HELD TUESDAY EVENING, JANUARY 6, 1942
The meeting convened at 8:00 o'clock P. M. with President Godfrey presiding.
ROLL GALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Maurer and President
Godfrey, (5), were noted present. Absent: None.
1INUThS:
1. The minutes of the regular meeting held December 16, 1941, and the adjourned
regular meetings held December 19, 23 and 26,1941, were approved as transcribed.
WRITTEN COMMUNICATIONS:
2. From the East Bay Division of League of California Cities, giving notice of the
bi-monthly dinner meeting to be held January 16, 1942, in San Leandro. Mayor Godfrey
urged all who could to attend and requested the City Manager to make the necessary
arrangements.
ORAL COMMUNICATIONS:

3. Mr. Frank Gottstein addressed the Council with regard to right turns against the
red light at the intersections of Buena Vista Avenue and Park Street and. Pacific Avenue
and Webster Street.
4. Mr. E. Horton of Horton & Gilman, with whom the City has a contract to wreck and
remove dwellings situated on property north of the City Hall, addressed the Council
and requested a thirty-day extension of time within which to complete this work.
Councilman Maurer moved the thirty-day extension be granted to Horton & Gilman as
requested, and also that permission be given to Mr. H. A. McChesney to move two cer-
tain dwellings from this property. The motion was seconded by Councilman Branscheid
and unanimously carried.
REPORTS OF COMMITTEES:
Affidavit was presented from the City Manager and Chief of Police, stating all
moneys expended out of the Police Secret Fund has been in accordance with the provi-
sions of the Charter of the City of Alameda. There being no objections, the Affidavit
was ordered filed.
6. Mayor Godfrey stated provisions had been made for the Defense Council to meet on
Wednesday morning of each week in the City Hall and all matters appertaining to their
various activities would then be handled.
ORDINANCES INTRODUCED:
7. Councilman Maurer introduced the following ordinance, after which it was laid over
under provision of law and the Charter:
"Ordinance No.
An Ordinance Amending Section 10-7712 of Article 7,
Chapter 7, Title X of the Alameda Municipal Code."
8. Councilman Jones introduced the following ordinance, after which it was laid over
under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Authorizing Acquisition of an Easement
from Alameda City Land Co. for Levee Purposes on
Bay Farm Island."
9. Councilman Branscheid introduced the following ordinance, after which it was laid
over under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending Section 17-321 and Repealing
Section 17-323 of The Alameda Municipal Code Relating
to Parallel Parking."
10. Councilman Howe introduced the following ordinance, after which it was laid over
under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending The Alameda Municipal Code by
Repealing Subdivisions (1), (2), (4) and (5) of Section
17-341, Repealing Section 17-342i and Adding a New
Section 17-343."
UNFINISHED BUSINESS:
11. The matter of the proposed closing of portions of Second, Spruce and Cypress Streets
in the City of Alameda, was on motion of Councilman Branscheid, continued until the
regular meeting of February 3, 1942. The motion was seconded by Councilman Maurer and
unanimously carried.
RESOLUTIONS:
12. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2704
Rescinding Resolution No. 2681 and Authorizing
Return of Deed."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and.
President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Branscheid, who moved its
adoption:
"Resolution No. 2705
Adopting Specifications for Furnishing One (1)
Automobile Sedan to the City of Alameda, Calling
for Bids and Directing the City Clerk to Advertise
the Same."
The motion to adopt said resolution was seconded by Councilman Maurer and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Tones, Maurer and
President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
14. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2706
Adopting Specifications for Furnishing Gasoline
to the City,of Alameda for the Fiscal Year 1942-
1943, Calling for Bids and Directing the City
Clerk to Advertise the Same."
The motion to adopt said resolution was seconded by Councilman Maurer and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and-
President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
FILING:
15. Auditor's Balance Sheet, Month ending December 31, 1941.
16. Specifications - For furnishing one automobile sedan to the City of Alameda.
17. Specifications - For furnishing gasoline to City of Alameda during fiscal
year 1942-43.
18. Financial Statement - Goodell, Byers & Henry - Bureau of Electricity, as of
November, 1941.
BILLS:
19. An itemized List of Claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: Store
Department, $75.00; GaS Tax Fund No. 1, $8,589.69.
Councilman Maurer moved the bills and claims against the City in the amounts listed and
itemized in the List of Claims filed with the City Clerk on January 6, 1942, and pre-
sented to the Council at this meeting, be allowed and paid. The motion was seconded
by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen
Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent:
None.
ADJOURNMENT:
20. Councilman Maurer moved the Council adjourn to assemble in adjourned regular
meeting on Tuesday afternoon, January 13, 1942, at 5:00 o'clock P. M.. The motion
was seconded by Councilman Howe and unanimously carried.
