M. with Vice President Godfrey presiding. ROLL CY : The roll was called and. Councilmen Branscheid, Howe, Maurer and. Vice President Godfrey, (4) , were noted present. Absent: President Weichhart, (1). MINUT.E3: 1. The minutes of the regular meeting held December 2, 1941, and the special meeting held. December 9, 1941, were approved as transacribed. WRITTEN COLYUNICATIONS: 2. From Mayor Henry A. Weichhart, tendering his resignation as a member of the Council of the City of Alameda and expressing his gratitude to all members of the Council, the City Manager and members of the City Administration with whom he has worked so closely and congenially. Vice President Godfrey expressed his regret of Mayor Weichhart' being no objections, the matter was referred to "New Business". 3. From Mr. Sherwood Jones, tendering his resignation as a member of the Library Board of the City of Alameda. gl2; ation. NEW BUSINESS: 5. councilman Maurer moved that the resignation of Henry A. Weichhart as of the City of Alameda be accepted. The motion was seconded by Councilman and unanimously carried. o. Councilman Dranscheid the Library Board of the City of Alameda be accepted. The motion was seconded by Coun- cilman Maurer and unanimously carried. 7. Councilman Branscheid stated he desired to name Mr. Sherwood Jones as Councilman of the City of Alameda to serve the unexpired term of Henry A. Weichhart, resigned. RESOLUTIONS: 8. The following resolution was its adoption: hen introduced by Councilman Branschei who moved "Resolution No. 2695 Appointing Sherwood Jones to the Office of Councilman on the Council of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Maurer and Vice President Godfrey, (4) . Noes: None. Absent: None. Thereupon Vice President Godfrey declared said resolution duly adopted and passed. 9. At this point, Hr. Jones executed his oath of office as Councilman of the City of Alameda before the City Clerk and the oath was filed in open meeting. 10. Councilman Maurer stated it was now in order to reorganize the Council and it was his pleasure to name Vice President Milton C. Godfrey as Mayor of the City of Alameda. 11. The following resolution was then introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2696 Appointing Hilton C. Godfrey to the Office of Mayor of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Branscheid and, on being put by Councilman Howe, carried on roll call by the following vote. Ayes: Councilmen Branscheid, Howe, Jones and Maurer, (4) . Noes: None. Not Voting: Vice President Godfrey, (1). Absent: None. Thereupon Councilman Howe declared said resolution duly adopted and passed. 12. Vice President Godfrey then requested the Council to accept his resignation as Vice President of the Council. Councilman Branscheid moved, seconded hy Councilman Howe, that the resignation of Vice President Godfrey as Vice President of the Council be accepted. Councilman Maurer put the motion which was, on roll call, carried by the following vote. Councilmen Branscheid, Howe, Jones, Maurer and Vice President Godfrey, (5). Noes: None. Absent: None. Councilman Godfrey then executed his oath of office as Mayor of the City of Alameda before the City Clerk and the oath was filed in open meeting. v/ 13. Councilman Branscheid stated it was his privilege to offer the name of Councilman Rix Maurer as Vice President of the Council. v/ 14. The following resolution was then introduced by Councilman Branscheid, who moved its adoption: Taesolution No, 2697 Appointing Vice President of the Council of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones and. Presi- dent Godfrey, (4) . Noes: None. Not Voting: Councilman Maurer, (1) . Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. ** 14-1'1 (See bottom of Page 398) 15. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2698 In Appreciation of the Public Service of the Honorable Henry A. Weichhart. " WHEREAS, the Honorable Henry A. Weichhart has tendered his resignation from the offices of Mayor and Councilman of the City of Alameda; and " WHEREAS, said Henry A. Weichhart has served the City of Alameda as Councilman and Mayor thereof for the past several years and during his incumbency in office gave freely and unstintingly of his time and ability for the improvement of our City, the betterment of its government and the promotion of the welfare of our people; " BE IT RESOLVED that we, the members of he Council of the City of Alameda, in regular session assembled, for ourselves and on behalf of the citizens of Alameda, here express to Henry A. Weichhart our sincere regrets upon the occasion of his retirement from public office, and we further hereby convey to him the expression of our continued friend- ship, good will and esteem. " RESOLVED, FURTHER, that this resolution be spread upon the minutes of this meeting and that a certified copy be forwarded to said. Henry A. Weichhart as a testimonial of esteem." