REGULAR MEETING OF Till CITY COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, SEPTEMBER 1, 1942
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, and President Godfrey,
(4), were noted present. Absent: Councilman Maurer, (1).
MINUTES:
1. The minutes of the regular meeting held August 18, 1942, were approved as transcribed.
WRTTTEN COMMUNICATIONS
2. A request was presented from Er. H. R. Groth, by Mr. George H. Noble, for permission
to move a house from 2115 Eagle Avenue to a certain lot on the north side of Otis Drive,
100 feet east of Broadway. There was also presented a petition, signed by forty-eight
residents and property owners in the vicinity, protesting against this house being allowed
to be placed on the above mentioned lot.
Councilman Jones moved the permit above requested be denied. The motion was seconded
by Councilman Howe and unanimously carried.
3. A petition was presented, signed by sixty-one persons residing in the neighborhood
adjacent to High and Washington Streets, requesting that Mr. George Noble be restrained
from further activity on property consisting of three old houses and a garage moved onto
a lot at the south foot of High Street, until such time as definite specifications as to
Mr. Noble's intentions to remodel these structures has been filed.
Councilman Branscheid moved this matter be held in abeyance and referred to the City
Manager and Building inspector for a full report. The motion was seconded by Councilman
Howe and unanimously carried.
4. From the Pacific Coast Building Officials Conference giving notice of the next con-
vention to be held in Reno, Nevada, October 6, 7 and 8, 1942, and requesting that the
Building Inspector of the City of Alameda be authorized to attend.
There being no objections, the communication was ordered filed.
5. From W. F. Stone and Son, requesting that a fifteen-minute parking zone be estab-
lished for a distance of about twenty yards in front of its plant at 2517 Blanding Avenue.
There being no objections, the matter was referred to the City Manager for investigation.

6. The City Manager reauested authority to dispose of the two cannons belonging to the
City of Alameda - one in front of the City Hall and the other situated in Lincoln Park -
as scrap metal, in line with the defense effort.
Councilman Branscheid moved the City Manager be authorized to sell these cannons as scrap.
The motion was seconded by Councilman Jones and unanimously carried.
OPENING OF BIDS:
Bids were presented and opened for the furnishing of Ethyl Gasoline to the City of
Alameda during the fiscal year, ending June 30, 1943, as follows:
From Union Oil Company of California
Accompanied by certified check in amount of $250.00
From Standard Oil Company of California
Accompanied by certified check in amount of 250.00
From Signal Oil Company
Accompanied by cashier's check in amount of $250.00
From Tide Water Associated Oil Company
Accompanied by certified check in amount of $250.00
There being no objections, these bids were referred to the City Manager and City Attorney
for examination and recommendation.
8. Bids were presented and opened for the furnishing of Fire Hose to the City of
Alameda in accordance with Specifications and. Provisions therefor, No. MS 8-425, as
follows:
From The American Rubber Mfg. Co.
Accompanied by certified check in amount of $500.00
From Pioneer Rubber Mills
Not accompanied by a check
There being no objections, these bids were referred to the City Manager and. City Attor-
ney for examination and recommendation.
-RI.,FORTS OF COMMITTE S:
From the Mayor, City Manager and. Auditor, submitting their report on the Count of
Money, held. August 19, 1942, and certifying that there was the sum of $617,312.96 in the
City Treasury at that time.
There being no objections, the report was ordered filed.
From the Alameda Defense Council, requesting the City Council to give favorable
consideration to the inclusion in the final budget of the amount as set up in the City
Manager's tentative budget for money to be appropriated for the use of the Office of
Civilian Defense during the fiscal year 1942-1943.
There being no objections, this matter was referred to the Committee of the Whole,
pending adoption of the final budget.
11. From the City Manager, recommending that contract be awarded to Heafey-Moore Co.
for the construction of a by-pass at the northeast corner of Webster Street and Tynan
Avenue in the amount of $2,336.40, submitted as its bid price which was presented to
the Council on August 4, 1942.
Councilman Branscheid moved the contract be awarded to Heafey-Moore Co. for construction
of the by-pass above referred to but on condition that the bidder will agree to a stipu-
lation in his contract that the work in question shall not be started until the City is
able to secure the proper easements for street purposes on all of the land on which the
work is to be done and, if such easements cannot be obtained within two months from the
date of execution of contract, such contract shall be null and void at the option of
either party and time for performance to be extended accordingly. Also that certified
check accompanying one bid and bond accompanying the other bid be returned to the unsuc-
cessful bidders. The motion was seconded by Councilman Jones and on roll call carried
by the following vote. Ayes: Councilmen Branscheid, Howe, Jones and President Godfrey,
(4) . Noes: None, Absent: Councilman Maurer, (1).
1 . From the City Manager, recommending that two City employees be sent to the Stan-
ford. University Civilian Defense School, beginning September 6, 1942, for a ten-day
period and that a sum not to exceed $80. be appropriated to cover tuition and expenses....
Councilman Jones moved the recommendation of the City Manager be approved. The motion
was seconded by Councilman Howe and on roll call carried by the following vote. Ayes:
Councilmen Branscheid Howe, Jones and President Godfrey, (4). Noes: None. Absent: n

13. From Mayor Godfrey, requesting permission to leave the State of California on or
about September 10, 1942, for a period of approximately two weeks.
Councilman Branscheid moved this permission be granted. The motion was seconded by
Councilman Howe and unanimously carried.
RESOLUTIONS:
14. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2787
Authorizing Deposit of Public Funds in Active
and Inactive Deposits in Certain Banks."
The motion to adopt said resolution was seconded by Councilman Branscheid and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones and
President Godfrey, (4) . Noes: None. Absent: Councilman Maurer, (1) . Thereupon the
Mayor declared said resolution duly adopted and passed.
ORDINANCES FOR PASSAGE:
15. "Ordinance No. 807,

An Ordinance Authorizing the Execution of an Agreement
Between City of Alameda, United Engineering Company, Ltd.
and United States of America Modifying the Provisions of
Certain Leases."
Councilman Jones moved the ordinance as read be adopted. The motion was seconded by
Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen

Councilman Branscheid moved the bills and claims against the City in the amounts listed .
and itemized in the List of Claims filed with the City Clerk on September:1 1942, and
presented to the Council at this meeting, be allowed and paid. The motion was seconded

ADJOURNMENT:
18. On motion of Councilman Branscheid, seconded by Councilman Howe, the Council
adjourned to meet in adjourned regular session on Wednesday morning, September 2,
1942, at 8:00 o'clock. The motion. carried unanimously.
