1942-09-15 Regular CC Minutestk) REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING SEPTEMBER 5 - 1942 The meeting convened at 8:00 p, m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5), were noted present. Absent: None. MINUTES: 1. The minutes of theā€¢regalar meeting held September 1, 1942, the adjourned regular meetings held the morning and evening of September 2, 1942, and the adjourned regular meeting held September 10, 1942, were approved as transcribed. WRITTEN COMMUNICATIONS: 2. A petition was presented, signed by ten residents living in the vicinity of Willow Street between Pacific and Buena Vista Avenues, requesting that parking on Willow Street be restricted to only one side of the street due to its narrowness. There being no objections, the matter was referred to the City Di' lager for study and report at the next regular meeting. 3. From the office of the City Clerk of the City of Los Angeles, with reference to a resolution adopted by the Council of the City of Los Angeles containing a request that the Councils of all cities in the State request the Legislature to introduce a bill allocating one-half cent out of the three-cent State sales tax collected in cities to be used by said cities. There being no objections, this matter was referred to the Committee of the Whole. aRAL COMMUNICATIONS: The City Manager reported on the proposed re-routing of the an Francisco-Alameda buses. from the "T" and wW" lines to a single "0" line on Santa. Clara Avenue. He has requested that action on this matter by the Key System before the Railroad Commission . be postponed for two weeks until data can be gathered by the City for submission at that time.. It is anticipated this hearing will be held in Alameda. The City Manager informed the Council that the joint transportation committee which has been holding meetings in the Mayor's office in Oakland has been endeavoring for some time to establish a staggered-hours program for workers in order to alleviate the present acute traffic situation. He saggested that the City of San Francisco be requested to make an immediate study of this same plan in order to combine its efforts intelligently with those of the East Bay. Mayor G odfrey and Councilman Jones stated they knew it to be a fact that San Francisco had already made this investigation. Councilman Maurer stated it was his belief it all comes back to the necessity of keep- ing the defense workers who live in Alameda working in Alameda, and they be not employed in plants outside of the City. This would materially help the transportation problem. Mr. Frank Gott stein addressed the Council regarding various transportation matters. vi 5. Mr. C. C. Howard addressed the Council with regard to a certain sewer situation at the foot of Webster Street. REPORTS OF COaTITEES: 6. From the City Manager, recommending that contract for furnishing Ethyl gasoline to the City of Alameda for the period ending June 30, 1943, be awarded to the Signal Oil Company at the price stated in its proposal, submitted to the Council on September 1, 1942. Councilman Maurer moved the recommendation. of the City Manager be approved and con- tract for furnishing Ethyl gasoline be awarded to Signal Oil Company at its bid price, and that checks be returned to the unsuccessful bidders. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None. 7. From the City Attorney, recommending that he be authorized to file an answer in an action entitled, "UNITED STATES OF AMERICA, Plaintiff, v. Certain land situated on Government island, etc., AMERICAN DREDGING COMPANY, a corporation, et al., Defendants, No. 2224S-R," setting forth the City's claim for taxes against the real property involved in the action. Councilman Branscheid moved the recommendation of the City Attorney be approved and that he be authorized to file an answer in the above entitled action. The motion was seconded by Councilman Maurer and unanimously carried. _ S. From the Building Inspector, recommending that A. R. Cranston, Plumbing Inspector be given permission to attend the conference of the Plumbing inspectors of California, to be held in Stockton, October 8, 9 and 10, 1942, and that a sum not to exceed $50, be allowed to cover his expenses. The City Manager stated it was his recommendation that this request be granted, there- upon Councilman Maurer moved the recommendation of the City Manager be approved and the Plumbing Inspector be-authorized to attend the above mentioned conference and that a sum of $50 be appropriated to defray expenses. The motion was seconded by Council- man Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5) . Noes: None. Absent: None. 9. From the City Planning Board, reporting on a hearing held by that Board on September 10, 1942, of its Resolution of intention to reclassify certain property lying generally south of San Jose Avenue to Otis Drive, between Regent Street and. Broadway, more parti- cularly described in said. Resolution of Intention, from the "A" One-family Dwelling District to the "A-1" One-family Dwelling District, primarily to permit the use of the exceedingly deep lots within this area for more than a single family dwelling. Councilman Maurer moved the report and recommendation of the City Planning Board be accepted and approved and the matter referred to "Ordinances for Introduction". DINANCE3 FOR INTRODUCTION: 10. Councilman Maurer introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Reclassifying Property by Adding Section 18 to Ordinance No. 725, New Series." 11. Councilman Branscheid introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending Section 17-344 of the Alameda Municipal Code by Adding Subdivisions (42) and (43) Thereto." UNFINISHED BUSINESS: 12, Mr. Thomas A. Greig and Mr. J. H. MacLafferty, jr. addressed the Council with regard to the Mayor appointing a committee of representatives of various local organizations to form a war chest community fund for the collection of donations for the organizations participating. There has been difficulty in collecting donations from union groups who do not wish to donate to individual organizations. Mayor Godfrey stated. he would be very glad to appoint such a committee but would suggest that this matter be given further thought by these gentlemen, and whoever else they wish to include, and after the material is gathered he will meet with them and see just how far it would be advisable for such a war chest or possibly community chest to function. Councilman Jones suggested that Mr. Herb. Bruntsch be contacted with regard to this matter as he has had experience with similar affairs of the County of Alameda. RESOLUTIONS: 13. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution IT O. 2791 Granting Permit to General Engineering and Dry Dock Company to Construct, Maintain. and Operate a Railroad Spur Track Across Grand Street in the City of Alameda." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5) . Noes: None. Absent: None. Thereupon the Jd'ayor declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2792 Rejecting Bids and Authorizing Purchase of Fire Hose in the Open Market." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution. duly adopted and passed. 1 1:f1 15. An itemized LisL of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council: General Departments, 5,036.34; Civilian Defense Department, l,498 1o, Police Department, 2,231.51; Civil Service Department, ":24.85; Pound Department, 02.08; ;_re Department, :fi486.19; Street Department, S638.78; Health Department, N.00.01; Recreation Department, $155.45; Park Department, d$963.06; Golf Course Departmen 892.65; Store Department, 249.26; Social Service Department, 127.57; Initiative Relief Fund, 85.00; Gas Tax No. 2 Fund, '2.99; Street Improvement Fund, 810.99. Councilman Maurer moved the bills and claims against the City in the amounts listed and itemized in the List of Claims filed with. the City Clerk on September 15, 1942, and presented. to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Howe and on roll call carried by thefollawing vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5) . Noes: None. Absent: None. 18, Councilman 2ranscheid moved the Council adjourn to assemble in adjourned regular session on Thursday afternoon, ientomber 17, 1942, at 5:45 p. m.