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 16. Councilman Maurer then moved the meeting again proceed under the regular order of business. The motion was seconded by Councilman Branscheid and unanimously carried. WRITTEN COMMUNICATIONS: J. 17. A resolution was presented from the Northern California Retail Liquor Dealers Association, which resolution had been adopted at its meeting held December 11, 1941, and in which it resolves that the State Board of Equalization be requested to restrict the hours for the sale of alcoholic beverages to 8:00 A. H. to 9:00 F. LI. throughout the duration of the present emergency. There being no objections, the resolution was ordered filed. 1 . From the California State Planning Board, requesting the Alameda City Council to participate in an unofficial group being organized to investigate regional planning and development problems in the San Francisco Bay Area, and giving notice of a meeting to be held shortly after January 1, 1942. Councilman Llaurer suggested Councilman Branscheid represent the City of Alameda at the above referred to meeting. There being no objections, it was so ordered. ORAL COIJMUNICATIONS: 19. Mr. Frank Gottstein ad.dressed the Council with regard to various air raid regula- tions and suggesting that some provisions be made to maintain some lighting in the Posey Tube during a blackout. OPENING OF BIDS: 2D. Bids were scheduled to be opened at this time for furnishing to the City of Alameda five police cars in accordance with Specifications and Provisions No. MS 12-4121. A proposal was received from Tom Henderson, Inc., setting forth five certain available models of Ford automobiles for the sum of 2,993. This proposal was not in the required form of a regular bid. Croll, stating he had been asked by the Executive Committee of Health, Recreation and Related Activities, National Defense, to request the City Council to grant it the use of a lot 50 x 100 feet, adjoining the City Hall on Oak Street for service work. It is contemplated to construct a hospitality house on this property if such consent is given. Councilman Maurer stated that as there is nothing definite in this communication regard- ing the method of procedure, he would suggest the matter be referred to the Committee of the Whole, to be discussed more thoroughly; also that the Council meet as Committee of the Whole with this Executive Committee to procure more definite information of the plan. It was so ordered. President Godfrey requested the City Manager to notify the Committee of the Council's disposition of the matter at this time. 0-iDILAKCES INTRODUCED: 22. Councilman Branscheid introduced the following ordinance: "Ordinance No. New Series An Ordinance Relating to Air Raid ecautions." NEW BUSINESS: 23. Councilman Branscheid moved that in view of the fact that the Council has received no bids to Furnish the City of Alameda with five police cars in accordance with Speci- fications and Provisions therefor, No. ES 12-4121, the City Manager be authorized to purchase in the open market five new automobiles for use by the Police Department, which cars will comply with the minimum requirements as set forth in the above specifications. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None. RESOLUTIONS: 24. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2699 Creating Fifteen Positions as "Watchman" in the City of Alameda." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and. President Godfrey, (5) . Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 25. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2700 Creating Three Additional Positions of Police Patrolman in the City of Alameda." The motion to adopt said resolution was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: hone. Thereupon the Mayor declared Said resolution duly adopted and passed. 26. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2701 Creating Five Additional Positions of "Skilled Laborer" and Ten Additional Positions of "Laborer" in the City of Alameda." The motion to adopt said resolution was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 27. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2702 Establishing Civil Defense Account 70L and Appro- priating 5,000.00 for Civil Defense Activities." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and. President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 28. "Ordinance No. 782 New Series An Ordinance Amending Section 17-341 of The Alameda Municipal Code by Adding Subdivisions (23) and (24) Thereto." Councilman 3ranscheid moved the ordinance as read be adopted. The motion was seconded by Councilman Maurer and on roll call carried by the following vote. Councilman Branscheid moved the ordinance as read be adopted. The motion was seconded by Councilman Howe and on roll call carried by the following vote.
