HELD TUESDAY EVENING, MARCH 17) 1942
The meeting convened at 8:00 o'clock P. M. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Howe, Jones and President Godfrey, (3), were
noted present. Absent: Councilmen Branscheid and Maurer, (2).
MINUTES:
1. The minutes of the regular meeting held Tuesday evening, March 3, 1942, were
approved as transcribed.
WRITTEN COMMUNICATIONS:
From the East Bay Division of League of California Cities, giving notice of the
next bi-monthly dinner meeting to be held March 20, 1942, at Hotel Whitecotton, Berkeley.
There being no objections, the communication was ordered filed.
3. From the Alameda County Council Veterans of Foreign Wars of the United States,
with reference to lists of Civil Service eligibles during the emergency.
There being no objections, the communication was ordered filed.
4. From Mrs. Henry A. Weichhart, extending appreciation for the resolution adopted
by the Council in memoriam of Henry A. Weichhart, former Mayor of the City of Alameda,
deceased.
The communication was ordered filed.
5. From Reverend Sumner Walters, tendering his resignation as a member of the Alameda
Defense Council and Chairman of the Committee on Health, Welfare and Related Defense
Activities, because of the pressure of church duties throughout Alameda and Contra
Costa Counties.
There being no objections, the matter was referred to "New Business".
REPORTS OF COMMITTEES:
6. From the Public Utilities Board, requesting extension of the leave of absence
granted to Mr. Charles M. Romanowitz, member of the Board, for an additional month,
or until April 16, 1942.
There being no objections, the communication was referred to "New Business".
7. From Mayor Godfrey, appointing William G. Paden, as a member of the Alameda
Defense Council and Chairman of the Committee on Health, Welfare and Related. Defense
Activities, to fill the unexpired term of Reverend. Sumner Walters, resigned.
There being no objections, the matter was referred to "New Business".
ORDINANCES INTRODUCED:
8. Councilman Jones introduced the following ordinance, after which it was laid over
under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending Subdivision (4) of Section
17-431 of The Alameda Municipal Code."
9. Councilman Howe introduced the following ordinance, after which it was laid over
under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Leasing Washington Park Bath House to
the United States of America; Approving Form and
Terms of Lease; and. Authorizing the Execution Thereof."
NEW BUSINESS:
10. Regarding resignation of Reverend Sumner Walters: Councilman Howe moved that the
resignation of Reverend Sumner Walters, as a member of the Alameda Defense Council, be
accepted with regret, The motion was seconded by Councilman Jones and unanimously
carried.

11. Regarding extension of leave of absence of Mr. Romanowitz: Councilman Jones moved
that the leave of absence granted to Mr. Charles M. Romanowitz, member of the Public
Utilities Board, be extended for an additional month, or until April 16, 1942. The
motion was seconded by Councilman Howe and unanimously carried.
12. Regarding appointment of Mr. William G. Paden as member of Alameda Council: Coun-
cilman Howe moved that the appointment of Mayor Godfrey of Mr. William G. Paden as a
member of the Alameda Defense Council be approved. Mr. Paden will serve the unexpired
term of Reverend Sumner Walters, resigned. The motion was seconded by Councilman Jones
and unanimously carried.
RESOLUTIONS:
13. The following resolution was introduced by Councilman-Jones, who moved its adoption:
"Resolution No. 2728
Accepting Conveyance from Southern Pacific Company
of Certain Lands in West Alameda for Street Purposes
and Consenting to the Recordation Thereof."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Howe, Jones and President Godfrey, (3).
Noes: None. Absent: Councilmen Branscheid and Maurer, (2). Thereupon the Mayor de-
clared said resolution duly adopted and passed.
14. The following resolution was introduced by Councilman Howe, who moved its adoption:
"Resolution No. 2729
Granting to the United States of America a Revocable
Permit to Install dnd Maintain Certain Lights and
Lighting Equipment and Temporary Shelter Buildings
on Tide Lands Owned by the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Jones and on roll call
carried by the following vote. Ayes: Councilmen Howe, Jones and President Godfrey, (3).
Noes: None. Absent: Councilmen Branscheid and Maurer, (2). Thereupon the Mayor de-
clared said resolution duly adopted and passed.
FILING:
15. Form of Lease Between United States of America and City of Alameda for
Washington Park Bath House.
BILLS:
16. An itemized List of Claims against the City of Alameda and the several departments
thereof in the total amounts as follows, was presented to the City Council: General
Departments, $9,657.16; Police Department, $3,332.18; Civil Service Department,
$20.06; Pound Department, $42.79; Fire Department, $817.68; Street Department,
$1,066.16; Health Department, $427.34; Recreation Department, 8117.26; Park
Department, $1,118.08; Golf Course Department, $701.60; Store Department, $798.78;
Social Service Department, $145.14; Initiative Relief Fund, $163.50; Street
Improvement Fund, $329.39; Krusi Park Fund, $2.93; East Bay Municipal Utility
District, $2,369.08.
Councilman Howe moved the bills and claims against the City in the amounts listed and
itemized in the List of Claims filed with the City Clerk on March 17, 1942, and pre-
sented to the Council at this meeting, be allowed and paid. The motion was seconded
by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen
Howe, Jones and President Godfrey, (3). Noes: None. Absent: Councilmen Branscheid
and Maurer, (2).
17. At this time Mayor Godfrey announced that he had re-appointed Mr. E. D. Garber
to serve as a member of the Housing Authority of the City of Alameda.
ADJOURNMENT:
18. Councilman Howe moved the Council adjourn to meet in adjourned regular session
on Tuesday afternoon, March 24, 1942, at 5:00 o'clock P. M. The motion was seconded
by Councilman Jones and unanimously carried.
