Co. for the construction and improve- ment of Webster Street be accepted. Councilman Maurer moved the recommendation of the City Manager be approved and the con- tract of Heafey-Moore Co. accepted. The motion was seconded by Councilman Branscheid and unanimously carried. RESOLUTIONS: 6. The following resolution was introduced by Councilman Branscheid, who moved its adoption: Resolution No. 2685 Cancelling City Taxes on Real Property Acquired by the Veterans' Welfare Board of the State of California." The motion to adopt said resolution was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4). Noes: None, Absent: President Weichhart, (1). Thereupon Vice President Godfrey declared said resolution duly adopted and passed. 7. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2686 Authorizing Sale and Removal of Certain Buildings, Approving the Conditions of Such Sale and Removal, and. Directing the City Clerk to Call for Bids." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4). Noes: None. Absent: President Weichhart, (1). Thereupon Vice President Godfrey declared said resolution duly adopted and passed. 8. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution. No. 2687 Consenting to Assignment of Certain Leases by United Engineering Company, Ltd., to Wells Fargo Bank & Union Trust Co." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe and. Vice President Godfrey, (3) . Noes: None. Not Voting: Councilman Maurer, (1) . Absent: President Weichhart, (1). Thereupon Vice President Godfrey declared said resolution duly adopted and passed. 9. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2688 Requesting Southern Pacific Company to Remove Railroad. Tracks on Pacific Avenue Between Fourth Street and Main Street and to Repave Area of Street Disturbed by Such Removal." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and. Vice President Godfrey, (4). Noes: None. Absent: President Weichhart, (1). Thereupon Vice President Godfrey declared said resolution duly adopted and passed. 10. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2689 Accepting Conveyance to the City of Alameda of an Easement for the Construction and Maintenance of a Public Conduit for Storm and Drainage Purposes and Consenting to the Recordation Thereof." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and. Vice President Godfrey, (4) . Noes: None. Absent: President Weichhart, (1). Thereupon Vice President Godfrey declared said resolution duly adopted and passed. ORDINANCES PASSED: 11. "Ordinance No. 777 New Series An Ordinance Reclassifying Property by Adding Section 17 to Ordinance No. 725, New Series." Councilman Branscheid moved the ordinance as read be adopted. The motion was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Coun- cilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4) . Noes: None. Absent: President Weichhart, (1). 12. "Ordinance No. 778 New Series An Ordinance Accepting Conveyance to the City of Alameda of an Easement for Sewer Purposes." Councilman Maurer moved the ordinance as read be adopted. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Councilman Maurer moved the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on November 18, 1941, and presented to the Council at this meeting, be allowed and paid.
