HELI)-TUESDAY EVENING, MARCH 3, 1942
The meeting convened at 8:00 o'clock P. M. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Maurer and. President
Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held February 17, 1942, and the adjourned
regular meeting held February 25, 1942, were approved as transcribed.
ORAL COMMUNICATIONS:
2. Mr. Frank Gottstein addressed the Council relative to the need for additional
transportation communication between the Cities of Oakland and. Alameda in the form
of a tube or bridge and, in Mr. Gottstein's opinion, preferably a bridge. Mr.
Gottstein also referred to the extreme traffic congestion in the Posey Tube.
President Godfrey and City Manager Schwanenberg advised Mr. Gottstein of the present
status of this matter.
REPORTS OF COMMITTEES:
3. From the City Manager, recommending that Inspector Lloyd. Wendland of the Alameda
Police Department be granted permission to attend the Annual Meeting of the F. B. I.
National Police Academy Associates, California Chapter, to be held in Fresno, Cali-
fornia on Sunday, March 8, 1942, and that an amount not to exceed $20. be appropriated
to cover his expenses.
Councilman Branscheid moved the recommendation of the City Manager be approved; that
Inspector Lloyd. Wendland be authorized to attend the above mentioned meeting and that
20. be appropriated to defray his expenses. The motion was seconded by Councilman
Howe and unanimously carried.
From the City Manager, recommending that contract of the Central California Con-
.
struction Company for the construction of the Sewage Pumping Plant at Court Street and
Otis Drive, be accepted. The work has been accepted by the City Engineer.
Councilman Maurer moved that the performance of this contract be accepted. The motion
was seconded by Councilman Jones and unanimously carried.
RESOLUTIONS:
5. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2724
Transferring Funds from Budget Account 70-b to
Budget Account 26-u."
The motion to adopt said resolution was seconded by Councilman Branscheid and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer
and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor de-
clared said resolution duly adopted and passed.
6. The following resolution was introduced by Councilman Branscheid, who moved its
adoption:
"Resolution No. 2725
Requesting the Department of Public Works and the
California Highway Commission to Reroute Portions
of State Highway Route 69 Within the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and.
President Godfrey, (5). Noes: None, Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
7. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2726
Extending and Continuing in Existence the Position
of Senior Stenographer-Clerk in the Office of the
City Manager Established by Resolution No. 2703."
The motion to adopt said resolution was seconded by Councilman Branscheid and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer
and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
8. The following resolution was introduced by Councilman Maurer, who moved its
adoption:
"Resolution No. 2727
Authorizing Execution of Revocable Permit Granting
Permission to American Dredging Company, a Corpora-
tion, to .Construct and Maintain a Dredge Pipe in
and. Across Certain Tide Lands."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and
President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared
said resolution duly adopted and passed.
FILING:
9. Financial Statement - Goodell, Byers & Henry - Bureau of Electricity -
Month of January, 1942.
10. Auditor's Balance Sheet - Month of February, 1942.
11. Copy of Revocable Permit - Granted to American Dredging Company.
BILLS:
12. An itemized. List of Claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: Initiative
Relief Fund, $64.00; Street Department, $21,561.03.
Councilman Branscheid moved the bills and claims against the City in the amounts listed
and itemized in the List of Claims filed with the City Clerk on March 3, 1942,
and presented to the Council. at this meeting, be allowed and paid. The motion was
seconded by Councilman Howe and on roll call carried by the following vote. Ayes:
Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None.
Absent: None.
ADJOURNMENT:
13. Councilman Branscheid moved the Council adjourn to meet in adjourned regular
meeting on Tuesday afternoon, March 10, 1942, at 5:00 o'clock P. M. The motion was
seconded by Councilman Howe and unanimously uarried.
