1942-04-28 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY AFTERNOON, APRIL. 28 1942 The meeting convened at 5:00 p. ROLL CALL: The roll was called and Councilmen Branscheid, Jones, Maurer and President Godfrey, (4), were noted present. Absent: Councilman Howe, (1). ORAL COMMUNICATIONS: . The City Manager conferred with the Council on the following matters: Additional property contemplated being taken over by the United States Government; So-called Reber Plan, or proposed. San Francisco Bay project; The employment of watchmen to relieve police officers now stationed at Alameda portal of Posey Tube; The adoption of resolution to be presented later at this meeting increasing the salary of the Executive Secretary of the Civil Service Board. with President Godfrey presiding. ■/' 2. Councilman Branscheid stated that, as requested by the Council on December 16, 1941 he had, about one month ago, met with the unofficial group sponsored by the California State Planning Board which is to investigate and report on regional planning problems in the San Francisco Bay area. It is Councilman Branscheid's opinion that the functions of this group would not materi- ally effect or benefit the City of Alameda and as the persons attending, are, in the majority, members of City Planning Boards, a member of the Alameda Planning Board might be a preferable representative. Councilman Branscheid was asked to attend the next meeting of the Planning Board and present his ideas in the matter. REPORTS OF COMMITTEES: 3. From George Sperbeck, City Engineer, replying to Mayor Godfrey's recommendation regarding the so-called. Reber Plan. It is the recommendation of the City Engineer that the Council either or take no action at all. The matter was referred to "Resolutions." RESOLUTIONS: request for his condemn this plan 4. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2737 Approving Form of License to United States of America for Construction of School Building on Certain Lands and Authorizing the Execution Thereof." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Jones, Maurer and President Godfrey, (4). Noes: None. Absent: Councilman Howe, (1). Thereupon, the Mayor declared said resolution duly adopted and passed. 5. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2738 Fixing Salary of Executive Secretary to the Civil Service Board of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Jones and on carried by the following vote. Ayes: Councilmen Branscheid, Jones, Maurer Godfrey, (4). Noes: None. Absent: Councilman Howe, (1). Thereupon, the said resolution duly adopted and passed, roll call and. President Mayor declared 6. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2739 Resolution Opposing Proposed Reber Plan or San Francisco Bay Project, Transforming East, North and South Portion of San Francisco Bay into a Fresh Water Lake." The, motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Jones, Maurer and President Godfrey, (4). Noes: None. Absent: Councilman Howe, (1). Thereupon, the Mayor declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 7. "Ordinance No. 798, New Series An Ordinance Amending The Alameda Municipal Code by Amending Sections 3-413 and 3-912 of Title III Thereof." Councilman Branscheid moved the ordinance as read be adopted. The motion was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Jones, Maurer and President Godfrey, (4). Noes: None. Absent: Council- man Howe, (1). 8. "Ordinance No. 799, New Series Accepting Deed from Sidney Traver and Mildred F. Traver, His Wife, Conveying certain.Lands to the City of Alameda for Highway Purposes." Councilman Maurer moved the ordinance as read be adopted. The motion was seconded by councilman Branscheid and on roll call carried by the following vote. Ayes: Council- men Branscheid, Jones, Maurer and President Godfrey, (4) . Noes: None. Absent: Councilman Howe, (1). 9. "Ordinance No. 800, New Series An Ordinance Authorizing Execution of quitclaim Deed to Southern Pacific Company Covering Old Road to Alameda Mole and Accepting quitclaim Deed from Southern Pacific Company to Lands Comprised With Northerly and Southerly Lines of Encinal Avenue, Extended Easterly, and the Easterly Line of High Street and the Easterly Line of Fernside Blvd., Produced Southerly." Councilman Jones moved the ordinance as read be adopted. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Council- men Branscheid, Jones, Maurer and President Godfrey, (4). Noes: None. Absent: Councilman Howe, (1). FILING: 10. Financial Statement - Goodell, Byers & Henry - Bureau of Electricity - As of month ending March 31, 1942. BILLS: 11. An itemized List of Claims against the City of Alameda and the several depart- ments thereof in the total amounts as follows, was presented to the City Council: General Department, $11,986.75; Police Department, $1,138.14; Civil Service Department, 13.99; Pound Department, $38.86; Fire Department, $1,006.13; Street Department, $9,625.41; Health Department, $292.04; Recreation Department, $59.71; Park Department, $793.56; Golf Course Department, $970.47; Store Department, $600.95; Social Service Department, $271.39; Initiative Relief Fund, $157.00; Street Improvement Fund, $309.09; . East Bay Municipal Utility District Fund, $2,387.89. Councilman Branscheid moved the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with the City Clerk on April 28, 1942, and presented to the Council at this meeting, be allowed and paid.
